PAGE 1 OF 6 110HAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE O.QO He RESOLUTION NO. 90-304 A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION PLAN FOR THE RANCH ON JOY LANE, TRACT 4113, BEING A PORTION OF SECTION 35, TOWNSHIP 19 NORTH, RANGE 21 WEST, LOCATED IN THE SOUTH MORAVE VALLEY, MORAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 5, 1990, a public hearing was conducted to determine the approval of the preliminary subdivision plan and petition of exception for The Ranch on Joy j'; i'" Lane, Tract 4113, and WHEREAS, this proposed subdivision is located approximately three (3) miles south of Bullhead City limits and approximately 2.5 miles east of Highway 95 on the southern boundary of Joy Lane, and WHEREAS, the owner/developer for this project is Shapiro and Jones, Inc., Phoenix, Arizona, and WHEREAS, the engineering firm responsible for the preparation of the design of this subdivision is A-N West, Inc., Phoenix, Arizona, and , r....-::-, " ....' ~I ,"',~ ? '. I: ' ~. tL~ . .. Resolution 90-304 Page 2 WHEREAS, this two hundred sixty (260) acre site is being developed in five (5) separate phases. Access is provided to this subdivision from Highway 95, via Joy Lane, and WHEREAS, this area of the South Mohave Valley area is rapidly developing with a variety of subdivisions. More specifically, Copper Creek Ranch, Tract 4112, borders this development on the south and Palos Verdes Estates borders it on the eastern boundary. This project is located on the western alluvial slope of the Black Mountains and is subject to flash flooding. detailed However, a master drainage report, containing a description of existing and developed drainage conditions for the project, has been submitted and reviewed for compliance with the Mohave County Subdivision Regulations, and WHEREAS, the developer is currently negotiating with the Fort Mojave Tribal Utilities Authority for treatment capacities, and all other utilities have been addressed, and WHEREAS, the water system includes an onsite well, a five hundred thousand (500,000) gallon storage tank and a booster station, and this development is within the Mohave Valley Irrigation and Drainage District, and ~AGE 2 OF 6 BK 1816 PG 9~1 (fEEt90- 77596) 1". --: ),'~ I \ i I Ii ~ .:1 '-'-" . . Resolution 90-304 Page 3 WHEREAS, reviews have been received from the Mohave County Health Department, the Mohave County Engineering Department, Citizens Utilities Rural Company, Citizens Utilities Water Company, Fort Mojave Tribal Utilities Authority, Mohave Electric Cooperative, and the Fort Mojave Mesa Fire Department, and considered or incorporated in the evaluation of this tract, and WHEREAS, the Commission at their meeting on October 10, 1990 did recommend conditional approval of the revised preliminary subdivision plan for Tract 4077, with the following noted: 1. Since this subdivision is within the service area of Fort Mojave Tribal Utilities Authority (FMTUA), a public treatment facility, a hook up to this facility shall be required. However, an interim treatment plant (package plant) will be allowed for a period of two (2) years providing FMTUA will be able to service this development. 2. This interim treatment plant shall be maintained by an incorporated property owner's association in compliance with ADEQ regulations and the Corporation Commission. 3. The development of the package plant shall run concurrent with the development of Phase I. 4. Each lot shall be connected to an existing and functioning sewage facility. 5. Plat dimensions shall be more representative of distances. 6. An amendment to the South Mohave Valley Area plan shall be submitted prior to the approval of the rezone application for this subdivision. Engineer shall supply calculations and documentation supporting the opinion that erosion/scour control is not necessary. 8. Easements for the training dikes and channels, east & west of this development, will need to be acquired prior to the recording of the final plat. 9. Should there be a substantial redesign of the Preliminary Plan as presented, due to changes in the drainage plan, the owner/subdivider will be required to resubmit this subdivision as a revised preliminary plan for review and consideration. 15. Arrangements will be made to extend underground electric and telephone service to each lot in accordance with Arizona Corporation Commission Regulations. Fire hydrants will be provided at locations prescribed by the Fort Mojave Mesa Fire Department; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer and as a condition of approval, the owner/subdivider is responsible for the completion of improvements and shall provide an assurance for all required subdivision improvements in accordance with Article V of the Mo~ave County Subdivision Regulations. 17. Petitions of Exception are hereby submitted following deviations from the requirements Subdivision Regulations, as follows: for the of the a.
