38. Discussion and possible action RE: The recommendation from the Mohave County Public Land Use
Committee of having a separate representative that is not shared with other counties on the Lower
Colorado River Multi-Species Conservation Plan Committee and possible appointment of Gerald
Hillier as Mohave County's representative.
39. Accept the report from the Mohave County Trash Task Force, as presented by Norm Marrah, Manager,
Mohave County Environmental Health.
40. Approval of Mohave County's application to the Arizona Department of Environmental Quality's Waste
Reduction Initiative through Education (3rant (WRITE) in an amount not to exceed $60,000.
41. Approval of amended budget (increased funding of $23,000) for the NICP Program, as requested by the

*43. Approve proposed settlement of Sow Properties v. Mohave County, ST 99-00117 tax appeal. This
settlement provides for a reduction in the Full Cash Value of vacant property from $217,281 to
$100,751, resulting in an estimated tax reduction of $1,851.19 (from $3,930.24 to $2,079.05) for the
2000 tax year.
*44. Approve proposed settlement of Lawler v. Mohave County, ST 99-00382 tax appeal. This settlement
provides for a reduction in the Full Cash Value of residential property form $531,209 to $292,000,
resulting in an estimated tax reduction of $1,865.11 (from $5,341.96 to $3,476.85) for each of the 1999
and 2000 tax years.
45. Adoption of Board of Supervisors Resolution No. 2000-148 - Approving the FY 2000 Local, Regional,
and State Parks Heritage Fund grant application for a park in Mohave Valley.
46. Approve liability insurance limits of $7 million per occurrence and $7 million aggregate when the
fireworks display is conducted on County property within the incorporated cities of Kingman, Lake
Havasu City, and Bullhead, and when display is conducted anywhere else within the County, limits
would be $2 million per occurrence and $3 million aggregate.
47. Acceptance of Arizona State Parks (SLIF) Grant in the amount of $334,064.
48. Approve increase of the Chief Deputy County Attorney salary effective 04-08-2000, as recommended

*53. Discussion and possible action RE: Approve proposed settlement of Overson v Mohave County, ST 99-
00231 tax appeal. This settlement provides for a reclassification of the property to agricultural/grazing
status and a reduction in the combined Full Cash Value of the land from $162,156 to $1,212, resulting in
an estimated tax reduction of $2,430 (from $2,448 to $18) for the 2000 tax year.
*54. Discussion and possible action RE: Approve proposed settlement of Overson v Mohave County, ST 99-
00230 tax appeal. This settlement provides for a reclassification of the property to agricultural/grazing
status and a reduction in the combined Full Cash Value of the land from $179,961 to $1,346, resulting in
an estimated tax reduction of $2,700 (from $2,718 to $19) for the 2000 tax year.
*55. Discussion and possible action RE: Approve proposed settlement of Zanchettini v Mohave County, ST
99-00381 tax appeal. This settlement provides for a reduction in the Full Cash Value of retail/office
property from $139,446 to $95,000, resulting in an estimated tax reduction of $1,379.95 (from $4,469.96
to $3,090.01) for the 2000 and 2001 tax years.
*56. Discussion and possible action RE: Approve proposed settlement of Chao v Mohave County, ST 99-
00349 tax appeal. This settlement provides for a reduction in the Full Cash Value of office building
property from $299,883 to $178,200, resulting in an estimated tax reduction of $3,834.63 (from
$9,525.85 to $5,691.22) for the 2000 tax year.
*57. Discussion and possible action RE: Approve proposed settlement of Ridgeview Resort, L.L.C., v Mohave
County, TX 99-00510 tax appeal. This settlement provides for a reduction in the Full Cash Value of
commercial/residential rental property from $1,916,700 to $1,192,989, resulting in an estimated tax
reduction of $7,985.74 (from $23,839.25 to $15,853.50) for the 2000 and 2001 tax years.
*58. Discussion and possible action RE: Approve proposed settlement of A1 Burke and Keystone Jackpot
Venture v Mohave County, TX 99-00433 tax appeal. This settlement provides for a reduction in the Full
Cash Value of real property for parcel No. 213-13-045 from $320,000 to $192,000, resulting in an
estimated tax reduction of $2,717.91 (from $6,794.76 to $4,076.85); and for parcel No. 213-13-083 from
$640,000 to $224,000, resulting in an estimated tax reduction of $8,198.83 (from $12,955.16 to
$4,756,33) for the 2000 tax year.
*59. Discussion and possible action RE: Approve proposed settlement of Haller v Mohave County, ST 99-
00380 tax appeal. This settlement provides for a reduction in the Full Cash Value of a vacant retail
property from $181,007 to $122,759, resulting in an estimated tax reduction of $2,153.50 (from
$6,767.62 to $4,614.11) for the 2000 and 2001 tax years.
*60. Discussion and possible action RE: Request for Board to direct Mike Matthews, Information
Technology Director, to begin a request for proposals for a new Tax System ' - Staff now recommends:
Approve Intergovernmental Agreement with the Arizona Department of Revenue to provide products
and services needed by Mohave County for Assessor's Property Tax purposes for a one-time cost of
$20,000 and authorize payment to be made from a Contingency Account transfer; and annual cost of 60
cents per real parcel and purchase Treasurer's Current and Delinquent Tax System used by Pinal,
Yavapai and Cochise Counties and necessary hardware for $175,000, to be made from a Contingency
Account transfer, for a total of Contingency Account transfer of $195,000.

'61. Discussion and possible action RE: Approval of purchase of the Pinal County Treasurer's Software
from Oasis Computer Systems, Inc., Tucson, AZ, as a Sole Source Procurement in the amount of
$75,000, plus on-going support in the estimated (not to exceed) amount of $26,400.

64. Evaluation of a request to RENAME A ROADWAY, the proposed name being VAN BRUNT

south of the City of Kingman, west and northwesterly off of Interstate 40 for approximately three
quarter (aA) mile to Yucca Road), Mohave County, Arizona. (COMMISSION DENIED BY A 5-3
VOTE - RESOLUTION NO. 2000-139).
65. DiscusSion and possible action RE: The appointment of representatives to lobby and negotiate with the
Department of Interior, the Governor's office and other interested parties for a significant role for
Mohave County in the planning process for the Grand Canyon/Parashant National Monument and for
the $1 million requested for Mohave County's planning efforts relating to the monument designation,
and identifying a source of funds for the lobbying/negotiating effort.

escrOw company and title insurance company in regard to any financing arrangement for the 1-40
Industrial Corridor Water System; 2) Authorize the County Manager to sign all relevant documents in
regard to such retentions; and 3) Authorize the fees, expenses and other charges resulting from such
retentions to be paid from available County General Funds, with reimbursements to be made from the
financing proceeds.
*78. Discussion and possible action RE: 1) Ratify, approve, and confirm retention of Peacock, Hislop,
Staley & Given, Inc., as financial advisor to the County, and retention of Squire, Sanders & Dempsey,
LLP, as bond counsel and legal advisor to the County, in regard to obtaining financing for the design,
property acquisition, engineering, procurement, and construction of the 1-40 Industrial Corridor Water
System 2) Authorize the County Manager to sign all relevant documents in regard to their retentions;
and 3) Authorize their fees, expenses, and other charges to be paid from the financing proceeds.
*79. Discussion and possible action RE: Authorize County staff, bond counsel, and the County's financial
advisor to proceed with the sale and lease-purchase of as many of the following facilities as the
appraisals that will be done on the selected facilities reveal are necessary to enable the County to issue
and sell sufficient COP's to finance the Project: the main County Attorney's Office, the Jail, the Public
Defender's Office, the Legal Defender's Office, the Health Department, the Old Juvenile Detention
Center, and the Kingman/Cerbat Justice Court, all of which are located in Kingman.
'80.. Discussion and possible action RE: Approve the Letter Agreement, dated March 29, 2000, between
Griffith Energy LLC and Mohave County, Arizona, regarding the deferral and amount of Mohave
County's payment to Griffith Energy, LLC for the Test Well (Well Site No. 6), and to authorize the
Chairman to sign the Letter Agreement.(Related to item 74).
'81. Discussion and possible action RE: Authorize County staff, bond counsel, and the County's financial
advisor to proceed with all work reasonably necessary to set up the issuance and sale of taxable
Certificates of Participation, with a term of 15 years, no capitalized interest, and an initial estimated
principal balance of $5,015,000 as the means of financing the 1-40 Industrial Corridor Water System.
