RESOLUTION NO. 90-202 A RESOLUTION SETTING FORTH THE REZONING OF THE SE~ SE~ SECTION 13, TOWNSHIP 9 NORTH, RANGE 22 EAST, SAN BERNARDINO BASE AND MERIDIAN, FROM: R-E (RESIDENTIAL-RECREATION) ZONE, PROPOSED TO BE: R-~(RESIDENTIAL MOBILE HOMES) ZONE, LOCATED IN THE SOUTH MORAVE V LEY AREA, MORAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 6, 1990, a public hearing was conducted to determine whether approval should be granted to El Silliman, President, US Properties, Inc., Bullhead City, Arizona, f~~ for a rezoning from existing R-E (Residential Recreation) zone to C1 R-MH (Residential Mobile Homes) zone, for the specific purpose of developing a mobile home park with river access, located in the South Mohave Valley area, and WHEREAS, Section 13 is located approximately twelve (12) miles south of Bullhead City and approximately one and one-half (1.5) miles west of Highway 95. The subject property is accessed off of Highway 95, east on Courtwright Road, approximately one and one-half (1.5) miles to the Evans Lane and Dike Road intersection, and r~~'i1 .' ..-:-~ ~-j~.,,~~ WHEREAS, review of Floodplain map #040058-2615C indicates l~~ this area is in a flood zone designated as a 500 year storm event ''''"''"'\ , I ,. ~~j ',' .. A 500 year storm event is a storm of whose magnitude would occur once every 500 years. The surrounding land uses consist of mostly vacant land, mobile homes, and a few houses, and WHEREAS, a public hearing before the Mohave County Planning and Zoning Commission on July 18, 1990 did generate a reconunendation of approval of the zone change request with the following conditions noted: 1. The applicant comply with all applicable provisions of Sections 25, 26, 27, and 31 of the Mohave County Zoning Regulations. 2. Arizona Department of Environmental Quality approves the water supply and distribution system. 3 . Arizona Department of Environmental Quality approves the quantity and quality of the water supply. 4. Formal notification that the wastewater from this site can be handled and will be accepted by the Fort Mohave Tribal Utilities Authority Waste-Water project. 5. Arizona Department of Health Services or Mohave County Health Department approve the method of design of the sewage systems proposed for this development. 6. That lots within this parcel will not be for sale unless or until they have been approved as subdivided parcels by Mohave County Planning and Zoning Commission and have met all requirements of the State of Arizona. 7. Mobile Home Park plans accordance with Section Zoning Regulations. prepared 27-1. of and the submitted in Mohave County 8. Submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 of the Mohave County Subdivision Regulations. 9 . That the owner/developer shall pave a one inch (1") overlay on Courtwright Road from Highway 95 (or where the one (1") inch pavement overlay ends) to be done after the County constructs and paves Courtwright Road, and construct Evans, Lane with two ( 2 " ) inch asphalt up to Courtwr ight Road as it is adjacent to the project; This is consistent with previously approved projects of this nature that provide impact over and above the Agricultural/Residential development currently in place in the area. The paving of the aforementioned roads shall be placed on the center line of roadway right-of- ways in a width and design as approved by the County Engineer and the Fort Mojave Indian Tribe or its designee as applicable. 10. WHEREAS, the notice of hearing was published in the Mohave Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, on July 22, 1990, and posted July 20, 1990 as required by Arizona Revised Statutes, and the Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, August 6, 1990 approved this ... ...,.,,~~. ~ , '. ~ ~ to - .. , , . .
