PORTION OF SECTION 15, TOWNSHIP 18 NORTH, RANGE 22 WEST, TO BE KNOWN AND SUBDIVIDED AS HOLLINGSWORTH RANCH, TRACT 4111, FROM: A- R (AGRICULTURAL RESIDENTIAL) ZONE, PROPOSED TO BE: S-D/R/C/R-MH (SPECIAL DEVELOPMENT/RES IDENTIAL/COMMERCIAL/S INGLE FAMILY RESIDENTIAL MOBILE HOME PARK) ZONE, SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 5, 1990, a public hearing was conducted to determine whether approval should be granted to I.:.,...: .1 t HOLPAL, a California Limited Partnership, Pasadena, California r," ; 'I for a rezoning from existing A-R (Agricultural Residential) zone to S-D/R/C/R-MH (Special Development Residential Commercial Single Family Residential Mobile Home Park) zone, located in the South Mohave Valley area, and WHEREAS, this subdivision is located on two (2) parcels which are in Section 11, located at the Southeast corner of the intersection of State Highway 95 and Boundary Cone Road and a portion of the East ~ of Section 15 which fronts on the west side of State Highway 95, one (1) mile south of the above referenced intersection. The development lies five (5) to six (6) miles South of Bullhead City and six (6) to seven (7) miles North of Needles, California, and .- ('..'!' . ; ~" ~;" ;,;',','~; L~s~ @ . . Resolution 90-306 PAGE 2 OF 4 BK 1816 PG 950 (FEE~90- 17598) Page 2 WHEREAS, the development is currently vacant and zoned A-R (Agricultural Residential), and WHEREAS, Section 11 is surrounded by Fort Mojave Indian Reservation lands on the north, west, east and the southwest quarter. The southeast quarter is an old homestead claim now divided into residential parcels. The development is centered around an eighteen hole golf course with mixed uses of single family , multifamily and commercial centers. The gol f course doubles as part of the drainage pattern, and WHEREAS, Section 15 has an existing commercial manufacturing area not a part of this Tract. Uses wi thin the Tract are commercial, single and multiple family uses and a mobile home park area. A large 11+ acre parcel in Section 15 is designated for an elementary school site, fire station and public library uses, and WHEREAS, the development proposes five hundred seventeen (517) acres for single family use in two thousand one hundred forty five (2,145) units, multifamily sixty one (61) acres, nine hundred thirty five (935) units, mobile home park thirty two (32) acres, three hundred (300) units, commercial seventy five (75) acres, golf course (club house) and drainage one hundred ninety five (195) acres, open areas fifty two (52) acres and public use ~ . The final development will be accomplished in phases of submittal. The South Mohave Valley Area Plan has been modified to permit the proposed plan. The preliminary subdivision plan was approved by the Commission at the September 12, 1990 meeting and by the Board of Supervisors at the October 1, 1990 meeting. The requested zoning is SO (Special Development) to allow for Residential, Multifamily, Mobile Home, and Commercial uses, and WHEREAS, a public hearing before the Mohave County Planning and Zoning Commission on October 10, 1990 did generate a recommendation of approval of the zone change request with the following conditions noted: 1. Compliance with the conditions Preliminary Plat approval. stated the on 2. The applicant comply with all applicable provisions of Sections 25, 26, 27, and 31 of the Mohave County Zoning Regulations. 3. The establishment of mlnlmum lot area based on the size of the parcels per the recorded Final Plat. 4. That the ZONING PLAN be approved for a (SO) R/C/R-MH (Special Development /Residential /Commercial /Single Family Residential Mobile Home Park) zone, in accordance with Section 19 of the Mohave County Zoning Regulations. 5. The owner accepts that whenever a "SO" zone is granted, each phase of stage of development of building proposals shall be submitted to the planning staff, to be evaluated and compared with the approved zoning plan before any permits may be granted. - '. ,/C"c''''\ '/ ',,- _./ Resolution 90,306 PAGE 4 DF 4 BK 1816 PG 952 (fEE~90- 77598) Page 4 6. Any significant change (as determined by the Planning Director - appealable to the Planning Commission) in the approved zoning plan shall require a rehearing on the change before the Commission, with a final determination to be made by the Board. 7. Staff will maintain the most current approved ZONING PLAN on file in the master zoning folder for reviews. 8. The use of this property may not be changed by the owner/developer or subsequent owners as it is approved unless subsequently approved by the Board in accordance with Arizona Statutes Annotated, Title II, Chapter 6, Section 11-832. 9. Such change shall not be effective until recordation of the Final Plat. WHEREAS, the notice of hearing was published in the :Mohave Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on October 19, 1990, and posted October 18, 1990 as required by Arizona Revised Statutes, and the Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of SupervIsors, at their regular meeting on Monday, November 5, 199 o approved this change in zoning as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
