prior to the meeting. Note further that the time limit rule, noted on the form, will be enforced.

BOARD OF SUPERVISORS CONSENT AGENDA:
The following, items listed under CONSENT AGENDA will be considered as a group and acted upon by one
motion with no separate discussion of said items, unless a Board Member so requests. In that event, the item
will be removed from the CONSENT AGENDA for separate discussion and action.
5. Approve grant for two Rights-of-Way from the Bureau of Indian Affairs for Willow Drive, east and
west of Highway 95: One beginning 88 feet west of the NE comer of Section 34, T18N, R22W,
G&SRM and ending at 488 feet west of said NE comer of Section 34 and the other beginning 88 feet
east of SW comer of Section 26, T18N, R22W, G&SRM and ending 488 feet east of said SW comer of
Section 26.
6. Adoption of Board of Supervisors Resolution No. 2000-151 - Acceptance of all streets in Meadview
Foothills Tract #1198 in the Meadview area, into the Mohave County Tertiary Road Maintenance
System.
7. BOARD OF SUPERVISORS SITTING AS THE BOARD OF DIRECTORS - SCENIC
IMPROVEMENT DISTRICT: Authorize property owners to use their property within the district as
collateral for the $1,000,000 Line of Credit and that this Line of Credit remain in affect for three (3)
years from the time of the first billing.
8. Approval of monthly report for Procurement Activity for purchases from $10,000 to $25,000.
9. Approval of an Intergovernmental Agreement (IGA) for Cooperative Purchasing between Mohave
County and the State of Arizona Counter-Drag Procurement Program (AZCDPP) for the procurement of
qualifying law enforcement equipment, for the Mohave County Sheriff's Office.
10. Approval of a delegation agreement with the Arizona Department of Health Services (ADHS) and
Mohave County Health Department, Environmental Health Division, which expires on June 30, 2000.
11. Approval of modifications to Mohave County's Merit Rules 101 (Definitions); 103 (Applicability); 204
(Veteran's Preference Points - Examinations) 408 (Leaves of Absence Without Pay) 502 (Political
Activity.
12. Acceptance of funds awarded to the Mohave County Community Advisory Board's SADD All Grad
Party; Project Graduation; and Operation Prom/Grad Nite in the amount of $1,500, under the Juvenile
Crime Reduction Fund.
13. Approval of request from Dora Goodmiller, Mohave County Treasurer, to pay additional interest to lien
holder (Michael Gallagher) in the amount of $368.23.
14. Approval of continued employment of now married Prosecutors Derek Carlisle and Toni Estes within
the same office.
15. Appointment of Sean J. Borland as Republican Parkway (#65) Precinct Committeeman as requested by
the Mohave County Republican Central Committee.
16. Accept the resignation of Patrick Bourque from the Mohave County Trash Task Force.
17. Extension of Premises/Patio Permit for Celia Forgette, Agent DBA: The Peppermill Palms Golf Course,
711 Peppermill Palms Blvd. Arizona Strip.
18. Approval of an Assignment of Franchise for a wastewater system from Beaver Dam Estates
Homeowners Association Inc. to Beaver Dam Sewer Company, LLC.
19. Approval of a License Agreement for cable television system for Rio Virgin Telephone and Cablevision.
20. Acceptance of Special Warranty Deed from the Arizona Department of Transportation for the Kingman
Maintenance Camp No. 6-7.

28. JAMES R. ZABORSKY, MOHAVE COUNTY SUPERVISOR DISTRICT 2:
A) Adoption of Board of Supervisors Resolution No. 2000-152 - Approval of an Intergovernmental
Agreement between Mohave County, Arizona, City of Bullhead City, the Arizona Department of
Transportation, and the United States Department of Interior, Bureau of Land Management, for
the purpose of cooperation in determining a future alignment of SR-95 from the connection to
SR-68 South to the Lake Havasu City Exit on 1-40.
29. MOHAVE COUNTY DEPARTMENT OF HEALTH AND SOCIAL SERVICES:
A) Discussion and possible action RE: Prioritize suggested recommendations/solutions, determine
who will be responsible for them, determine a time frame for implementation, and determine
fimding sources to carry out the activities as outlined in the report from the Mohave County
Trash Task Force.
30. CHRISTINE BALLARD, MOHAVE COUNTY PLANNING AND ZONING DIRECTOR:
A) Discussion and possible action RE: Evaluation of a request for the approval of an
AMENDMENT TO THE MOHAVE COUNTY GENERAL PLAN, to amend the land use
designation of the SW ¼ SW ¼, the E ½ SW ¼ and W ½ SE ¼ of Section 5, in T15N, R12W
from a Rural Development Area to an Urban Development Area, Heavy Industrial, as depicted
on Exhibit A, and to amend Exhibit VI. 12 of the General Plan to match, in the Wikieup portion
of the Mohave County General Area (northeast of US Highway 93 and southeast of Wikieup),
Mohave County, Arizona. (COMMISSION APPROVED BY A 6-2 VOTE - RESOLUTION
NO. 2000-149).
B) Discussion and possible action RE: Evaluation of a request for a REZONE of the SW ¼ SW ¼,
the E ½ SW ¼ and the W ½ SE ¼ of Section 5, in T15N, R12W, from A-R/36A
(Agricultural/Residential/Thirty-six Acre Minimum Lot Size) zone to M-X (Heavy
Manufacturing) zone, in the Wikieup portion of the Mohave County General Area (northeast of
US Highway 93 and southeast of Wikieup Community), Mohave County, Arizona.
(COMMISSION APPROVED BY A 5-3 VOTE - RESOLUTION NO. 2000-150).
C) Discussion and possible action RE: Evaluation of an AMENDMENT to Section 9 of the
Mohave County Ordinance to add a definition for Guest Ranches and an AMENDMENT to
Section 14 of the Mohave County Zoning Ordinance to allow Guest Ranches in the Agricultural-
Residential zone as a permitted use. (COMMISSION APPROVED BY UNANIMOUS VOTE
- RESOLUTION NO. 2000-115).
31. RICHARD A. SKALICKY, P.E., MOHAVE COUNTY MANAGER:
A) Discussion and possible action RE: Mohave County Procedures for Purchase of County Owned
Land as adopted June 30, 1999, as continued from the February 22, 2000, Meeting.
B) Discussion and possible action RE: Adoption of Resolution No. 2000-153 - Authorizing an
Application to the Greater Arizona Development Authority for Technical Assistance for the
expansion of the 1-40 Industrial Corridor Water System as a part of encouraging and enabling
industrial development in that area, to be signed by the Board Chairman and Clerk, and filed as
permitted by laws.
