PAGE 1 OF ~ HOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 He RESOLUTION NO. 91-61 A RESOLUTION MODIFYING THE ADOPTED SOUTH MOlIAVE VALLEY AREA PLAN, AND GOLDEN VALLEY AREA PLAN, AMENDING THE DEDICATED PLAN TO PROVIDE FOR THE MOHAVE COUNTY WASTEWATER MASTER PLAN TO BE PART OF THE REVISED COMPREHENSIVE PLAN FOR MOHAVE COUNTY, ARIZONA WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on May 20, 1991, a public hearing was conducted to modify the adopted South Mohave Valley Area Plan, and Golden Valley Area Plan, amending the dedicated plan to provide for the Mohave County Wastewater Master Plan, as outlined in Exhibit "A", and Exhibit "B" known as Volume I - South Mohave Valley and Volume II - Golden Valley respectively, and WHEREAS, the Planning and Zoning Commission is required to recommend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, aid public spending, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, the development of this Wastewater Master Plan allows a blueprint for the future sewering of the South Mohave Valley Area and Golden Valley Area. Specifically the master plan for each area was to accomplish the following: (a) Provide an engineered program of major trunk lines that will cover the study ~. Resolution No. .61 . Page 2 area; (b) Recommend a long term method for treatment and disposal of the wastewater collected within the study area; (c) Analyze the feasibility of individual, prefabricated wastewater treatment plants within the study area. These "satellite" wastewater treatment and disposal plants would serve interim service areas and would be installed and operated by private developers. As sewer service from a larger regional system becomes. available, the satellite plants would be removed and the interim sanitary service areas would be dissolved and connected to the regional system. The master plan also addresses transitional methods that may be utilized to move from individual on site systems to larger networks, and WHEREAS, through the use of this master plan blueprint the Arizona Department of Environmental Quality (ADEQ) and the State Corporation Commission will coordinate the implementation of the plan, and WHEREAS, both State agencies have stated that the adoption of the Mohave County Wastewater Master Plan into the County 's General Plan will act similarly to a 208 Plan, and WHEREAS, the study area for the South Mohave Valley Area encompassed an area 7,035 acres in size, from the Bullhead City limi ts south to Joy Lane, having a width of approximately 3.5 miles, and WHEREAS, the South Mohave Valley Area was treated differently than the Golden Valley Area due to size and other PAGE 2 OF 4 BK 1893 PG 83 (FEE~91-25636) .. . Page 3 physical differences such as depth to ground water, and soil types, however, the concept and structure of the plan is similar, and WHEREAS, the overall study area in Golden Valley was approximately 24 miles long, with width variations of 13 miles near the center, 8 miles at the south end and 6 to ~3 miles at the north end, and WHEREAS, the Golden Valley plan was divided into three tiers. Tier I was concentrated as the most likely to develop into high densities due to infrastructure availability. Tiers II and III were limited to major trunk line corridors to assure long range planning, and WHEREAS, the tier I study area in the Golden Valley Plan is 54,326 acres in size and if completely developed would house in excess of 200,000 population, therefore, a concentration of effort limiting design to tier I was felt adequate for the Master Plan Update, and WHEREAS, the Planning Commission held a public hearing on February 13, 1991 to take public input on the proposal and amendment to the General Plan. The hearing on the issue lasted three (3) hours, some modifications were made after hearing testimony. The Planning Commission on a vote of seven to three recommended APPROVAL of the modified proposal to amend the South Mohave Valley Area Plan and Golden Valley Area Plan and County General Plan to include the Mohave County Wastewater Master Plan PAGE J OF ~ BK 1893 PG 8~ (FEEt91--2S636) ,- ... .v . Resolution No. 91-61 4 Page 4 as provided in Exhibit "A" and "B" known as Volume I & II respectively, and WHEREAS, on March 4, 1991 the Board of Supervisors held a public hearing and after discussion continued the final determination to March 25, 1991 allowing for additional individual study of the Plan update. On March 25, 199.1 the Board of Supervisors held a public hearing and after discussion continued the final determination to April 15, 1991; then continued the final determination to May 20, 1991 for further additional individual study of the plan update, and WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, and Mohave Valley News, on April 5, 1991 and posted April 2, 1991 as required by Arizona Revised Statutes and the Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting on Monday, May 20, 1991 approved and adopted this update of the South Mohave Valley Area Plan, the Golden Valley Area Plan and the County General Plan as recommended by the Mohave County Planning and Zoning Commission MORAVE COUNTY BOARD OF SUPERVISORS LO<<~b~/~~./ PAGE 4 OF 4 BK 1893 PG 85 (FEE~91-2S636)
