V~ J- .A-tf<~~J ~ ~7, I~q(~ ~ ~~ ~Oj~ RESOLUTION NO. 91-13 A RESOLUTION SETTING FORTH THE REZONING OF LOT 24, BLOCK A, FORT MOHAVE MESA RANCHOS, IN SECTION 26, TOWNSHIP 19 NORTH, RANGE 22 WEST, FROM: A-R (AGRICULTURAL RESIDENTIAL) ZONE, PROPOSED TO BE: C-2/4A (GENERAL COMMERCIAL/FOUR ACRE MINIMUM LOT SIZE) ZONE, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January 7, 1991, a public hearing was conducted to determine whether approval should be granted to Dennis Gootrad, of Westlake Village, California for a rezoning from existing A-R (Agricultural Residential) zone to C-2/4A (General Commercial/Four Acre Minimum Lot Size) zone, occupying the northeast corner of Joy Lane and Calle Valle Vista, located in the South Mohave Valley area, and WHEREAS, Fort Mohave Mesa Ranchos is located approximately 2 miles south of Bullhead City with frontage on the east side of Highway 95. The subject property is accessed from Highway 95 via Joy Lane, approximately 3 miles south of Bullhead City thence east approximately 1/4 mile to the northeast corner of Calle Valle Vista and Joy Lane. Review of floodplain map #040058-2445C indicates this area is within a FEMA designated flood zone. The lot is currently occupied by a mobile home, Surrounding land uses consist of residences to the east, vacant land to the north . . Resolution No. 91-13 Page 2 and south, and the proposed Joy Lane Plaza to the west. The applicant has not indicated what type of commercial use he wishes to establish on this lot, and WHEREAS, the South Mohave Area plan was recently modified to allow for commercial uses on this parcel, and WHEREAS, a public hearing before the Mohave County Planning and Zoning Commission on December 12, 1990 did generate a recommendation of approval of this zone change request contingent upon the following: 1. The zoning for this parcel be Commercial/Four Acre Minimum Lot Size) C-2/4A zone. (General 2. The applicant comply with all applicable provisions of Sections 25, 26, 27, & 31 of the Mohave County Zoning Regulations. 3. Submittal and recordation of a Parcel Plat prepared in accordance with Article 3.16 of the Mohave County Subdivision Regulations. 4. The establishment of a minimum lot size based on the size of the parcel per the recorded Parcel Plat. 5. The Parcel Plat shall show any surface drainage. 6. That the Board of Supervisors accept the dedication of a ten (10') foot right-of-way along Calle Valle Vista and a twelve (12') foot right-of-way along Joy Lane as they are contiguous to this parcel. In conjunction with twenty (20') foot radius at the Calle Valle Vista and Joy Lane intersection. Along with an eight (8') foot PUE on the above mentioned roads as they are contiguous to this property. This shall be approved through the recording of the resolution authorizing this zone change and that the dedication statement and dedication be shown on the Parcel Plat. . . Resolution No. 91-13 Page 3 7. The development shall have adequate parking facilities. 8. Arizona Department of Water Resources approves the water supply and distribution system. 9. Arizona Department of Environmental Quality approves the quantity and quality of the water supply. 10. Arizona Department of Environmental Quality approves the use and design of the sewage treatment facility for this development. 11. Calle Valle Vista be paved as it is contiguous to this parcel as well as all driveways and parking. All paving be paved in accordance with Mohave County Standard Specification #171 or better, and that such paving be completed within ninety (90) days of the certification of occupancy granted the building. 12. Building/Zoning permit(s) shall be obtained. 13. That a buffer, in the wall shall be required commerc ial uses and residential zones. form of a six (6') foot block along the entire boundary where zoning abut single family 14. The rezone shall not become effective for at least thirty (30) days after final approval of the change in classification by the Board of Supervisors, being February 7, 1991, as per ARS 11-829E. 15. I f these conditions are not met wi thin one (1) year this approval shall be void. If at the expiration of this period the property has not been improved for the use for which it was conditionally approved, the Board after notification by registered mail to the owner and applicant who requested the rezoning shall schedule a public hearing to grant an extension, determine compliance with the schedule for development or cause the property to revert to its former zoning classification in accordance with Arizona Revised Statutes Annotated, Title 11, Chapter 6, 11-832. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on December 21, 1990, and posted December . . Resolution No. 91-13 Page 4 20, 1990 as required by Arizona Revised Statutes, and the Mohave County zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, January 7, 1991 approved this change in zoning as recommended by the Mohave County Planning and Zoning Commission and outlined herein. Adoption, of Board of Supervisors Resolution No. 91-21 - Rezoning of Golden Sage Ranchos Unit 68, Block D, Lot 6, located in Section 27, Township 22 North, Range 19 l'lest, From: A-R/2A (Ag,ricliltural-Residential!Two acre minimum lot size) zone, proposed to be: A-R 1A (Agricultural- Residential/One acre minimum lot size) zone, located approximately 2/3 mile north of Zuni Drive on the west side of Eloy Road, in the Golden Valley area. 18. Adoption of Board of Supervisors Resolution No. 91-2,2 Preliminary subdivision plan for CRYSTAL SPRINGS ESTATES III, Tract 3036, being the NE 1/4 Section 2, Township 21 North, Range 19 West, occupying the southwest corner of Agua Fria Drive and Laguna Road, located in the Golden Valley area. 19. Adoption of Board of Supervisors Resolution No. 91-23 Amendment to the Golden Valley Area Plan to provide for a mixture of commercial, multifamily, single family residential and park uses in Section 6, Township 21 North, Range 18 West, being bounded by Colorado & Teddy Roosevelt Roads, Agua Fria & Chino Drives, located in the Golden Valley area. 20. Adoption of BOard of Supervisors Resolution No. 91-24 Amendment to the Golden Valley Area Plan to provide for a mixture of commercial, manufacturing, mliitifamily and single family residential uses in Section 12, Township 21 North, Range 19 West, being bounded by Teddy Roosevelt & Laguna Roads, Chino & Shipp Drives, located in the Golden Valley area. 21. Adoption of Board of Supervisors Resolution No. 91-25 Zoning Use Permit to establish a resident in a C-2 (General Commercial) zone, located in Sunhaven Homesites Unit #13, lOcated on the east side of Able Drive. and approximately 300 feet south of Sunhaven Lane in the Kingman area. Motion was made by Supervisor Holt, seconded by Supervisor Bernstein and unanimously carried to adopt Board of Supervisors Resolution No. 91-4 - Preliminary subdivision plan for MOONRIDGE, Tract 4119, being a portion of the SE 1/4 Section 25, Township 19 North, Range 22 West, located in the South Mohave Valley area.
