RESOLUTION NO. 91-71
A RESOLUTION AMENDING THE GOLDEN VALLEY AREA PLAN TO PROVIDE FOR
COMMERCIAL AND SINGLE FAMILY RESIDENTIAL USES IN A PORTION OF
SECTION 17, TOWNSHIP 21 NORTH, RANGE 18 WEST, TO BE PART OF THE
REVISED COMPREHENSIVE PLAN FOR MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on March 4, 1991, a public hearing was
conducted to consider amending the Golden Valley Area Plan. The
amendment will be to provide for commercial and single family
residential uses in a portion of Section 17, Township 21 North,
Range 18 West.
Section 17 is bounded by Colorado Road, Shipp
Drive, Verde Road, and Redwall Drive, in the Golden Valley area,
as outlined in Exhibit "A", and
WHEREAS, the Planning and zoning Commission is required to
recommend to the Board of Supervisors a County land use General
Plan which is designed to conserve natural resources, aid public
spending, and promote the health, safety, convenience, and
general welfare of the public, and
WHEREAS, Section 17 is located approximately five (5) miles
west of the Highway 68 and 93 junction and approximately one-half
(.5) mile south of Highway 68. Section 17 is bounded by Colorado
Road, Shipp Drive, Verde Road and Redwall Drive, and

WHEREAS, review of floodplain map #040058-2325B indicates
the presence of a major floodplain known as Cerbat Wash which
runs along the western edge of this section, and
WHEREAS, Rancho Verde Tracts 3011 & 3016 encompasses about
three-quarters (.75) of this section.
There remains a 16+ acre
parcel and some 1+ and 2+ acre parcels on Verde Road. The
majority of undeveloped land in this section, approximately 200
acres, has frontage on Colorado Road and Shipp Drive. One of the
forty acre parcels as yet undeveloped is the proposed site for
Friendly Golden valley Subdivision, Tract 3033. The forty acre
parcel on the southeast corner of Colorado Road and Shipp Drive
is proposed to be commercial. The forty acre parcel immediately
to the south is proposed to be part commercial and part
multifamily
with
the
dividing
line
being
the
natural
barrier/buffer of Cerbat Wash.
An additional proposal further
south is for a 23+ acre mobile home park, and
WHEREAS, the Planning staff conducted a public meeting on
January 23, 1991 in regards to this amendment. Turnout was light
and some comments were received concerning this proposal. The
commercial proposed for this section acreage is the first
proposed outside the Highway 68 frontage envelope. The location
at Colorado Road and Shipp Drive is a logical location in view of
the proposed road hierarchy, however, it was indicated that the

impact of an additional 60
acres of commercial acreage to the
Golden Valley area at this juncture would be premature. The
Commission recommends the commercial portion of this proposal be
postponed until the contract consultant who is working on the
revised General Plan can evaluate the future commercial potential
for the Golden Valley area, and
WHEREAS, the density impact of the multifamily portion of
this proposal is mitigated by the presence of Cerbat Wash and its
location on Colorado Road.
The Commission has no concerns
regarding the single family residential aspects of this area plan
amendment proposal, and
WHEREAS, the Commission recommend APPROVAL of a modified
proposal to amend the Golden Valley Area Plan which would allow
for single family and multifamily residential uses while in
effect tabling the commercial request for later consideration
during the consultants evaluation of land uses in the Golden
Valley area, and
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, and Mohave Valley News, on February 17,
1991 and posted February 20, 1991 as required by Arizona Revised
Statutes and the Mohave County Zoning Regulations, and

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, March 4, 1991 approved and
adopted this update of the South Mohave Valley Area Plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
