A RESOLUTION SETTING FORTH APPROVAL. OF A PRELIMINARY SUBDIVISION
PLAN FOR GOLDEN ACRES SUBDIVISION, TRACT 3028, BEING THE S~
PARCEL 62 AND PARCELS 66, 67, AND 68, SECTION 18, TOWNSHIP 21
NORTH, RANGE 18 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE
COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on January 7, 1991, a public hearing was
conducted to
determine the
approval
of
the preliminary
subdivision plan and petition of exception for Golden Acres
Subdivision, Tract 3028, and
WHEREAS, this proposed subdivision is located approximately
six (6) miles west of the junction of Highways 93 and 68, and is
approximately one (1) mile south of Highway 68 on the
northwesterly intersection of Redwall Drive and Colorado Road.
The majority of this project's frontage is on Redwall Drive, and
WHEREAS, the preliminary plan depicts approximately 140
acres being subdivided into a total 103 individual residential
lots.
These lots will have a minimum lot size of one (1) acre
and a maximum lot size of 1.4 acres.
The overall density for
this project will be 1.4 dwelling units per acre, and

WHEREAS, the subject property is currently zoned A-R/10A via
Resolution P&ZC: 87-25.
The project is bordered by large
unsubdivided parcels on the north, east, and west, with Sun West
Acres bordering it on the south. The subdivision is designed to
that natural drainage ways and other topographic features are
retained in their natural state to the maximum extent possible.
The developer is assuring these required improvements will be
completed.
This subdivision is within the Valley Pioneer Water
District, and
WHEREAS, the owner/developer of this tract is Golden Valley
Investors, Bullhead City, Arizona, and
WHEREAS,
the
engineering
firm
responsible
for
the
preparation of the design of this subdivision is South pointe
Consultants of Bullhead City, Arizona, and
WHEREAS, The proposed development is currently vacant and
zoned A-R/I0A (Agricultural Residential/Ten Acre Minimum Lot
Size) .
Abandonment proceedings will be required to convert the
parcels to acreage, abandon the interior road easements, abandon
the north eight (8') feet of the roadway easement for Redwall.
The original request was to abandon the west eight (8') feet of
the roadway easement for Colorado Road, however, in a letter
written in October, 1990, the Public Works Department requested

full fifty (50') foot one-half (.5) right-of-way for Colorado
Road, and
WHEREAS, water service will be provided by Valley Pioneer
Water Company.
The developer has already purchased one hundred
(100) connections, and
WHEREAS, reviews have been received from the Mohave County
Environmental Health Department, Mohave County Public Works,
Valley Pioneer Water Company, Golden Valley Fire District, and
Arizona Highway Department, and considered or incorporated into
the evaluation of this tract, and
WHEREAS, this tract has been in process for over three (3)
years.
The Sketch Plan approval and submittal of the first
preliminary plans predates the requirement for paved roads in the
Building Code Overlay Zones, and
WHEREAS, Mr. Jim Neblett, P&Z Director, and Harold Ganyo,
Mohave County Engineer, met with Stuart Powell of South pointe
Consul tants, and Mr. Lynn Robison, developer, on November 28,
1990.
It was concurred that gravel roads would be approved for
the interior roads and for Redwall, and

WHEREAS, from Redwall to Highway 68 along Colorado Road,
paving with double pen chip and seal (or better) would be used.
"Better" could be cold mix utilizing a
lay down machine with
chip seal coat or two (2') inch hot mix with fog seal, and
WHEREAS, Citizens Utilities has requested that sixteen (16')
foot PUEs be shown on certain rear lot lines.
The developer is
also showing eight (8') foot PUEs along all front lot lines, and
WHEREAS, petitions of exception were submitted for the
following
deviations
to
the
Mohave
County
Subdivision
Regulations:
a. Blocks longer than 1320 feet.
b. Eight (8') foot easements at front of lots.
c. Cul-de-sac greater than 600 feet in length.
All of these items are related to the location, lot size,
and boundary configuration of this tract and are acceptable
variations for the circumstances.
WHEREAS, Planning and Zoning Commission recommend approval
of the petitions of exception request, and
WHEREAS, the Commission at their meeting on December 12,
1990 did recommend conditional approval of the preliminary
subdivision plan for Tract 3028, with the following noted:
1. A new preliminary plan be submitted for review and
approval prior to submittal of the final plat.

2. The owner/subdivider shall continue processing
abandonments of parcel boundaries and street easements
of old record of survey.
3. The owner/subdivider shall obtain matching right-of-
ways for all contiguous partial roadways and construct
required roadways.
4. Colorado Road from Redwall to Highway 68 shall be
constructed with full width section as per conditions
of concurrence detailed in this report.
5. The owner/subdivider shall receive concurrence from
ADOT to access details of Colorado Road and Highway 68.
Details should be included in construction plans
submitted with final plat.
6. A concrete block wall shall be constructed along
frontage where non vehicular access easements are shown
and included with improvement plans.
7. Designation of rear lot line PUE's shall be indicated
at appropriate intervals for identification on the
final plat.
8. Two pages are presented on this plat. One reads "Sheet
1 of 1", the second shall be labeled.
9. The road name "Post Drive" occurring north of Block F
is Collins Drive. Collins Drive exists at this
location across Golden Valley. Post Drive between
Blocks E & G should be "Post Way".
10. Street Naming Revisions:
Claudio Road to Claudio Way
Brian Loop cannot be house numbered as shown. Brian
Lane from Collins to Claudio. From Claudio to Colorado
named Brian Way.
11. The preliminary plat shall show the existing easement
of the Duval pipeline running within the right-of-way
of Colorado Road.
12.
The petition of exception asks for eight (8')
PUE's along lot frontages with a fifty (50')
building setback line on the rear of the
contiguous to the drainage parcel. An eight (8')
rear lot PUE is not necessary along that parcel.

13. Confirmation by Citizens Utilities shall be submitted,
on the location and design of the sixteen (16') foot
rear PUE' s, before submittal of the new preliminary
plan.
14. Staff is confident that all engineering concerns will
be addressed and resolved to the County Engineer's
satisfaction prior to the submission of this
subdivision to the Board of Supervisors for final plat
action. Should there be a substantial redesign of the
preliminary plan as presented due to changes in the
drainage plan, the owner/subdivider will be required to
submit a revised preliminary plan for review.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at
their
regular
meeting
on
Monday,
January
7 ,
1991,
conditionally approved this preliminary subdivision plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
