BOARD OF SUPERVISORS CONSENT AGENDA:
The following items listed under CONSENT AGENDA will be considered as a group and acted upon by one
motion with no separate discussion of said items, unless a Board Member so requests. In that event, the item
will be removed from the CONSENT AGENDA for separate discussion and action.
5. Award of RFP No. 00-P-01 - Electronic Monitoring Services and Equipment to Safeguard Security
Services, Inc., Scottsdale, AZ, from July 1, 2000 through June 30, 2001.
6. Award a Sole Source Contract to Empire Machinery, Mesa, AZ, for heavy equipment maintenance
(parts and labor) for the Mohave County Public Works Motor Pool Division from July 1, 2000 through
June 30, 2001.
7. Award of Bid No. 00-B-11 - Household Hazardous Waste Collection Day - Kingman and Bullhead
City, AZ, to Romic Environmental Technologies, Chandler, AZ, in the amount of $41,760.
8. Reject all bids for Bid No. 98-B-08 - Jet Drive Deck Boat with Trailer, for the Mohave County Sheriff's
Office.
9. Approval of monthly report for Procurement Activity between $10,000 and $25,000, as submitted by
Dave Seward, Mohave County Procurement Officer.
10. Accept the Right-of-Way dedication along the south side of Fort Beale Road, located in the Southwest
quarter of Section 11, T31N, R17W, G&SRM, Kingman, Arizona, as described on Warranty Deed and
Dedication from Christopher and Donna Winters.
11. Accept the Right-of-Way dedication along the south side of Fort Beale Road, located in the Southwest
quarter of Section 11, T21N, R17W, G&SRM, Kingman, AZ, as described on Warranty Deed and
Dedication from William M. McCall.
12. Accept Warranty Deed and DedicatiOn for Right-of-Way for that portion of Lot 1, Block L of Golden
Sage Ranchos, Unit 55, a subdivision of Section 11, T21N, R18W, of the G&SRM, Mohave County in
the Golden Valley area.
13. Adoption of Board of Supervisors Resolution No. 2000-198 - Authorizing the posting of Stop Signs at
the Intersection of Desoto Drive and Magellan Drive, South Mohave Valley area, Mohave County,
Arizona.
14. Adoption of Board of Supervisors Resolution No. 2000-199 - Authorizing the reduction of speeds on
Courtwright Road in the area of the South Point Generating Plant, Mohave Valley area, Mohave County,
Arizona.
15. Approve the Grant of Easement for the construction of a retention pond for the 1-40 Industrial Corridor.
16. Approve the Water Line Easement Agreement for the construction, servicing, maintenance, and/or
removal of a water line for the 1-40 Industrial Corridor, located in Section 7, T19N, R17W of the
G&SRM, Mohave County, Arizona, Golden Valley area.
17. Abandon easement granted in Section 7, T29N, R17W, G&SRM, as recorded in Book 3379, pages 831-
833.
18. Approval and acceptance of a grant from the State of Arizona, and applicable budget in the amount of
$3,000, applicable from May 23, 2000 through May 31, 2000 for the implementation of Census 2000
awareness strategies.
19. Acknowledge receipt of summary letter and documentation from the Mohave County Public Land use
Committee regarding roadless and transportation planning in national forests.
20. Acknowledge receipt and refer to the Mohave County planning and Zoning Commission for review and
recommendation, a petition to abandon a 30-foot Ingress/Egress and Public Utility Easement and an
eight foot Public Utility Easement along the southern portion of Parcel 2388, and along the northern
portion of Parcel 2392, STAGECOACH TRAILS AT SANTA FE RANCH, Unit 16, in Section 22,
T15N, R15W, in the Yucca portion of the Mohave County General area.
21. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
LIBRARY DISTRICT: Accept donation of $5,000 from the Lake Havasu Friends of the Library for
statuary enhancements to the Mohave County Library in Lake Havasu City.
22. BOARD OF SUPERVISORS SITTING AS BOARD OF DIRECTORS - MOHAVE COUNTY
LIBRARY DISTRICT: Accept donation of $5,000 from Havasu Regional Medical Center Auxiliary
for purchase of books and non-print career materials (ages 10 through adult) for the Mohave County
Library in Lake Havasu City.
23. Approval to the Colorado City Unified School District to over expend the 1999-2000 budget by
$85,000, for safety reasons, in accordance with ARS 15-907.
24. Approval of annual appellate contract (2000-2001) with attorney Gail Gianasi Natale of Phoenix, AZ, as
requested by Ken Everett, Mohave County Public Defender.
25. Adoption of Board of Supervisors Resolution No. 2000-201 - Approving an Intergovernmental
Agreement between the Arizona Department of Commerce and Mohave County and appropriate
Program Budget for FY 2000 State Home and Housing Trust Funds, as requested by Susie Parel-
Duranceau, Mohave County Community Development Director.
26. Adoption of Board of Supervisors Resolution No. 2000-197 Authorizing the submission of
applications for FY 2000 State Community Development Block Grant Funds, submittal of appropriate
certifications and implementation of activities outlined in Grant application.
27. Adoption of Board of SupervisOrs ResolUtiOn No. 2000-200 - ApProving an Intergovernmental
Agreement between the City of Kingman and Mohave County for use of County Land for the 4th of July
Fireworks display.
28. Approval of agreement with Mohave Mental Health Clinic, Inc., for the provision of mental health
screening and evaluation services pursuant to Title 36 of the Arizona Revised Statutes.
29. Approve renewal for the retention of Investigative Research, Inc., to perform investigative services for
Mohave County in regard to employment-related and other matters for the period July 1, 2000, through
June 30, 2001.
30. Authorize the renewal of the retention of Katherine E. Baker and the firm of Green & Baker to represent
Mohave County with regard to employment related matters for the period of July 1, 2000, through June
30, 2001, and authorize the execution of that Agreement by the Board Chairman.
*31. Approve the stipulation to dismiss without prejudice and accompanying form of order regarding the
constitutional claims filed in London Bridge Resorts v. Mohave County; TX 99-00358 and consolidated
into the TX 98-00680 cases.
32. Approve the continuation of Intergovernmental Agreement between Mohave County Health and Social
Services Department and the Arizona Department of Health Services Contract #761081 - Amendment
#8 for the next fiscal year beginning July 1, 2000 and ending June 30, 2001.
33. Approval of Extension of Premises/Patio Permit for Arvada Ranch Properties, LLC - Owner, DBA:
Peppermill Palms Golf Course, 711 Peppermill Palms Blvd., Arizona Strip, AZ, 86432.
34. Approval of the continuing contract and amended budget for Ryan White Title 1, services between Clark
County Health Department and the Mohave County Health and Social Services Department in the
amount of $233,962, to expire on February 28, 2001.
35. Special Event Liquor License application for the Valle Vista Fire Department, 9667 Concho Drive,
Kingman, AZ, to be held June 3, and 4, 2000.
36. Special Event Liquor License application for the Kingman Elks Lodge #468, Hualapai Mountain Park
Rec. 1, Kingman, AZ., to be held June 17, 2000.
37. Special Event Liquor License application for the Golden Valley American Legion Post 22, 3435 Verde

EQUALIZATION: Accept the recommendation from Dave Gillies, Arizona State Board of
Equalization/Mohave County Board of Equalization Hearing Officer, to deny Petition of Proposed
Correction for Clifford Spingler - Parcel 111-15-004.
42. Approval of Food Program Service Agreement between Mohave County (Juvenile Detention Center)
and Arizona Department of Education- Child Nutrition Programs for FY 2000-2001

BOARD OF SUPERVISORS AS CONTINUED FROM APRIL 17, 2000:
43. Discussion and possible action RE: Approve the Intergovernmental Agreement between Mohave
County, Bureau of Land Management, Arizona Department of Transportation and the City of Bullhead
City to do an alignment feasibility study of a new State Route 95 from 1-40/95 interchange to Route 68.
BOARD OF SUPERVISORS AS CONTINUED FROM MAY 1, 2000:
44. Discussion and possible action RE: Request from David M. Smith for a compromise of 1994 through
1998 delinquent taxes for several parcels.
45. Discussion and possible action RE: Reconsideration of the Board's action at its April 3, 2000 meeting
authorizing County staff, bond counsel, and the County's financial advisor to proceed with all work
reasonably necessary to set up the issuance and sale of taxable Certificates of Participation, with a term
of 15 years, no capitalized interest, and an initial estimated principal balance of $5,015,000.00 as the
means of financing the 1-40 Industrial Corridor Water System.
46. Discussion and possible action RE: the issuance and sale of taxable Certificates of Participation as the
means of financing the 1-40 Industrial Corridor Water System.

49. Discussion and possible action RE: Direct County staff to review and make recommendations regarding
domestic water and sewer improvement districts having their own Board of Directors as opposed to the
Board being the Board of Directors.
RICHARD A. SKALICKY, P.E., INTERIM MOHAVE COUNTY MANAGER:
50. Discussion and possible action RE: Authorize an amendment to the contract with HDR Architecture,
Inc., to increase the scope of services to provide for an Assessment of the Judicial Operations in the
amount of $25,000.
51. Discussion and possible action RE: Authorizing the transfer of $206,000 from the County's
Contingency Fund to the Superior Court's lump sum budget for Fiscal Year 1999-2000 for use in
covering the unanticipated costs associated with the Superior Court's provision of constitutionally
and/or statutorily-mandated services in the following categories: (1) Legal Services; (2) Mental Health
Services/Examinations; (3) Court Costs/Investigations; and (4) Juror Compensation, including those
'costs which the County has paid over the last several months from funds outside of the Superior Court's
current fiscal year budget, and directing County staff to ensure that all such costs paid with funds from
outside of the Superior Court's budget are transferred to the Superior Court's budget.
52. Discussion and possible action RE: Authorizing County staff and legal counsel to take all steps
necessary to defend against Presiding Judge Gary R. Pope's Administrative Order No. 2000-20,
including but not limited to filing any necessary legal action(s).
53. Discussion and possible action RE: Reconsideration of the Board's action at its May 1, 2000 meeting
regarding not including funding for the construction of a seventh water well in the C.O.P.'s for the 1-40
Industrial Water System project.
54. Discussion and possible action RE: Including funding for the construction of a seventh water well in the

ITEMS SUBMITTED AFTER THE MAY 11, 2000, DEADLINE:
RICHARD SKALICKY, P.E., INTERIM MOHAVE COUNTY MANAGER:
*55. Discussion and possible action RE: Approve the Implementation Agreement between Griffith Energy
LLC and Mohave County regarding the tax relief benefit to be paid to the County by Griffith and
matters related thereto and authorize the Board Chairman to sign the Implementation Agreement.
*56. Discussion and possible action RE: 1) Authorize County staff and legal counsel to take all actions
reasonably necessary to obtain the vacation or abandonment of public Right-of-Way areas and the
extinguishment of easement areas being encroached upon by the County Jail, County Health Department
building, and County Attorney's Office; 2) Authorize the County Manager, Acting Public Works
Director; and/or County Attorney's Office representative(s) to sign all relevant documents in regard to
such actions; and 3) Authorize the fees, expenses and other charges resulting from such actions,
including any application payments, appraisal and survey fees, and other necessary fees to be paid from
available County General Funds, with reimbursements to be made from the financing proceeds for the 1-
40 Industrial Corridor Water System.
