BOARD OF SUPERVISORS CONSENT AGENDA:
The following items listed under CONSENT AGENDA will be considered as a group and acted upon by one
motion with no separate discussion of said items, unless a Board Member so requests. In that event, the item
will be removed from the CONSENT AGENDA for separate discussion and action.
5. Amend the Award of RFP No. 00-P- 91 - Electronic Monitoring Services and Equipment to Safeguard
Security Services, Inc., from one (1) year to a two (2) year contract effective July 1, 2000 through June
30, 2002.
6. Approval of monthly report for Procurement Activity between $10,000 and $25,000.
7. Award of Bid No. 00-B-09 - Landscape/Gardening Maintenance Services to Vision Landscape and
Design, for Kingman facilities in the amount of $1,100/per month, and L. Barrios & Associates, Inc., for
Bullhead City facilities in the amount of $785.72/per month.
8. Award of RFP No. 00-P-03 - Mohave/La Paz Local Workforce Investment Board Youth Council Title
1 Youth Program. Award of the Title 1 Youth Program to Havasu for Youth, Lake Havasu, Arizona, in
the amount of $34,000, 2) Award of the Title 1 Youth Program for the summer component and year
round programs for the City of Kingman and Bullhead City be administered by the Mohave County One
Stop Center and Title 1; 3) that the Title 1 Youth Programs for the Year Round Programs for La Paz
County be administered by the La Paz Career Center, and; 4) that the proposal from the Boys and Girls
Club of the Colorado River, Bullhead City, Arizona, be rejected.
9. Award of RFP No. 00-P-06 - Substance Abuse Education and Treatment Services to Mark Fineman,
Lake Havasu City, Morgan Counseling, Bullhead City, and Sergio Constante, Lake Havasu City,
Arizona, for the Mohave County Probation Department from July 1, 2000 through June 30, 2001.
10. Award of RFP No. 99-P-08 - Extension of Medical Examiner Services to Dr. Nelson for an additional
year commencing on July 1, 2000 through June 30, 2001.
11. Award of Bid No. 00-B-13 - Civil Attorney's Building Construction Remodel, to Gledson/Cashman
Construction Inc., in the amount of $197,000, contingent upon approval of the Contractor's Bid Bond
and review of financial statements provided by the contractor.
12. Reject Bid No. 00-B-07 - Full Line Service Nuts, Bolts and Fasteners received from Bowman
Distributors.
13. Accept dedication for Right-of-Way within the Scenic Improvement District, being the East 42 Feet and
the South 35 Feet of the SE ¼ SE ¼ SE ¼NE ¼ of Section 2, T39N, R16W of the G&SRM, Mohave
County.
14. Acknowledge receipt and refer to Mohave County Public Works for review and recommendation a
petition to have included in the County Tertiary Road Maintenance System, 4th Street beginning at
Pierce Ferry Road for the length of one mile, with a general course of East and West in the Dolan
Springs area.
15. Acknowledge receipt and refer to the Mohave County Transportation Commission for review and
recommendation a petition to establish Wilkes Ranch Road, beginning at Stockton Hill Road and ending
at Sherum, with a general course and direction of East and West, as a County Highway in the North
Kingman area.
'16. Acknowledge receipt and refer to the Mohave County Transportation Commission for review and
recommendation a petition to establish Bolsa Drive, beginning at Egar Road and ending at Cowlic Road,
with a general course and direction of East and West, as a County Highway in the Golden Valley area.
17. Acknowledge receipt and refer to the Mohave County Planning and Zoning Commission for review and
recommendation a petition to abandon 239 feet of Manzanita Avenue, southerly from its intersection
with Sierra Vista Drive adjoining Lots 2,3,6, and 7, Block 215 VIRGIN ACRES, Tract 1, in Section 32,
T41N, R15W, in the Arizona Strip area (west of County Highway 91 and north of Interstate 15).
18. Acknowledge receipt and refer to the Mohave County Planning and Zoning Commission for review and
recommendation a petition for an abandonment of a 60 foot Ingress/Egress and Public Utility Easement
within Parcel 44A, LAZY-Y-U RANCH, Phase I, as shown on Parcel Plats Book 8, Page 59, in Section
11, T20N, R16W, in the Mohave County General area, (southeast of Hualapai Mountain Road and east
of Stallion Drive), Mohave County, Arizona.
19. Accept the resignation of James Hamill from the Mohave County Building Code Advisory Board.
20. Approval of the appropriate program budgets for the Emergency Homeless/Housing Assistance Program
for FY 2000, effective June 1, 2000.
21. Adoption of Board of Supervisors Resolution No. 2000-252 - Approving the Intergovernmental
Agreement between the State of Arizona Department of Economic Security and Mohave County for
receipt of Workforce Investment Action (W.I.A.) grant funds for the Mohave/La Paz Local Workforce
Investment area for program year 2000
22. Adoption of Board of Supervisors Resolution No. 2000-253 - Approving the Intergovernmental
Agreement and authorize the Chairman of the Board of Supervisors to execute a letter to the State of
Arizona to contract directly with Gila County on behalf of REPAC for Dislocated Workers Program for
Mohave/La Paz Local Workforce Investment area.
23. Approval of the Lease Agreement between Mohave County and Frances H. Gamper, Shirely Ann Porter
Golnick and Donna Marie Didden DBA Gamper Family Limited Partnership for the Community
Development Department office located at 1175 Hancock Road, Bullhead City, Arizona.
24. Approval of the Lease Agreement between Mohave County and Jim or Melissa Baker and David Grove
for the Community Development Office located at 201 North 4th Street, Kingman, Arizona.
25. Adoption of Board of Supervisors Resolution No. 2000-249 - Approving an Intergovernmental
Agreement between the Arizona Department of Commerce and Mohave County and appropriate
program budgets for FY 2000 - Supportive Housing Program.
26. Adoption of Board of Supervisors Resolution No. 2000-250 - Approving the Intergovernmental
Agreement (Contract #E5900068) between Mohave County and State of Arizona Department of
Economic Security for the Job Readiness Services to JOBS/JTPA participants in Kingman, Bullhead
City, and Lake Havasu City.
27. Adoption of Board of Supervisors Resolution No. 2000-251 - Approving the Intergovernmental
Agreement between the Arizona Department of Economic Security and Mohave County, on behalf of
the Mohave County One-Stop Center, to administer the Senior Community Service Employment
Program (Title V) for program year 2000-2001.
~28. 'Approve the hiring of Verlin Hart by the Mohave County Information Technology Department at Step
11 of Range 36, effective July 1, 2000.
29. Approve a continuing Intergovernmental Agreement and budget, #853043, with the Arizona Department
of Health Services and Mohave County Department of Health and Social Services, Nutrition and Health
Promotion Division, for the Tobacco Use Prevention Program, in the amount of $645,634.
30. Approve amendment of Delegation Agreement between the Arizona Department of Environmental
Quality (Contract No. 96-0028) and the Mohave County Health and Social Services Department.
31. Approval of unsecured Personal Property Roll for June, 2000, as requested by Beverly Payne, Mohave
County Assessor.
32. Approval of waivers for property tax exemption for the 2000 tax year, as requested by Beverly Payne,
Mohave County Assessor.
33. Approval of additional interest in the amount of $470.18 to lienholder from Contingency funds, as
requested by Dora Goodmiller, Mohave County Treasurer.
34. Approval of employment of relative as a Public Safety Dispatcher in accordance with Mohave County
Merit Rule 20lB (Carla Alvarez).
35. Adoption of Board of Supervisors Resolution No. 2000-254 - Approval of Family Counseling Grant
(814) for the Mohave County Probation Department.
36. Re-appointment of Linda Yarbrough to the Mohave County Merit Commission from July 1, 2000
through June 30, 2004.
37. As continued from May 1, 2000, Board Meeting - Appointment of Justice of the Peace/Magistrate Pro
Tempores: Julia Rutherford and Thomas Thate from May 1, 2000 through June 30, 2000, as continued
from May 1, 2000.
38. Reappointment of Justice of the Peace/Magistrate Pro Tempores: Clyde Andress, Mark Baron, Laura
Billings, Carroll Brown, Patrick K. Carlin, Michael Elder, Elwilda Lee, Nelson Meringola, Joseph

39. Removal of Eunice Swart as Republican Roadrunner (70) Precinct Committeeman and approve Eunice

40. Approval of Special Event Liquor License for the American Legion Post 88, 15700 Pierce Ferry Road,

*49. As continued from the June 5, 2000, Board Meeting - Discussion and possible action RE: Approve
the Implementation Agreement between Griffith Energy LLC and Mohave County regarding the tax
relief benefit to be paid to the County by Griffith and matters related thereto and authorize the Board
Chairman to sign the Implementation Agreement.
*50. As continued from the June 5, 2000, Board Meeting - Discussion and possible action RE:
Authorizing the transfer of $206,000 from the County's Contingency Fund to the Superior Court's lump
sum budget for Fiscal Year 1999-2000 for use in covering the unanticipated costs associated with the
Superior Court's provision of constitutionally and/or statutorily-mandated services in the following
categories: (1) Legal Services; (2) Mental Health Services/Examinations; (3) Court Costs/Investigations;
and (4) Juror Compensation, including those costs which the County has paid over the last several
months from funds outside of the Superior Court's current fiscal year budget, and directing County staff
to ensure that all such costs paid with funds l~om outside of the Superior Court's budget are transferred
to the Superior Court's budget.
51. As continued from the June 5, 2000, Board Meeting - Discussion and possible action RE: Approve
payment of$43,189, as Mohave County's share of the Special Building Assessment for the construction
of the new office and meeting facility for the County Supervisor's Association and the Arizona Counties
Insurance Pool in Phoenix.
52. Discussion and possible action RE: Approve Escrow Instructions and other documents of Transnation
Title Escrow No. 602838; 2) Authorize and accept the Special Warranty Deed for vacant land for Well
Sites 1,2,4, and 9; 3) Authorize the execution of Board of Supervisors Resolution No. 2000-247; and 4)
Authorize the Chairman of the Board and/or the County Manager to sign all pertinent documents to
close the Escrow. (Conditions of the Infrastructure Development Agreement between Mohave County
and Griffith Energy, L.L.C. and the transfer and conveyance to the County of vacant land).
53. Discussion and possible action RE: Authorization for submittal of a Detention Enhancement application
to the Arizona Supreme Court requesting Juvenile Crime Reduction Funds.

agreement with Citizens Utilities Electric to provide seven (7) transformers for the 1-40 Industrial
