PAGE 1 OF 4 HOHAVE WlJtHl' [;OAf<D OF SUPERVISORS RECOHDIWi fEE 0.00 He RESOLUTION NO. 90-323 A RESOLUTION SETTING FORTH APPROVAL OF A ZONING USE PERMIT TO ESTABLISH A MOBILE HOME PARK IN AN A-R/I0A (AGRICULTURAL RESIDENTIAL/TEN ACRE MINIMUM LOT SIZE) ZONE IN A PORTION OF THE SW~ SW~ SECTION 6, TOWNSHIP 21 NORTH, RANGE 17 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MORAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held November 5, 1990 a public hearing was conducted to determine whether approval should be granted to J.R.M. Investment Corporation, Bullhead City, Arizona for a Zoning Use Permit to establish a mobile home park in an A-R/I0A (Agricultural Residential/Ten Acre Minimum Lot Size) zone, and WHEREAS, Section 6 is located approximately 1/4 mile west of the Highway 68 and 93 junction and approximately 3/4 mile north of Highway 68. Access to the subject property from Highway 68 is via Tooman Road north approximately 3/4 mile to the northeast corner of Chino Drive and Tooman Road which this parcel occupies. Review of floodplain map #040058-2325B indicates this area to be clear of flooding potential. Surrounding land uses consist of Golden Sage Ranchos Unit 54 to the west and Unit 56 to the south. Unit 56 is fairly well developed and Unit 54 is moderately developed with residential uses, and f',",",,", ",',' '" . ",\ ,,' . , ' , ~ '." r~~.:j ~ ":': ":\1 1 ~,' ' I ~, . , \ . . Resolution 90-323 PAGE 2 OF 4 EY-, 1.817 PG 2 (fEEt90- 77613> Page 2 WHEREAS, the applicant wishes to obtain a zoning use permit for the establishment of a mobile home park on a 7 acre portion of this 29+ acre parcel. The mobile home park is a tentative Phase I for development of the rest of the parcel. Preliminary plans show proposed lots with 3 acre 57 a a recreation/administration/facilities area, and WHEREAS, a public hearing before the Mohave County Planning and Zoning Commission on October 10, 1990 did generate a recommendation of conditional approval of the Zoning Use Permit with the following conditions: 1. The applicant comply with all applicable provisions of Sections 25, 26, 27, and 31 of the Mohave County Zoning Regulations. 2 . Mobile Home Park plans accordance with Section Zoning Regulations. prepared 27-1. of and the submitted in Mohave County 3. Submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 of the Mohave County Subdivision Regulations. 4. That lots within this parcel will not be for sale unless or until they have been approved as subdivided parcels by Mohave County Planning and Zoning and have met all requirements of the State of Arizona. 5. Arizona Department of Water Resources approves the water supply and distribution system. 6. Arizona Department of Environmental Quality approves the use and design of the sewage treatment facility for this development. 7 . Resolution 90-323 PAGE 3 OF 4 BY.. 1,817 PG 3 (FEE~90- 77613) Page 3 8. That the Board of Supervisors accept the dedication of a forty-two (42') foot right-of-way along Tooman Road and Chino Drive. In conjunction with a twenty (20') foot radius at the intersection of the above mentioned roads. Along with an eight (8') foot PUE on the above mentioned roads as they are contiguous to this property. This shall be approved through the recording of the resolution authorizing this zone change and that the dedication statement and dedication be shown on the Parcel Plat. 9. The primary access road, Chino Drive, shall be constructed to Standard Specification #101.10A for a twenty-four (24') foot paved surface from Highway 93 to the project site and shall be centered on the right-of- way. 10. Screen shall be a six (6') foot view obscuring fence as shown on preliminary plans and solid plantings shall be of a type that, along with necessary maintenance by owners, will ensure its effectiveness of contributing to the required screening. 11. If construction or use has not commenced within one (1) year of Board approval of the Zoning Use Permit or if the use has been discontinued for six (6) months, then approval shall terminate at that date. 12. This Zoning Use Permit is subject to revocation upon sixty (60) days notification by the Board of Supervisors, if in the opinion of the Commission and Board the continued use of the property would be contrary to the public health, safety, and welfare. WHEREAS, the notice of hearing was published in the Mohave Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on October 19, 1990, and posted October 18, 1990 as required by the Arizona Revised Statutes and the Mohave County Zoning Regulations, and . . Resolution 90-323 NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, November 5, 1990 approved this Zoning Use Permit as recomnlended by the Mohave .
