PAGE 1 OF 3 !iOHAVE COUNTY BOARD OF SUPERVISORS RECORDING fEE 0.00 He RESOLUTION NO. 90-311 A RESOLUTION SETTING FORTH APPROVAL OF A ZONING USE PERMIT TO ESTABLISH A WATCHMAN'S RESIDENCE IN A C-M (COMMERCIAL MANUFACTURING) ZONE IN LOT 9, BLOCK C, DELTA CITY, TRACT 1039, UNIT 13, LOCATED IN THE SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held November 5, 1990 a public hearing was conducted to determine whether approval should be granted to Jack Couch, San Jose, California for a Zoning Use Permit to establish a watchman's residence in a C-M (Commercial Manufacturing) zone, and WHEREAS, Delta City, Tract 1039, Unit #3, is located approximately 12 miles south of Bullhead City in the vicinity of Needles, CA. Highway 95 makes a ninety degree turn to the east 12 miles south of Bullhead City. Delta City and the subject property are located on Highway 95 approximately 1 mile east of this junction. Review of floodplain map #040058-2620C indicates this area to be in a FEMA designated flood zone. Surrounding land uses consist of two mobile homes and mostly vacant land. The applicant wishes to establish a residence which would eventually become the office for a proposed R-V park which may submitted in the future. Resolution 90-311 ~AGE 2 OF 3 8K 1816 PG 963 (fEE~90- 77602) Page 2 WHEREAS, a public hearing before the Mohave County Planning and Zoning Commission on October 10, 1990 did generate a recommendation of conditional approval of the Zoning Use Permit with the following conditions: 1. That Zoning/Building permit(s) be obtained. 2. If construction or use has not commenced within one (1) year of Board approval of the Zoning Use Permit or if the use has been discontinued for six (6) months, then approval shall terminate at that date. 3. This Zoning Use Permit is subject to revocation upon sixty (60) days notification by the Board of Supervisors, if in the opinion of the Commission and Board the continued use of the property would be contrary to the public health, safety, and welfare. 4. That the residence shall be used only as a watchman residence in conjunction with a functioning viable business as allowed within the underlying C-M (Commercial-Manufacturing) zoning. (This permit shall not be issued and the residence will not be allowed until the business use is in operation.) If the underlying C-M zoning were not to be exercised by the owner of the property then a rehearing of this ZUP would be required. 5. If a mobile home is used as the watchman residence, the mobile home shall have an affixed HUD label. WHEREAS, the notice of hearing was published in the Mohave Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on October 19, 1990, and posted October 18, 1990 as required by the Arizona Revised Statutes and the Mohave County Zoning Regulations, and f~ ~.:. Resolution 90-311 PAGE 3 OF 3 BY-. 1.816 f'G 964 (FEEt:90- 77602) Page 3 NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, November 5, 1990 approved this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission, subject to the conditions outlined herein.
