RESOLUTION NO. 91-31 A RESOLUTION SETTING FORTH APPROVAL OF A FINAL SUBDIVISION PLAN FOR CHAPARRAL MESA, TRACT 3024-A, A SUBDIVISION WITHIN A PORTION OF THE N~ OF SECTION 28, TOWNSHIP 22 NORTH, RANGE 16 WEST, IN THE NORTH KINGMAN AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on Monday, January 21, 1991, a public hearing was conducted to determine the final subdivision plan for Chaparral Mesa, Tract 3024-A, located in the north Kingman area, and WHEREAS, the owner/subdivider of this tract is William Nugent Construction, an Arizona Corporation. The engineer of record on this project is Jack Stovall of Stovall Engineers, Inc., Riviera, Arizona, and WHEREAS, reviews have been received from the County Engineer/Floodplain Administrator, Mohave County Health Department, City of Kingman, Kingman Public Works Department, Ci tizens Utili ties Company, and Southern Union Gas Company and considered or incorporated in the evaluation of this final tract, and .' , . .PAGE 2 OF 5 , K 1846 PG 331 (FEEt91- 3968) Resolution No. 91-31 Page 2 WHEREAS, this subdivision is located on the north side of Thompson Avenue, one-half (.5) mile west of Highway 66 and lies between Tommie and Norrie Drives, and WHEREAS, the primary access to this residential lot subdivision is intended from Thompson Avenue, and WHEREAS, sewage disposal is intended to be taken care of through connection to the City of Kingman main line northeasterly from this tract. Each lot will be provided with a connection. Water will be supplied by the City of Kingman with connections to each lot, and WHEREAS, the conditional approval of this subdivision is based on the understanding of the Board of Supervisors that all streets within the subdivision will be constructed and paved with asphaltic concrete in accordance with Standard Specification #171, but in no case shall it be less than Mohave County Standards. Improvements will be made as recommended by the design engineer in the drainage reports; arrangements will be made to extend underground electric and telephone service to each lot and building footprint in accordance with Arizona Corporation " .~ . .PAGE 3 OF 5 BK 1846 PG 332 (FEE~91- 3968) Resolution No. 91-31 Page 3 Commission Regulations; all lots and street centerline monuments will be staked and monumented in accordance with Standard Specification #102; fire hydrants will be provided at locations prescribed by the Hualapai Valley Fire Department; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer, and the owner/subdivider is responsible for the completion of improvements and shall provide an assurance for all required subdivision impr~vements in accordance with Article V of the Subdivision Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board approves the said final plan conditional to the following: 1. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as is required for approval of this tract by the Board. A copy of the final report delivered to the Arizona State Real Estate Department shall be submitted to the county. 2 . Arizona Department of the water and sewer subdivision. Environmental Quality approves system installation for this 3. The water system will provide adequate flows for fire protection. Fire hydrants conforming to the minimum County standards shall be provided and located no more than seven hundred fifty (750') feet apart and/or fire hydrants acceptable to the Hualapai Valley Fire Department at the location(s) they prescribe. 4. A one (I') foot non-vehicle access with six (6') foot block wall shall be installed between Lot 1, the commercial lot, and the residential Lots 2-6. A one (1') foot non-vehicle access easement with a three (3') foot block wall shall be installed at the rear lot line of Lots 6-8, 11-13, 16-18, and 21-23 as they are II . .AGE ~ OF 5 K 1846 PG 333 (FEE#91- 3968) Resolution No. 91-31 Page 4 contiguous to Thompson Avenue, and the rear lot lines of Lots 23-24 as they are contiguous to Tommie Drive. 5. The owner/subdivider shall cause the drainage related improvements to be completed as recommended by the project engineer and outlined in the detailed drainage report as approved by the Staff; a grading plan shall be provided as a part of the improvement plans for this subdivision. 6. The final plat for Tract 3024-A including the Dedication will need to be properly executed and]Or ratified ~ all parties having any record title interest in the land being subdivided and included on this subdivision boundary. 7. An assurance and/or surety shall be provided in the amount of the approved cost estimabe for all required site improvements. 8. A title report corresponding to the actual area being subdivided, including the full right-of-way widths for Norrie and Tommie Drives. 9. The owner/subdivider shall incorporate the details of the privacy wall in the improvement plans and costs. NOW THEREFORE BE IT FURTHER RESOLVED, upon receipt of, or evidence that these conditions have been met, together with the executed mylars and appropriate recording fees, the Director of Planning and Zoning will obtain the necessary signatures from the County Departments and officials and cause the final plat to be recorded, and NOW THEREFORE BE IT FURTHER RESOLVED, that the rezoning of these lots shall be granted as per Board of Supervisors Resolution No. 90-126, and ., ,', ",', . .PAGE 5 OF 5 BK 1346 PG 334 (FEE:91- 3968) Resolution No. 91-31 Page 5 NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing has been met and published throughout this subdivision process and the public was afforded notice of this final action through advertisement of the Board of Supervisors' meeting for this date.
