RESOLUTION NO. 90-368 A RESOLUTION MODIFYING THE ADOPTED GOLDEN VALLEY AREA PLAN, TO INCLUDE AN ADDITIONAL AREA CONTIGUOUS TO THE DEDICATED PLAN FOR COMMERCIAL POTENTIAL USES, TO BE PART OF THE REVISED COMPREHENSIVE PLAN FOR MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 3, 1990, a public hearing was conducted to modify the adopted Golden Valley Area Plan, to include an additional area contiguous to the dedicated plan, to provide for commercial uses in portions of Golden Sage Ranchos Unit 56, being Section 7, Township 21 North, Range 17 West, being west of the Highway 68 and 93 junction and east of Tooman Road, located in the Golden Valley area, and WHEREAS, the Planning and Zoning Commission is required to recommend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, aid public spending, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, Section 7 is immediately west of the Highway 68 and /~ 93 junction and is bounded by Tooman Road, Chino Drive, Kom VO G~ Road and Shipp Drive with the northeast quarter being bisected by -2:;J Highway 93. The portion of this section north of Highway 68 is ~ -ke!3olution No. 90.68 . Page 2 PAGE 2 OF J BK 1827 PG 63 (fEE~90- 82281) primarily residential with some vacant land. The southern portion being vacant at this time. The existing commercial in this section consists of a small group of shops on the north side of the highway and a conditionally zoned parcel south of the highway which has not met it's conditions at this time, and WHEREAS, A public meeting was held on November 7, 1990 and the residents in attendance made the following comments: This section is a good location for commercial ventures based on the availability of small parcels that would allow small businesses to locate in this area as opposed to the larger parcels further west. :!~ , "_il ".:d ~t~:~j A frontage road on the rear of highway frontage parcels should be established to resolve potential access problems. The lack of infrastructure on the south side of the highway is an issue that needs to be addressed if development is to begin in this area. Commercial uses should be on the highway frontage as traffic volumes are not conducive to residential uses. Some consideration should be made to pedestrian access to commercial uses on the north potion of the section as there is a high concentration of older citizens. WHEREAS, There was overall agreement on the location of commercial uses at the corner of Tooman Road and Highway 68, and WHEREAS, the Planning and Zoning Commission held a public ~<j~ ~.,'<'~ , , hearing on November 14, 1990 at which time the Commission recommended APPROVAL of a modified proposal to amend the Golden Valley Area Plan as shown on Exhibit "A". Zoning Commission staff gathered information from several sources in order to evaluate the possible impacts of implementation or adoption of this proposed amendment. The potential land uses in this section, for the most part, will remain unchanged. The most notable difference in the land uses, will be the addition of a commercial potential. The modified proposal suggests a commercial node at the east side of the Tooman Road and Highway 68 intersection. This node is bounded by Tooman Road, Shipp Drive, Kelvin Road and Highway 68, and WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, ~t~ Mohave County, Arizona on November 18, 1990 and posted November ~~ 16, 1990 as required by Arizona Revised Statutes and the Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 3, 1990 approved and adopted thi.s amendment to the Golden Valley Area Plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
