PAGE 1 OF 6 B05 RECORDING FEE 0.00 NC RESOLUTION NO. 90-192 RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION PLAN FOR THE SUNRISE VISTAS, TRACT 4108, BEING GOVERNMENT LOTS 3 AND 4, AND THE E~ OF THE SW% SECTION 18, TOWNSHIP 19 NORTH, RANGE 21 WEST, LOCATED IN THE SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on July 23, 1990, a public hearing was conducted to determine the approval of the preliminary subdivision plan, petition of exception, and drainage report for Sunrise Vistas, Tract 4108, being Government Lots 3 and 4, and the E~ of the SW~ Section 18, Township 19 North, Range 21 West, and WHEREAS, the owners/developers of this tract are Vanderslice 80, Sherman Oaks, California; B&R Development, Fort Mojave, Arizona; and Alexander/Catania Azusa, Development, Inc. , California. The engineer responsible for the preparation of the drainage report and design of this subdivision is John A. Proffit, Mohave Engineering Assoc., Inc., Kingman, Arizona, and WHEREAS, the subject property is surrounded by undeveloped lands. The land to the north, east and south is State Trust . . Current access to the property is from Camp Mohave Road east of Highway 95, and WHEREAS, the Commission has considered the drainage plan as submitted by the project engineer and as evaluated by the County Engineer, and WHEREAS, the Commission at their meeting on July 11, 1990 did recommend conditional approval of the preliminary subdivision plan for Tract 4108 with the following CONDITIONS noted: A. Sunrise Vistas, Tract 4108, a subdivision of 160 acres proposed to be divided into 704 single family residential lots and 4.2 acres that will be zoned for Commercial use. This will be accomplished through a special development district (SO) implementation plan. B. Petitions of exception are submitted for the following exceptions to the Mohave County Subdivision Regulations: 1. Lots may not have lot lines that are perpendicular or radial to street lines. 2. All blocks backing up on the section line roads be two (2) lots in depth. 3. The ~ width front lot Public Utility Easements. 4. Long blocks with lots averaging 6,000 square feet. 5. Short blocks less than 500 feet long (Block 15). 6. All inverted crown streets less than forty (40 I ) feet wide) C. The existing zoning is for R-E/10A (Residential Recreation/Ten Acre Minimum Lot Size) and it has been reserved for large parcels. A formal request to change the Mohave Valley Area Plan for this area must be heard . . PAGE 3. OF 6 BK 1759 ~ 379 (FEE~90- 49967) Page 3 Resolution No. 90-192 by the Planning Commission prior to consideration of a request to rezone. This could occur at the August 1990 meeting. Mohave County Subdivision Regulations require that lots designed for Mobile Homes be at least one- hundred (100') feet in depth (Article 6.7-6B MCSR). Many of the lots in this subdivision do not meet the minimum of one-hundred (100') feet in depth, therefore, they will have to be identified by the owner/subdivider in the Special Development district documentation for this project. D. Parcel "C" identified as commercial will be designated as "SD-C" and the parcel set aside for the sewer treatment plant shall be designated as "SD-M", however, should there be an agreement that would move the sewerage facility off site then the "SD-M" designation shall revert to "SD-C". E. The County Engineer has made comments in regards to the Drainage report and the Preliminary plan as submitted, the questions involving drainage have been addressed in documentation with the project engineer by staff, and staff is confident that all concerns will be addressed and resolved to the County Engineers satisfaction prior to submission of this subdivision to the Board of Supervisors for Final plat action. Should there be a substantial redesign of the Preliminary Plan as presented, due to changes in the drainage plan, the owner/subdivider will be required to resubmit this subdivision as a revised preliminary plan for review and consideration. Grading and drainage related improvements will be made as recommended by the design engineer as submitted and approved by the County Engineer. F. The subdivision is designed for sewage disposal through a functioning sewage disposal plant. The owner/subdivider will need to give the county specific commitments as to how and when and where he will hook up to such a facility. The owner/subdivider shall not submit this subdivision for Final plat approval until and unless this issue is resolved. G. The preliminary approval of this tract is based on the understanding of the Commission that the primary access to this subdivision is via Camp Mohave Road into Phase I, then north on Vanderslice Road to the northern most property line. The subdivider shall as a condition of approval for this tract 4108, pave Camp Mohave Road . . PAGE 4 OF 6 BK 1759 PG 380 (FEE~90- ~9967) Page 4 Resolution No. 90-192 east from the end of the pavement at Mountain View Road to the eastern most boundary of this project. He shall also pave Vanderslice Road north from the intersection of Camp Mohave Road to the northern most boundary of this project as it is contiguous to this subdivision. The paving shall include all interior streets in each phase and are to be paved with asphaltic concrete, in accordance with Mohave County Standards. As a further condition of approval the subdivider shall obtain right-of-way dedications or surface easements off site for the following: A one-half (~ ) right-of-way of forty-two (42') feet for Camp Mohave Road has been dedicated along the entire south boundary of Section 13, (Township 21 North, Range 19 West). Sunrise Estates picks this up and continues Camp Mohave Road along the south boundary of Section 18, Township 22 North, Range 18 West. A conditional requirement will be obtained from State of Arizona lands for the additional forty-two (42') feet of an eighty-four (84') foot sectionline road. Along the west boundary of this tract, a forty-two (42 ') foot wide half right-of-way was dedicated with Riverview Ranches Subdivision, Tract 4005-0. Sunrise Vista will dedicate the additional forty-two (42 ') feet for a one-half (~ ) mile of the eighty-four (84') foot sectionline road. H. The approval of this subdivision is based on the understanding of the Mohave County Planning and Zoning Commission that all streets within the subdivision will be constructed and paved with asphaltic concrete in accordance with Standard Specifications #171 and #101.100 of the County Engineering Road Standards or better. A water supply and distribution system including adequate pressure and volume for fire flows will be constructed to serve each lot. Grading and drainage related improvements will be made as recommended by the design engineer. Electric and telephone service shall be provided to each lot in accordance with Arizona Corporation Commission Regulations. All lots and street centerline monuments will be staked and monumented in accordance with Standard Specification No. 102 of the County Engineering Road Standards. Fire hydrants will be provided at locations prescribed by the Fort Mojave Mesa Fire Department, Street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as approved by the Planning Commission Staff; and, as a condition of approval the owner/subdivider is .- ~, . . PAGE 5 OF 6 BK 17~9 PG 381 (FEEt90- ~9967) Page 5 Resolution No. 90-192 responsible for the completion of improvements and shall provide an assurance for all required subdivision improvements in accordance with Article V of the Mohave County Subdivision Regulations. I. Vanderslice Road and Camp Mohave Road shall be twenty- four (24') in width and centered on the right-of-way. J. The one (1') foot non-vehicle access will have a three (3') foot minimum block wall erected upon it to provide non-access. This non-access barrier shall increase to six (6') foot minimum and continue around the "SD-C" and "SD-M" parcels as depicted on the plan to separate them from the residential areas as well as themselves. K. This project is within the Mohave Valley Irrigation and Drainage District. L. CONDITION, that the engineer of record submit a NEW PRELIMINARY PLAN to staff for review that meets all the comments as set forth by staff. When all departments concur that the information is correct, the owner/developer may submit for Final Plat. M. The following standard conditions are noted that apply to all submittals at this stage: 1. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as is required for approval of this tract by the Board. 2. Arizona Department of Environmental Quality approves the ssewage disposal system. 6. The owner/developer shall cause the drainage related improvements to be completed as recommended by the project engineer, with changes as noted by the County Engineer/Floodplain staff and outlined in the detailed drainage report. 7. The Mohave County Planning and Zoning Commission recommends that the Board of Supervisors approve a zone change prior to recording the final plat. 8. The minimum lot size shall be 6,000 square feet in area. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting on Monday, July 23, 1990 approved this preliminary subdivision plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
