RESOLUTION NO. 90-341 A RESOLUTION SETTING FORTH APPROVAL OF A REVISED PRELIMINARY SUBDIVISION PLAN FOR GOLDEN SANDS, TRACT 4114, BEING THE W~ NW~ SECTION 25, TOWNSHIP 18 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MORAVE VALLEY, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 3, 1990, a public hearing was conducted to determine the approval of the revised preliminary subdivision plan and petition of exception for Golden Sands, ~~ Tract 4114, and :'::-,'~ lt~ WHEREAS, the owner/subdivider of this tentative tract is Richard Krotz, Rancho Mirage, California. The eng ineer responsible for the preparation of the drainage report and design of this subdivision is Thomas F. Lagier, RBF & Associates, Palm Desert, California, and WHEREAS, this proposed subdivision is located on an eighty (80) acre parcel of land which is the W~ NW~ Section 25, Township 18 North, Range 22 West at the southeasterly intersection of King Street and Mountain View Road. This referenced intersection is i::~~ , )] ,.....:-',~ : ~" ',~ ,.:;.' one (1) mile east of Arizona State Highway 95, seven (7) miles south of Bullhead City, and six miles north of Needles, California, and Resolution No. 90~1 . Page 2 PAGE 2 OF 5 BK 1826 PG 971 (FEE~~)- 82254) WHEREAS, the revised preliminary plan depicts approximately eighty (80) acres being subdivided into 245 single family residential lots, homes only. The proposed minimum lot size for these lots is 7,500 square feet, and WHEREAS, the proposed development is currently vacant and zoned A-R (Agricultural Residential), and WHEREAS, a petition of exception has been submitted for the following deviations from the requirements of the subdivision regulations as follows: [:.~:) t'./';3 @~ 1. The plan as designed depicts blocks longer than 1320 feet. 2. Article 6.6-1.13 limits block width to a two (2) lot depth. 3. Lot lines in a select few lots that are not perpendicular or radial. 4. The revised preliminary plan proposes eight (8') foot public utility easements on lot frontages instead of the required sixteen (16') foot rear public utility easements. The special circumstances or conditions which warrant these deviations from the subdivision regulations design standards are as follows: 1. This design layout is to minlmlze the number of entrances to the tract. Due to the curvilinear design of the streets, this subdivision has longer blocks. 2. The double fronted lots will be limited to only one (1) frontage by the provision of a two (2) foot non vehicular access easement and a six (6') foot garden wall. 3. Thus, they prefer the eight (8') foot public utility easements along the front lot lines. Staff is recommending approval of this preliminary plan contingent on the following conditions: 1. Each lot will be connected to an existing functioning sewage disposal system. 2. Arrangements will be made to extend underground electric and telephone service to each lot in accordance with Arizona Corporation Commission Regulations. ~y~ t'~~5~ 3. Fire hydrants will be provided at locations prescribed by the MORAVE VALLEY Fire Department; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer and as a condition of approval, the owner/subdivider is responsible for the completion of improvements and shall provide an assurance for all required subdivision improvements in accordance with Article V of the Mohave County Subdivision Regulations. This project is within the Mohave Valley Irrigation and Drainage District. 4. Staff further recommends the following: a. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as is required for approval of this tract by the Board. b. Arizona Department of Environmental Quality approves the connection of this subdivision to the Fort Mojave Tribal Utilities Authority sewage facility. c. Arizona Department of Health Services approves the water supply and distribution system. d. The water system will provide adequate flows for fire protection. Fire hydrants conforming to the minimum County standards shall be provided and located no more than seven hundred fifty (750') feet apart and/or fire hydrants acceptable to the MOHAVE VALLEY Fire Department at the location(s) they prescribe. , ._~ . All matching rights-of-way shall be obtained prior to this plats final recordation, unless otherwise recommended by the Planning Commission. 10. Comments from the Mohave County Public Works Department are as follows: a. Asphalt paving price appears low, estimate shall better reflect these costs. the cost b. The cost estimate should include a price for the "as-built" construction drawings. c. The improvement plans need to be submitted with the final plat. Resolution No. 9~41 PAGE 5 OF 5 . 1826 PG 97+ (FEE~90- 82254) Page 5 NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 3, 1990, conditionally approved this revised preliminary subdivision plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
