PAGE 1 OF 4 MOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE <- flC- RESOLUTION NO. 91-110 A RESOLUTION SETTING FORTH APPROVAL OF A FINAL SUBDIVISION PLAN FOR MESA VISTA, TRACT 4117, BEING THE W~ SW~ SECTION 24, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MOHA VE VALLEY, MOHAVE COUNTY, ARIZONA WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on Monday, April 1, 1991, a public hearing was conducted to determine the final subdivision plan for Mesa vista, Tract 4117, located in South Mohave Valley Area, and WHEREAS, the owner and subdivider is Black Mountain Development of Bullhead City. The engineer responsible for the preparation of the drainage report and design of this subdivision is Frank Holland of Holland West Inc., Denver,Colorado and Bullhead City, Arizona, and WHEREAS, this subdivision is located five one (1) mile east of Highway 95, and is between Camp Mohave Road and El Rodeo Road with El Rodeo Road as the primary access, and WHEREAS, reviews have been received from the County Engineer, Mohave County Health Department, Mohave County Treasurer, Fort Mohave Mesa Fire Department, Citizen's Utilities Telephone Company, Mohave Electric Cooperative, Arizona . Page 2 Department of Transportation, Southwest Gas, Bermuda Water Company, and incorporated into the evaluation of this final tract, and PAGE 2 OF 4 BK 1871 PG 107 (FEE~91-15555) WHEREAS, the conditional approval of this subdivision is based on the understanding of the Planning and Zoning Commission that all streets within the subdivision will be constructed and paved with asphaltic concrete in accordance with Standard Specifications #171 and #101.10D or better; the streets shall include curb and gutter; a water supply and distribution system including fire flow will be constructed to serve each lot; grading and drainage related improvements will be made to extend underground electric and telephone service to each lot in accordance with Arizona Corporation Commission regulations and as recommended by the design engineer in the submitted drainage reports; as approved by Public Works Department, run off will be contained within tract boundaries; approval for water system and sewage disposal shall be obtained from the Arizona Department of Environmental Quality prior to recording any phase of the Final Plat; water availability statement to be obtained from the Arizona Department of Water Resources; all lots and street centerline monuments will be staked and monumented in accordance with Standard Specification #102; fire hydrants will be provided at locations prescribed by the Fort Mohave Mesa Fire Department; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer, and; the owner/subdivider is responsible for the completion of . ~, '" ,; Resolution No. 9.10 . Page 3 improvements and shall provide assurance for required subdivision improvements in accordance with Article V of the subdivision regulations, and PAGE 3 OF 4 BK 1871 PG 108 (FEE~l-l5555) WHEREAS, the area included within this tract is wi thin a FEMA designated floodplain. A residential portion of the project is designated as Zone C and the balance is Zone AO, and WHEREAS, review letters from Citizens Utilities Company and Mohave Electric Cooperative indicate installation of both electric service and telephone facilities will be available, and NOW THEREFORE BE IT RESOLVED, that the Board approved the Final Subdivision Plan for Tract 4117, conditional to the following: 1. The developer will make the same commitment for improvements in the Subdivision Questionnaire to the Real Estate Commission as required for approval of this tract by the Board. A copy of the draft and final report delivered to the Arizona State Real Estate Department shall be submitted to the county. 2. Arizona Department of Environmental Quality approves the water supply and distribution system. The water distribution system will be designed and constructed in accordance with Arizona Department of Environmental Quality standards and requirements. 3. Arizona Department of Water Resources determines that there is an adequate water supply to serve this subdivision. 4. The final plat for Tract 3016-D including the dedication will need to be properly executed andJC)r ratified Qy all parties having any record title interest in the land being subdivided and included on this subdivision. 5. A revised copy and signed CC&R's showing provisions for perpetual maintenance of the block wall for sides and fronts of lots along Mountain View Road. 7. Two (2) copies of a preliminary title report dated and issued by a title insurance company within the preceding thirty (30) working days shall be submitted or a revised Polic.y of Title Insurance, dated within the preceding thirty (30) working days, showing accurate property description coinciding to that shown on the map. 8. Map data shall clarify block numbers and show area and purpose of all parcels, show parcel C on both sides of the thirty (30') foot P.D.E. and show the 8 foot P.D.E. on all lots. NOW THEREFORE BE IT FURTHER RESOLVED, upon receipt of, or evidence that these conditions have been met, together with the executed mylars and appropriate recording fees, the Director of Planning and Zoning will obtain the necessary signatures from the County Departments and officials and cause the final plat to be recorded, and NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing has been met and published throughout this subdivision process 'c was afforded notice of this final action through Board of Supervisors' meeting for this date.
