A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION
PLAN FOR JAMAICA SHORES, TRACT 4095, BEING A SUBDIVISION OF THE
N~ NE~ SE~ SECTION 13, TOWNSHIP 9 NORTH, RANGE 22 EAST, SAN
BERNARDINO MERIDIAN, LOCATED IN THE SOUTH MOHAVE VALLEY AREA,
MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on February 4, 1991, a public hearing was
conducted to
determine the
approval
of
the preliminary
subdivision plan for Jamaica Shores, Tract 4095, and
WHEREAS, the owners/developers of this tract are Tom
Duddleson & Jack Braddley of Los Angeles, California and Henry L.
& Georgia M. Smith of Needles, California, and
WHEREAS, the engineer responsible for the preparation of the
design of this subdivision is Doyle Mecham of Las Vegas, Nevada,
and
WHEREAS, this proposed subdivision is located on a 20 acre
parcel of land which is the N~ NE~ SE~ Section 13, Township 9
North, Range 22 East, San Bernardino Base and Meridian. It lies
approximately 2 miles west of State Highway 95 along Courtwright
Road for 1~ miles to Evans Lane then north on Evans Lane for ~

WHEREAS, the proposed development is currently vacant and
zoned R-E (Residential-Recreation). This parcel is surrounded by
other private land owners on accretion land, some of which titles
are being challenged.
The development consists of 63 single
family home of mobile home use lots to be zoned R-1 (Single
Family Residential).
This area has primarily been developed
through metes and bounds parcels. However, the square mile lying
to the south has been developed under the general name "Bermuda".
There are many additional development proposals in the area.
Water service will be provided by Fort Mojave Tribal Utilities.
All lots will be connected to this service and will also be
provided sewage disposal through the Fort Mojave Sewage system.
The sewage system trunk line will be constructed along the levee,
and
WHEREAS, Evans Lane is an existing dedicated sixty (60')
foot right-of-way road serving properties in this area. It
connects with Courtwright Road, a right-of-way that crosses Fort
Mojave Indian lands, and
WHEREAS, the Commission at their meeting on January 9, 1991
did recommend conditional approval of the preliminary subdivision
plan for Tract 4095, with the following noted:

1. CONDITION, that the engineer of record submit a NEW
PRELIMINARY PLAN to staff for review that meets all the
comments as set forth by staff. When the information is
correct, as reviewed by the Planning Director, the
owner/developer may submit for Final Plat.
2. The conditional approval of this subdivision is based
on the understanding of the Planning and Zoning Commission
that all streets within the subdivision will be constructed
wi th inverted crowns and paved with asphaltic concrete in
accordance with Standard Specifications #171 and #101.100 or
better; the streets will include curb and gutter; a water
supply and distribution system including fire flow will be
constructed to serve each lot; grading and drainage related
improvements will be made as recommended by the design
engineer in the submitted drainage reports; arrangements
will be made to extend underground electric and telephone
service to each lot in accordance with Arizona Corporation
Commission regulations; lot purchasers will utilize
individual sewage connection to the Fort Mojave Tribal
Utilities Authority sewage facility; all lots and street
centerline monuments will be staked and monumented in
accordance with Standard Specification #102; fire hydrants
will be provided at locations prescribed by the Mohave
Valley Fire Department; street name and regulatory signs
will be installed in accordance with the requirements of the
Mohave County Subdivision Regulations and as recommended by
the design engineer and a designation sign will describe the
street as LOOP or DEAD END; the owner/subdivider is
responsible for the completion of improvements and shall
provide an assurance for all required subdivision
improvements in accordance with Article V of the Subdivision
Regulations.
3. The County Engineer has made comments in regards to the
drainage report and the preliminary plan as submitted, the
questions involving drainage have been addressed in the
documentation with the project engineer by staff, and
Planning and Zoning Commission is confident that all
concerns will be addressed and resolved to the County
Engineer I s satisfaction prior to submission of this
subdivision to the Board of Supervisors for Final Plat
actions.
4. The developer will make the same commitments for
improvements in the prospectus to the State Real Estate
Commission as is required for approval of this tract by the
Board.

5. Arizona Department of Environmental Quality approves
the connection of this subdivision to the Fort Mojave Tribal
Utilities Authority sewage facility.
6. Arizona Department of Health Services approves the
water supply and distribution system.
7. The water system will provide adequate flows for fire
protection. Fire hydrants conforming to the minimum County
standards shall be provided and located no more than seven
hundred fifty (750') feet apart and/or fire hydrants
acceptable to the Mohave Valley Fire Department at the
location(s) they prescribe.
8. Arizona Department of Water Resources determines that
there is an adequate water supply to serve this subdivision.
9. The owner/subdivider shall cause the drainage related
improvements to be completed as recommended by the project
engineer and outlined in the detailed drainage report.
10. A draft of the CC&R's shall be submitted.
11. Either a corporate entity or the CC&R's for this
project shall be formed/allow for provisions of perpetual
maintenance for this project's block walls, or any other
facility deemed private in nature.
12. Abandonment of a twenty-five (25') foot ingress/egress
easement along the north property line shall be approved
prior to final recordation.
13. A one (1') foot vehicular non-access easement with a
three (3') foot block wall shall be required along lots
fronting Evans Lane.
14. Contour interval shall be shown on the new preliminary
plan.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,

regular meeting on Monday,
February 4 ,
1991,
conditionally approved this preliminary subdivision plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
