PAGE 0001 BY: MOHAVE f.JUNTY BOARD OF SUPERVISORS RECDRDINu FEE 9.00 Nt PROOFED .EXEQ MILhUr I LLI~JJ A RESOLUTION SETTING FORTH APPROVAL OF A FINAL SUBDIVISION PLAN FOR RANCHO GRANDE, TRACT 4083, A SUBDIVISION OF A POR'l'ION OF SECTION 14, TOWNSHIP 19 NORTH, RANGE 22 WEST, GILA & SALT RIVER BASE & MERIDIAN, AND FINALIZING THE ZONING TO BE R-O (SINGLE FAMILY RESIDENTIAL/MOBILE HOMES PROHIBITED) LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MORAVE COUNTY, ARIZONA I WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January 22, 1990, a public hearing was conducted to determine the final subdivision plan, and zoning for Rancho Grande, Tract 4083, located in the South Mohave Valley area, and WHEREAS, the owner/subdivider of this tract is Tierra Grande Development, Inc., Bullhead City, Arizona, Mr. Daniel J. Oehler, Esq., representative. The engineer of record on this project is R. Larry Morse, P.E. and the project manager is Larry Good, P.E., all of A-N West, Inc., Bullhead City, Arizona, and I I I r 1 ~ t I WHEREAS, reviews have been received from the County Engineer/Floodplain Health Mohave County Administrator, Department, Bermuda Water Company, Inc., Bullhead City, the Arizona Department of Environmental Quality, the Fort Mohave Mesa Fire Department, EI Paso Natural Gas Company, and considered or incorporated in the evaluation of this final tract, and WHEREAS, this subdivision is located roughly three/quarter (3/4) mile east of Highway 95, is six hundred (600') feet north t , f-:-;l , ":i f, i t ," ~ I.,:j '---' . . F'(~GL (n)!Y2 BOO~ 01tL7 PAGE 0584 (FEEl 90- 8540) Resolution No. 90-32 Page 2 of Camp Mohave Road and is north and east or Rio Hacienda, Tract 1224, is between Mountain View Road (the primary entrance) and Puerto Verde Circle, and WHEREAS, the primary access to this residential lot subdivision is intended from Mountain View Road, and also La Entrada Place, and WHEREAS, the Planning and Zoning Commission did review and recommend to the Board the approval of a rezoning request changing the zoning from A-R (Agricultural-Residential) to R-O (Single Family Residential/Mobile Homes Prohibited) through Resolution P&ZC: 89-91 on May 10, 1989 and the Board did resolve to approve the zone request at their regular meeting of June 5, 1989 to be effective with the filing of the final plat, and WHEREAS, sewage disposal is intended to be taken care of through the use of individual septic systems. The Arizona Department of Environmental Quality has approved the subdivision subject to the following provisions: 1. All septic tank-leach fields must be installed in undisturbed native material; 2. Some lots may not be acceptable for septic systems as a result of the above provision; 3. There is a specific notation that Lot 22 shall not be allowed to have any type of septic disposa1 other than through a sanitary sewer system; and 4. All lots must hook up to a public sewer when one becomes available and abandon the septic system; and t . CJ ["j ~' " t:""',..I! L,~ LS' . . FAGE (ll)lJ5 BOOK 016(7 PAGE 0585 CFEEt 90- 8540) Resolution No. 90-32 Page 3 WHEREAS, the approval of this subdivision is based on the understanding of the Board of Supervisors that all streets within the subdivision will be constructed and paved with asphaltic concrete in accordance with Standard Specification #171, but in no case shall it be less than Mohave County Standards; the paving of Camp Mohave Road shall straddle the centerline of the right- of-way and the paving of Mountain View Road shall be situated such that it will not interfere with the EI Paso Gas high pressure gas line; grading and drainage related improvements will be made as recommended by the design engineer in the submitted drainage reports; arrangements will be made to extend underground electric and telephone service to each lot in accordance with Arizona Corporation Commission Regulations; all lots and street centerline monuments will be staked and monumented in accordance with Standard Specification No. 102; fire hydrants will be provided at locations prescribed by the Fort Mojave Mesa Fire Department; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer and as a condition of approval the owner/subdivider is responsible for the completion of improvements and shall provide an assurance for all required subdivision improvements in accordance with Article V of the Subdivision Regulations, and . . O("YI BOOK 01667 PAGE 0536 (FEE~ 90- Page 4 8540) Resolution No. 90-32 NOW THEREFORE BE IT RESOLVED, that the Board approves the said final plan conditional to the following: 1. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as is required for approval of this tract by the Board; 2. Arizona Department of Environmental Quality approves the sewer treatment system(s) for lots noted for special treatment within this subdivision; 3 . The water system will provide adequate flows for fire protection. F ire hydrants conforming to the minimum County standards shall be provided and located no more than eight hundred (800') feet apart and/or fire hydrants acceptable to the Fort Mojave Mesa Fire Department at the location they prescribe. The owner/subdivider shall cause the drainage related improvements to be completed as recommended by the project engineer and outlined in the detailed drainage report; a grading plan shall be provided as a part of the improvements plans for this subdivision; 4. 5 . The owner shall be required to obtain approval of the County Engineer for the design of Mountain View Road prior to its construction. 6 . The public utility easements shall be depicted on or across all lots and parcel A shall be designated as a drainage easement on the final subdivision plat; 7 . The FEMA designated floodplain shall be depicted and/or noted on the final plat. 8. A water line easement shall be provided to assure adequate water to this subdivision in accordance with the Arizona Department of Environmental Quality and this will be shown on the final plat. 11. The County Engineer has made several comments that relate to the drainage from this subdivision onto Camp Mohave Road, and the owner/subdivider/engineer agrees to meet the requirements as set forth by the County Engineer that relate to impact of drainage upon Camp Mohave Roadway, and NOW THEREFORE BE IT FURTHER RESOLVED, upon receipt of or evidence that these conditions have been met together with the executed mylars and appropriate recording fees, the Director of Planning and Zoning will obtain the necessary signatures from the County Departments and officials and cause the final plat to be recorded, and NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing has been met and published throughout this subdivision process and the public was afforded notice of this final action through advertisement of the Board of Supervisor's Meeting for this date.
