A RESOLUTION SETTING FORTH APPROVAL OF MOBILE HOME PARK PLANS FOR
MONTE CARLO VILLAGE MOBILE HOME PARK, LOCATED IN A PORTION OF
PARCEL 5, SECTION 12, TOWNSHIP 21 NORTH RANGE 19 WEST, LOCATED IN
THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on November 5, 1990, a public hearing was
conducted to determine the approval of the mobile home park plans
for Monte Carlo Village Mobile Home Park, and
WHEREAS, the owner/developer is Manley Marks, Laughlin,
Nevada, and
WHEREAS,
the
firm
responsible
the
for
engineering
preparation of the design of this subdivision is Mohave
Engineering Associates, Inc., Kingman, Arizona, and
WHEREAS, this proposed mobile home park site is located
approximately eight (8) miles west of the junction of Highways 93
and 68. Moreover, it is located on the north side of Highway 68
and the east side of Laguna Road. This approximately thirty (30)
acre parcel is being proposed for a six (6) space per acre
density.
This project was originally known as the "Golden 68
Project", and

WHEREAS, zoning was granted in November, 1988 via Resolution
P&ZC:
88-196.
This resolution allowed for a R-MH/30A
(Residential Mobile Home/Thirty Acre Minimum Lot Size) and a C-
2H/5A (General Commercial/Five Acre Minimum Lot Size) zoning, and
WHEREAS, all of the parcels in Section 12, including the
property along both sides of Highway 68, are zoned A-R/10A
(Agricultural Residential/Ten Acre Minimum Lot Size) except for
two relatively small parcels on the north side of Highway 68
zoned C-2H (Highway Commercial) in 1979.
The subject property,
Parcel 5, is owned by the developer of Crystal Springs and was

:'.., identified in the area intended to be served by the well drilled

in connection with the recorded subdivision.
The adjoining
property to the north, across Chino Drive, is subdivided as
Golden Sage Ranchos #51. A portion of this property is within a
FEMA designated floodplain. The parcel has three (3) significant
drainage ways entering on the north side.
These water courses
run together midway through the site to create one major wash
which exits the property at the south near the Laguna/Highway 68
intersection.
It should be noted that the zoning allowing for
the R-MH/30A and C-2H/5A zones was contingent upon the approval
of this final site plan. This site is located within the Golden
Valley Improvement District, and

WHEREAS, this property contains approximately 2.19 acres and
will be split from east to west so as to provide each lot with
legal access.
This zone change was submitted so that building
permits can be obtained and residences be established on each of
the lots which would be created by the proposed split.
This
subdivision is mostly vacant, however, there are several mobile
homes and single family homes in the general vicinity, and
WHEREAS, the Commission at their meeting on October 10, 1990
did recommend approval of the mobile home park plans for Monte

Carlo Village Mobile Home Park, contingent on the following
conditions:
1. The applicant comply with all applicable provisions of
Sections 25, 26, 27, & 31 of the Mohave County Zoning
Regulations.
2. That lots within this parcel will not be for sale
unless or until they have been approved as subdivided
parcels by Mohave County Planning and Zoning and have
met all requirements of the State of Arizona.
3. Arizona Department of Water Resources approves the
water supply and distribution system.
4. Arizona Department of Environmental Quality approves
the use and design of the sewage treatment facility for
this development.
5.
Arizona Department of Environmental Quality approves
the quantity and quality of the water supply.

6. The County Engineer has made comments in regards to the
Drainage report for plans as submitted, the questions
shall be addressed in documentation with the project
engineer, and all drainage concerns will be addressed
and resolved to the County Engineer's satisfaction.
Should there be a substantial redesign of the plans as
presented, due to changes in the drainage plan, the
owner/developer will be required to resubmit these park
plans as a revised mobile home park plan for review and
consideration. Grading, drainage, and other technical
details as listed in the Public Works evaluation letter
dated September 10, 1990 as reviewed by the Planning
Director shall be complied with.
7. Casino Circle and Davis Road shall be designed and
constructed as an intersection.
8. Davis Road, if permitted access to Highway 68 by the
Arizona Department of Transportation, shall be
constructed and be a minimum of 40 feet in width as it
is contiguous to the commercial property.
9. A 200 foot right turn lane with a 200 foot taper should
be installed on the west bound lanes of Highway 68.
10. An access permit from ADOT be obtained.
11. That ADOT approve drainage impacts on its facilities as
proposed in revised drainage plans.
12. Site map shows dimensions for streets and all lots.
13. Construction of the 12" water line delineated in the
plans be constructed prior to final approval.
14. Screening be shown on site map, in addition screening
be placed between the park and potential commercial
uses including the sewage treatment plant and other
screening conditions as already discussed, subject to
final approval by the Planning Director. Type and
efficacy of said screening also to be approved by the
Director.
15. PUE's are to be shown on site map, as per the Mohave
County Zoning Regulations.

16. A one (1') foot vehicle non-access easement and
physical barrier a minimum of five (5') feet in height
will need to be provided on the perimeter of the
development frontage adjacent to Chino Drive and Davis
Road rights-of-way. (MCZR Section 27 I,2,C,5,a)
17. Site map to indicate utilities providers.
18. Complete legal description of the mobile home park
portion of the proposed development shall be provided
on the final plan.

19. Electrical plans shall show illumination for all common
parking area(s).
20. If these conditions are not met within one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the rezoning shall schedule a
public hearing to grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its former zoning
classification in accordance with Arizona Revised
Statutes Annotated, Title 11, Chapter 6, 11-832.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at
their regular meeting on Monday,
November
5,
1990,
conditionally
approved
these mobile
home
park
plans
as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
