A RESOLUTION SETTING FORTH APPROVAL OF A REVISED. PRELIMINARY
SUBDIVISION PLAN FOR SAGE ESTATES, TRACT 4105, BEING THE N~ SE~
NW~ AND THE N~ N~ S~ SE~ NW~ SECTION 25, TOWNSHIP 19 NORTH RANGE
22 WEST, LOCATED IN THE SOUTH MORAVE VALLEY , MORAVE COUNTY,
ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on November 5, 1990, a public hearing was
conducted to determine the approval of the revised preliminary
subdivision plan for Sage Estates, Tract 4105, and
WHEREAS,
the
owner/developer
J.T.
is
Miller,
Sage
Investment, Inc., Fort Mojave, Arizona, and
WHEREAS,
the
responsible
for
the
engineering
firm
preparation of the design of this subdivision is McLaughlin-
Kmetty Engineers, Inc., Phoenix, Arizona, and
WHEREAS, Sage Estates, Tract 4105 is located two and one-
half (2.5) miles south of Bullhead City along Highway 95, then
easterly approximately 1.25 miles along EI Rodeo Road, then one-
quarter (.25) mile south. At this time there is no established
access to this tract, and

WHEREAS, A rezone application has been requested and is in
process.
The rezone application is for a change from A-R to be
R-O zone. The South Mohave Valley Area Plan indicates this area
for single family dwellings, and
WHEREAS, The preliminary subdivision plan depicts this
twenty-five (25) acre parcel to be divided into 84 lots with an
overall density of 3.3 lots per acre; maximum lot size is 11,500
square feet, the minimum lot size is 8,100 square feet, and
WHEREAS, Water and other utilities will be provided. Sewage
disposal will be by individual septic tank, and
WHEREAS, The tract has no direct outlet but has been
designed
in
coordination with
adjoining
to
have
tracts
ingress/egress through roads proposed for those adjoining tracts,
and
WHEREAS, the Commission at their meeting on October 10, 1990
did recommend conditional approval of the revised preliminary
subdivision plan for Tract 4105, with the following noted:

This tract has no direct outlet but has been designed
in coordination with adjoining tracts to have
ingress/egress through roads proposed for those
adjoining tracts. Until access is permanent and
possible, this subdivision's final plan shall not be
recorded.

2. Individual septic systems are being proposed for this
subdivision'S sewage disposal. These systems shall be
designed by a certified engineer, registered in
Arizona. Furthermore, the Commission recommends that
these systems be used as an interim method of disposal
until such time as the wastewater service plan is
implemented. Thus, the Commission recommends that if a
wastewater treatment facility is on line before this
subdivision is constructed then this development shall
tie into said system.
3. Bermuda Water Company has requested that the eight (8')
foot PUE's be relocated from the front of Lots 1-7 to
the rear of said lots. Furthermore, they are amiable
to allow the construction of the drainage ditch on the
west half of that easement. The Commission recommends
that the Drainage Easement in the rear of Lots 1
through 6 also be designated as a Public Utility
Easement to accomodate the water company, and that Lot
7 can be serviced from that easement.
4. Questions involving drainage shall be addressed and
resolved to the County Engineer's satisfaction prior to
submission of this subdivision to the Board of
Supervisors for Final Plat action. Should there be a
substantial redesign of the Preliminary Plan as
presented, due to changes in the drainage plan, the
owner/subdivider will be required to resubmit this
subdivision as a revised preliminary plan for review
and consideration.
5. Arrangements will be made to extend underground
electric and telephone service to each lot in
accordance with Arizona Corporation Commission
Regulations.
6. Fire hydrants will be provided at locations prescribed
by the Fort Mojave Mesa Fire Department; street name
and regulatory signs will be installed in accordance
with the requirements of the Mohave County Subdivision
Regulations and as recommended by the design engineer
and as a condition of approval, the owner/subdivider is
responsible for the completion of improvements, and
shall provide an assurance for all required subdivision
improvements in accordance with Article V of the Mohave
County Subdivision Regulations.
7. This project is within the Mohave Valley Irrigation and
Drainage District.
8. Article 3.6-20 requires existing or proposed easements
in the adjacent subdivision be shown on the preliminary
plan.

The Commission further recommends the following:
A. The developer will make the same commitments for
improvements in the prospectus to the State Real
Estate Commission as is required for approval of
this tract by the Board.
B. Arizona Department of Environmental Quality approves
the connection of this subdivision to the sewage
facility.
C. Arizona Department of Environmental Health Services
approves the water supply and distribution system.
D. The water system will provide adequate flows for
fire protection. Fire hydrants conforming to the
minimum County standards shall be provided and
located no more than seven hundred fifty (750')
feet apart and/or fire hydrants acceptable to the
Fort Mojave Mesa Fire Department at the location(s)
they prescribe.
E. The FEMA designated floodplain shall be depicted
and/or noted on the final plat.
F. All lots shall be seven thousand (7,000) square
feet or larger.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at
their regular meeting on Monday,
1990,
November
5,
conditionally approved this preliminary subdivision plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
