Set a Public Hearing for October 16, 2000, regarding a Petition to establish Twenty First Street from Pierce Ferry Road to Terrace Drive as a County Highway, in the Dolan Springs area. 44. Accept the abandoned portion of Gordon Drive right of way, and waive ARS 28-7209, the Advance Fours Years Notice and Pavement Quality Report. 45. Authorize Chairman Johnson to sign the Community Rating System Annual Recertification to FEMA to certify that Mohave County is continuing to implement the credited activities of the Flood Plain Management Program. 46. Approval to re-hire former deputy, Richard Prather, at Range 35-08, to fill a vacancy in the Elementary School Resource Officer Program, as requested by Tom Sheahan, Mohave County Sheriff. 47. Adoption of Board of Supervisors Resolution No. 2000-421 - Approval of Intergovermnental Agreement between Mohave County and the City of Lake Havasu City for jail costs for Fiscal Year 2000/2001. 48. Approval of appointments of Jo Adams (Private Sector), Don Van Bnmt (Private Sector), and Alan Bell (Labor Sector), for Mohave County, to the Mohave/La Paz Local Workforce Investment Board. 49. Approval of Mohave County CDBG Housing Rehabilitation Program Guidelines. First Amended, in Section 13, Township 22 North, Range 16 West, for a caretaker's residence in an A-D (Airport Development) zone (east of State Highway 66 [Old Highway 66] and north of the Kingman Industrial Park), in the Kingman Area, Mohave County, Arizona. (COMMISSION APPROVED BY UNANIMOUS VOTE - RESOLUTION NO. 2000-419) 24. Special Event Liquor License for the Kingman Elks Lodge #468, Air and Auto Show, to be held at the Kingman Airpark, on October 14 & 15, 2000. 25. Approve the request from Bullhead City to allow the Bullhead City commercial season pass holders to use the Davis Camp boat launch free of charge on October 14, 2000, as the Bullhead Community Park boat launch will be closed during the Fire Prevention Fair. 26. Approve the County Manager's Ordinance Report for the time period of August 24, 2000 through September 16, 2000. 27. Approve the request to have the Mohave County Elections Department run a special recall election for the Chloride School District. 28. BOARD OF SUPERVISORS SITTING AS THE DIRECTORS OF THE MOHAVE COUNTY LIBRARY DISTRICT: Approve reduction of Mohave County Library District's 818 grant fund account, for fiscal year 2000-2001, by $4,214.58, to reflect actual cash balance. 29. 'Approve proposed settlement of G.B. Investment Company, an Arizona corporation, and Bashas' Inc., a corporation, v. Mohave County, TX 99-00406 tax appeal. This settlement provides for a reduction in the full cash value of commercial property from $1,669,090 to $1,350,000, resulting in an estimated tax reduction of $4,889.94 (from $44,367.59 to $39,477.65) for the 2000 and 2001 tax years. *30. Approve Settlement Agreement regarding tax appeal case, Mohave Electric Cooperative v. Arizona Department of Revenue, Mohave, Coconino & Yavapai Counties, TX 1999-00590, which would reduce the full cash and limited property values of MEC's operating property from $36,348,000 to $35,205,707 for tax year 2000, (estimated impact on Mohave County would be approximately $29,759). 31. Approve the amended lease agreement with the Dolan Springs Community Center and the Senior Programs Division, Mohave County Department of Health & Social Services. 32. Approve the amended budget for Family Planning Services, fund 226-04-5110, to reflect carryover of $52,343, and increased grant award of $20,093. 33. Approve the amended budget for HIV Testing Services, fund 235-04-5180, and a cash carryover of $22,174. 34. Approve the amended budget for HIV Education Services, fund 242-04-5182, and a cash carryover of $19,562. 35. Approve the amended budget for the Prenatal Block Grant, fund 236-04-5145, to reflect carryover funds. 50. SKALICKY, INTERIM MOHAVE COUNTY MANAGER: Discussion and possible action RE: (A) Conducting a Public Auction and authorizing and approving the sale and lease-purchase back of the County Jail to the highest and best bidder; and (B) Adopting and authorizing the Board Chairman to sign Board Resolution No. 2000-423 - Authorizing and approving the sale and lease-purchase back of the County Jail to the highest and best bidder, the execution and deliver of a Lease-Purchase Agreement, a Trust Agreement, Certificates of Participation, a Certificate Purchase Agreement, a Continuing Disclosure Undertaking, an Official Statement, and all other necessary or desirable agreements and documents, and other actions and matters necessary or desirable in connection therewith, as is more specifically discussed in Resolution No. 200-423.
