5. Evaluation of a request for an EXTENSION OF TIME of the approved Preliminary Subdivision Plan
of PALM ESTATES II, Tract 4104, and an EXTENSION OF TIME for the abandonment of roadways
and easements and the abandonment/reversion to acreage of portions of Rio Hacienda, Tract 1224, being
a subdivision of a portion of the SE¼ of Section 14, Township 19 North, Range 22 West, in the South
Mohave Valley Area (east of State Highway 95 and Calle Del Media, north of Camp Mohave Road),

27. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
FLOOD CONTROL DISTRICT: Approval of the Real Estate Purchase Contract and Escrow
Instructions and the Warranty Deed and Dedication for property located at 4165 Pinal Street, known as
Lot 9, Block EE, Lake Mohave Country Club Estates, Unit 3 Amended. Mohave Wash Channel
alignment from Gordon Avenue to North Benton Street in the North Kingman (Butler) area.
28. Request for consent to add two new grant funds to Emergency Management budget, for Administering
the Mohave County Emergency Food & Shelter Board and for training, response to and exercising for a
radioactive spill within Mohave County.
29. Adoption of Board of Supervisors Resolution No. 2000-142 - Authorizing the establishment of a No
Parking Zone from mile post 0 to mile post 1 on Oatman Highway in the area between 1-40 and Golden
Shores, Mohave County, Arizona.
30. Adoption of Board of Supervisors Resolution No. 2000 - 143 - Authorizing the posted speed limit o'f 25
miles per hour on Second Street, Chloride area, Mohave County, Arizona.
31. Adoption of Board of Supervisors Resolution No. 2000- 144 - Authorizing the posted speed limit of 30
miles per hour on a portion of White Hills Road, North of Kingman off Highway 93 in the White Hills
area, Mohave County, Arizona.
32. Acknowledge receipt and refer to the Mohave County Public Works Department a petition to have
included in the County Tertiary Road Maintenance System, Cibola beginning at Simon and ending at

in the amount of $50,200, plus applicable tax, for the Mohave County Public Works Road Department.
35. Award of Bid No. 98-B-27 - Annual Requirements Contract for Office Supplies, approve to exercise a
one (1) year option to extend the Contract with Coporate Express, of Phoenix, Arizona.
36. Approval of the Monthly Report for Procurement Activity for purchases from $10,000 to $25,000.
37. Approval of Amendment #1, for Contract #E05700002 (PY99 Title II JTPA Programs)

44. Approval of (Arizona Department of Environmental Quality) ADEQ/Mohave County 2000-05,
Delegation Agreement #00-0025, as requested by the MOhave County Health and Social Services
Department.
45. Approval of Budget Amendment #9 from W.A.C.O.G. for an additional $14,132 for Home Delivered
Meals with the additional fund requirement of a 10% match, per the original W.A.C.O.G. contract, to be
met using existing funds in 815-6300.
46. Approval of Budget Amendment for (FDA) Tobacco Program in the amount of $18,029.
47. Approval of Budget Amendment for Tobacco Use Prevention Program in the amount of $641,035.

LIBRARY DISTRICT: Approval of Mohave County Library District Display Policy as revised by
Library staff and the Citizen's Library Advisory Committee.
49. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
LIBRARY DISTRICT: Accept SGIA grant of $3,797 from the Arizona. State Library to fund a
Summer Reading Program for the children of the Golden Valley area, to be coordinated and delivered by
Library District staff and held in the Black Mountain School Library with matching fund to be paid from
the Library District's budget in the amount of $41,380.
50. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
LIBRARY DISTRICT: Accept SGIA grant of $1,907 from the Arizona State Library to fund
retrospective conversion (cataloging & processing) of the library materials being placed in the Beaver
Dam/Littlefield shared use library, requiring a matching fund of $4,320 to be provided by the Library
District in the amount of $2,880 and the Littlefield School District for the remaining balance of $1,440.
51. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
LIBRARY DISTRICT: Accept SGIA grant of $8,450 from the Arizona State Library to fund Birth and
Beginning Years (B.A.B.Y.) a literacy and language arts development program for expectant parents.
52. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
LIBRARY DISTRICT: Accept SGIA grant of $10,000 from the Arizona State Library's "Children in
Poverty" program.
*53. Approve proposed settlement of Overson v Mohave County, ST 99-00231 tax appeal. This settlement
provides for a reclassification of the property to agricultural/grazing status and a reduction in the
combined Full Cash Value of the land from $162,156 to $1,212, resulting in an estimated tax reduction of
$2,430 (from $2,448 to $18) for the 2000 tax year.
*54. Approve proposed settlement of Overson v Mohave County, ST 99-00230 tax appeal. This settlement
provides for a reclassification of the property to agricultural/grazing status and a reduction in the
combined Full Cash Value of the land from $179,961 to $1,346, resulting in an estimated tax reduction of
$2,700 (from $2,718 to $19) for the 2000 tax year.
*55. Approve proposed settlement ofZanchettini v Mohave County, ST 99-00381 tax appeal. This settlement
provides for a reduction in the Full Cash Value of retail/office property from $139,446 to $95,000,
resulting in an estimated tax reduction of $1,379.95 (from $4,469.96 to $3,090.01) for the 2000 and 2001
tax years.
*56. Approve proposed settlement of Chao v Mohave County, ST 99-00349 tax appeal. This settlement
.provides for a reduction in the Full Cash Value of office building property from $299,883 to $178,200,
resulting in an estimated tax reduction of'$3,834.63 (from $9,525.85 to $5,691.20) for the 2000 tax year.
*57. Approve proposed settlement of Ridgeview Resort, L.L.C., v Mohave County, TX 99-00510 tax appeal.
This settlement provides for a reduction in the Full Cash Value of commercial/residential rental property
from $1,916,700 to $1,192,989, resulting in an estimated tax reduction of $7,985.74 (from $23,839.25 to
$15,853.50) for the 2000 and 2001 tax years.
*58. Approve proposed settlement of A1 Burke and Keystone Jackpot Venture v Mohave County, TX 99-
00433 tax appeal. This settlement provides for a reduction in the Full Cash Value of real property for
parcel No. 213-13-045 from $320,000 to $192,000, resulting in an estimated tax reduction of $32,717.91
(from $56,794.76 to $24,076.85); and for parcel No. 213-13-083 from $640,000 to $224,000, resulting in
an estimated tax reduction of $8,198.83 (from $12,955.16 to $4,756.33) fo~: the 2000 tax year.
*59. Approve proposed settlement ofHaller v Mohave County, ST 99-00380 tax appeal. This settlement for a
reduction in the Full Cash Value of a vacant retail property from $181,007 to $122,759, resulting in an
estimated tax reduction of $2,153.50 (from $46,767.62 to $4,814.11) for the 2000 and 2001 tax years.
60. Removal of Jack Adams as Republican Lakeside Precinct Committeeman and appoint Melanie
Grinstead-Hanak as Republican Lakeside Precinct Committeeman, and remove David Mizer, as
Republican Smoketree Precinct Committeeman.
61. Approval of flight fee increase from $40 to $50 per hour, as requested by Tom Sheahan, Mohave County
Sheriff.
62. Adoption of Board of Supervisors Resolution No. 2000-141 - Grant application to the Governor's Office
of Highway Safety, as requested by Tom Sheahan, Mohave County Sheriff. (no matching funds required)
63. Appoint Jacquie Jessie, as designated by the Bullhead City Council, to the Mohave County Board of
Health for Supervisorial District 2.
64. Approve the County Manager's Ordinance Report, JanUary 25, 2000 through MarCh 8, 2000.
*65. Update RE: Presiding Judge Gary R. Pope's Administrative Order No. 99-43.
66. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
FLOOD CONTROL DISTRICT: Approval of the Real Estate Purchase Contract and Escrow
Instructions and the Warranty Deed and Dedication for property located at 4070 N Irving Street, known
as Lot 35, Block DD, Lake Mohave Country Club Estates, Unit 3 Amended.
67. Grant an Easement to Mohave Electric Cooperative to provide electric services for the Laughlin-Bullhead
City Airport Tower.
68. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - SCENIC
IMPROVEMENT DISTRICT: Authorize staff to work with the Bond Attorney, Financial Advisor,
and the property owners within Scenic Improvement District to have the property owners of the District
provide collateral or security in the amount of $1,000,000 to purchase delinquent property.
69. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - HORIZON SIX
IMPROVEMENT DISTRICT: Acceptance of the following recommendations of the Horizon Six
