HomeMy WebLinkAbout90-340 "(jf ~ &~ ~5'1j "".,,..'jJ ,SZ~ .~~ ~~ i$fa ",",'-'f"' !~ 96 0.00 lie RESOLUTION NO. 90-340 A RESOLUTION MODIFYING THE ADOPTED SOUTH MOHAVE VALLEY AREA PLAN, TO INCLUDE AN ADDITIONAL AREA CONTIGUOUS TO THE DEDICATED PLAN FOR POTENTIAL COMMERCIAL USE, TO BE PART OF THE REVISED COMPREHENSIVE PLAN FOR MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 3, 1990, a public hearing was cond~cted to modify the adopted South Mohave Valley Area Plan, to include an addi-tional area contiguous to the dedicated plan, limited to a portion of Section 5, Township 18 North, Range 21 West, and WHEREAS, the Planning and Zoning Corrunission is required to recorrunend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, aid public spending, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, the Planning and Zoning Corrunission held a public hearing on November 14, 1990 at which time the Corrunission recorrunended APPROVAL of the South Mohave Valley Area Plan update which modifies the South Mohave Valley Area Plan in Section 5, Township 18 North, Range 21 West to allow for potential corrunercial uses and shown on Exhibit "A", and that they further ., ': . Resolution No. 90-340 . Page 2 recommend the Board of Supervisors approve the same, based on the following: The Planning and Zoning Commission staff has received mixed comments on this proposed amendment. There are a number of residents who feel commercial uses should exist in this section and some who feel that it should remain residential. There are a number of concerns to be addressed in this section primarily the large areas located within designated flood zones. The main grouping of residents opposed to commercial land uses are in the eastern commercial node proposed by the applicant. However, there were a number of individuals bordering the eastern node who wished to be included as potential commercial land uses. The applicant has made mention that the commercial designated parcel in the section to the west is owned by BLM and staff has verified this claim. Staff recommends east node remain residential. Reference the southwest node, staff recommends APPROVAL of the southwestern node as a replacement for the area owned by BLM until such time as the consultant can determine whether any further commercial acreage is warranted or can be justified in this area. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on November 18, 1990 and posted November 16, 1990 as required by Arizona Revised Statutes and the Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 3, 1990 approved and adopted this update of the South Mohave Valley Area Plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
