RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION
PLAN FOR SHIPP ESTATES III, TRACT 3026, BEING PARCELS 13 & 14,
AND THE S~ S~ PARCEL 15, SECTION 12, TOWNSHIP 21 NORTH, RANGE 19
WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on May 7, 1990, a public hearing was
conducted to determine the approval of the preliminary
subdivision plan, petition of exception, and drainage report for
~~ Shipp Estates III, Tract 3026, being Parcels 13 & 14 and the S~
!ldCi S~ Parcel 15, Section 12, Township 21 North, Range 19 West, and
WHEREAS, the owners/developers of this tract is Desert
Investment Properties, an Arizona General Partnership and
B.P.J.&S, a Limited Partnership, Kingman, Arizona. The Engineer
responsible for the preparation of the drainage report and design
of this subdivision is John A. Proffit, P.E., Mohave Engineering
Associates, Inc., and
WHEREAS, this proposed subdivision is located approximately
seven (7) miles west of the junction of Highways 93 and 68 and is

,1j1 northwesterly intersection of Shipp Drive and Teddy Roosevelt

This project fronts Shipp Drive for approximately three-

fourths (3/4) of a mile to Davis Road and fronts Teddy Roosevelt
Road for approximately one-quarter (1/4) mile to Brook Drive, and
WHEREAS, the preliminary plan depicts ninety (90) acres
subdivided into 280 lots. These lots will have a minimum size of
9,000 square feet and a maximum size of 14,000 square feet, and
WHEREAS, the Commission has considered the drainage plan as
submitted by the project engineer and as evaluated by the County
Engineer, and
WHEREAS, the Commission at their meeting on April 18, 1990
did recommend conditional approval of the preliminary subdivision
plan for Tract 3026 with the following CONDITIONS noted:
1. This tract is a resubdivision of an existing filed
survey plat of Parcels 13, 14 and S~ S~ Parcel 15, Section
12, Township 21 North, Range 19 West.

3. All dimensions must be shown on each lot.
4. Several comments are made in relation to the Detailed
Drainage Study that is required by the Subdivision
Regulations to be submitted at the Preliminary Stage.
Before the Planning and Zoning Department will accept the
Final Plat for review, the owner/subdivider shall have the

approval of the Engineering Department on the contents of
the Drainage Report and all changes that are required on the
plan will have been made to the satisfaction of the County
Engineer.
5. The preliminary approval of this tract is based on the
understanding of the Commission that the access from State
Highway 68 on Teddy Roosevelt Road shall be paved in
accordance with County Paving Specification. Teddy
Roosevelt Road shall be widened to forty (40') feet to allow
for a left turn lane at Highway 68 and such widened road
shall be two hundred (200') feet long with tapers. The
remainder of Teddy Roosevelt Road to the southern border of
the subdivision, Shipp Drive, Glen Canyon Road, Brook Drive,
Davis Road as they are contiguous, and all interior streets
are to be paved with asphaltic concrete in accordance with
Mohave County Standards.
6. The approval of this subdivision is based on the
understanding of the Mohave County Planning and Zoning
Commission that all streets within the subdivision will be
constructed and paved with asphaltic concrete in accordance
with Standard Specifications #171 and #101.10D of the County
Engineering Road Standards or better. A water supply and
distribution system including adequate pressure and volume
for fire flows will be constructed to serve each lot.
Grading and drainage related improvements will be made as
recommended by the design engineer. Electric and telephone
service shall be provided to each lot in accordance with
Arizona Corporation Commission Regulations. All lots and
street centerline monuments will be staked and monumented in
accordance with Standard Specification #102 of the County
Engineering Road Standards. Fire hydrants will be provided
at locations prescribed by the Golden Valley Fire
Department. Street name and regulatory signs will be
installed in accordance with the requirements of the Mohave
County Subdivision Regulations and as recommended by the
design engineer; and, as a CONDITION OF APPROVAL, the
owner/subdivider is responsible for the completion of
improvements and shall provide an assurance for all required
subdivision improvements in accordance with Article V of the
Subdivision Regulations.
7. The final plat needs to show the minimum finish floor
elevations for each lot.
8. A one (1') foot non-vehicle access is shown along Shipp
Drive and Teddy Roosevelt Road. An approved physical
barrier will be required to assure non access to those lots.

9. The Mohave County Environmental Health has determined
that this tract has adequate soil percolation tests and
soil log to support septic tank usage. County Environmental
Health shall approve each septic tank design through permits
for each lot.
10. Any FEMA designated floodplain shall be depicted on the
final plat.
11. CONDITION: That the engineer of record submit a NEW
PRELIMINARY PLAN TO STAFF that meets all the comments as set
forth by staff. When all departments concur that the
information is correct, the owner/developer may submit for
Final Plat.
12. This project is within the Golden Valley Improvement
District.
13. The Subdivision Regulations require a minimum of one
hundred (100') foot lot depth for the placement of mobile
homes on lots. Several lots in this subdivision do not meet
that minimum. Staff recommends, in lieu of resizing of
lots, that a R-O/8M (Single Family Residential/Mobile Homes
Prohibited/Eight Thousand Square Foot Minimum Lot Size)
zoning be placed on Block D, Lots 24-41.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, May 7, 1990 approved this
preliminary subdivision plan as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
