RESOLUTION NO. 91-16
A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION
PLAN FOR COURTNEY GREENS IV, TRACT 4054-D, BEING THE S~ SW~
SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE
SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on January 7, 1991, a public hearing was
conducted to
determine
the
approval of
the preliminary
subdivision plan and petition of exception for Courtney Greens
IV, Tract 4054-D, and
WHEREAS, the proposed subdivision is located approximately
one-half (.5) mile from Highway 95 north of EI Rodeo Road. It's
eastern boundary is Calle Del Media. It abuts the EI Rodeo Drain
to the north and undeveloped land to the west and south, and
WHEREAS, the owner/developer of this tract is Gootrad
Engineering, of Westlake Village, California, and
WHEREAS,
the
engineering
firm
responsible
for
the
preparation of the design of this subdivision is Stovall
Engineering of Bullhead City, Arizona, and

WHEREAS, The preliminary plan depicts fourteen and one-half
(14.5) acres subdivided into fifty-five (55) lots.
The lots are
all greater in area than 8,000 square feet.
The subsequent lot
owners will use septic tanks.
with the extension of the Fort
Mojave Tribal Utilities Authority trunk line to El Rodeo and
Mountain View Roads, the developer is encouraged to joint venture
with surrounding properties and connect to sewer, and
WHEREAS,
the
existing
zoning
is
A-R
(Agricultural
Residential), a hold over from the original "holding zone" for
Mohave County. The proposed zoning for this area is R-1 (Single
Family Residential) zone as approved by Resolution P&ZC: 68-11.
It is to go into effect with recording of the final map, and
WHEREAS, the South Mohave Valley Area Plan indicates this
area as use as single family residential uses.
It is in
compliance, and
WHEREAS, reviews have been received from the Mohave County
Environmental
Health
Department,
Mohave County Engineering
Floodplain Departments, Citizens Utilities Company, Inc., Bermuda
Water
Company
and
considered
or
incorporated
into
this
evaluation, and

WHEREAS, the Commission at their meeting on December 12,
1990 did recommend conditional approval of the preliminary
subdivision plan for Tract 4054-D, with the following noted:
1. Petitions of exception are submitted for the following:
a. Eight (8') foot front utility easements instead of
rear lot utility easements.
b. One (1) block longer that 1300 feet in length.
c. Inverted crown streets.
d. Hammerhead cul-de-sac.
e. Modification of design from original.
The justification for these exceptions are the standard
request by utilities for front yard easements. The block is
only eighty-three (83') feet greater than minimum and the
physiography of the area does not require access from this
location. Inverted streets are to carry runoff water
through the tract. The hammerhead cul-de-sac is more
efficient at a location such as this. The design was
modified due to EI Rodeo Drain going through the property.
2. The approved rezoning is for R-l (Single Family
Residential) .
3. The County Engineer/Flood Control has made comments in
regards to the drainage report and preliminary plan as
submitted.
4. The subdivision is designed for sewage disposal through
individual, on site septic tanks. With the extension of the
Fort Mojave Tribal Utilities Authority trunk line to EI
Rodeo and Mountain View Roads, the developer is encouraged
to joint venture with surrounding properties and connect to
sewer.
5. The preliminary approval of this tract is based on the
understanding of the Commission that the primary access to
this subdivision is via El Rodeo Road from State Highway 95
and Calle Del Media.
6. CONDITION, that the engineer of record submit a new
preliminary plan to staff for review that meets all of the
comments set forth by Commission staff.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at
their
regular
meeting
on
Monday,
January
7,
1991,
conditionally approved this preliminary subdivision plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
