PARK IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE ON THE S~ S~ LOT 16 OF LE CLAIR ACRES SUBDIVISION, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 6, 1990, a public hearing was conducted to determine whether approval/denial should be granted to Jack and Olive Sibert, Wenatchee, Washington, for a Zoning Use ~~~ Permit to establish an R.V. Park in an A-R (Agricultural rc~?~J l~ Residential) zone, located in the South Mohave Valley area, and WHEREAS, Le Clair Acres Subdivision is located approximately one (1) mile south of Bullhead City and approximately one (1) mile west of Highway 95. The subject property is accessed from Highway 95 along Camp Mohave Road then north on Calvary Road approximately 600 feet north on the west side of the street. Review of Floodplain map #040058-2435D indicates this area is clear of potential flooding, and WHEREAS, this property is currently vacant and surrounding '--~~ >':f~j ,..._:..~ " land uses consist mainly of homes and mobile homes, and a few vacant properties, and !~-jj 0" . . Resolution No. 90-199 PAGE 2 OF 3 BK 1771 PG 168 (FEE~90- 55776) Page 2 WHEREAS, the applicant wishes to place an R.V. park on this 2.43 acre parcel which is in an A-R (Agricultural-Residential) zone. In 1980-1982, there was an effort made to get a Zoning Use Permit for a mobile home park with R.V. storage in the N~ of Lot 16, Le Clair Acres. The Zoning Use Permit request was denied, and WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on July 18, 1990, there was generated a reconnnendation of DENIAL of the zoning Use Permit request from the Planning and Zoning Commission, for the ;7~ <:t~ \~ following reasons: 1. In accordance with ARS 11-829C. "but if twenty percent of the owners of property by area and number within the zoning area file a protest to the proposal change, the change shall not be made except by the unanimous vote of all members of the board." 2. This area has been identified by the South Mohave valley Area Plan as AR (Agricultural-Residential). Although AR allows RV parks with a ZUP, it is also understood that the AR zone is a Holding Zone for future development. With this many protest of record Staff would recommend that if the applicant desires such a change, then an AREA Plan Update should be investigated to determine the highest and best use of the property by the citizens of this section.
