' , RESOLUTION NO. 91-94 A RESOLUTION MODIFYING THE ADOPTED SOUTH MOHAVE VALLEY AREA PLAN, AMENDING THE DEDICATED PLAN TO PROVIDE FOR COMMERCIAL, MULTIFAMILY, AND SINGLE FAMILY RESIDENTIAL USES IN SECTION 23, TOWNSHIP 18 NORTH, RANGE 22 WEST, TO BE PART OF THE REVISED COMPREHENSIVE PLAN FOR MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 1, 1991, a public hearing was conducted to modify the adopted South Mohave Valley Area Plan, amending the dedicated plan to prov ide for commercial, mul tifamily and single family residential uses in Section 23, Township 18 North, Range 22 West. Section 23 is bounded by Highway 95, King Street, Mountain View Road, and Hulet Avenue, located in the South Mohave Valley area, as outlined in Exhibit "A", and WHEREAS, the Planning and Zoning Commission is required to recommend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, aid public spending, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, Section 23 is located approximately 7 miles south of Bullhead City and has frontage on the east side of Highway 95. . . 2 OF 1871 PG 5 64 (FEEt91-15542) .. Resolution No. 91-94 Page 2 The section is bounded by Highway 95, King Street, Mountain View Road and Hulet Avenue. Review of floodplain maps #040058-2605C & 2610C indicates portions of this section to be in a designated flood zone, and WHEREAS, current land uses consist of mostly vacant land, some commercial at the corner of King Street and Highway 95, The Willows at Cimmaron Lake, Unit One, Tract 4063 in the S~ NW~ of the section and Monte Vista Estates, Tract 4010 which extends along the north side of King Street. The development which ini tiated this amendment proposal is known as Cimmaron Lake, Tract 4130. This development encompasses 293 acres or 45% of the section. The proposal is for a mixture of uses comprised of commercial (49 acres) along Highway 95, multifamily (26 acres) east of the commercial and the remainder of the project (218 acres) being single family residential, and WHEREAS, the Planning and Zoning Commission has received very little response from letters sent to surrounding property owners. The only response received was from an owner who has 120 acres in the north half of the section. She has indicated a desire to have her acreage designated as C-RE and wishes to establish a historical park with accompanying commercial and some residential uses. The site is called Soto Ranch and the owner indicated to the Commission that this site was one of the first . . 30F 5 1871 PG 65 (FEEt91-15542) , Resolution No. 91-94 Page 3 ranches in the area. The owner will submit further documentation to the Commission in order to further delineate her future intentions for this parcel, and WHEREAS, the Planning Commission recommend APPROVAL of the original proposal to amend the South Mohave Valley Area Plan as shown on Exhibit "A" with the additional provision that the northern one hundred twenty (120) acres be designated as S-D(C- RE) (Special Development/ Commercial-Recreation). In addition, the existing easement for the Transwestern and Four Corners pipelines be designated as open space and in review of current and future development plans that the Planning staff and developers consider the incorporation of pedestrian paths contiguous to and connecting these and other proposed open space areas, and WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, and Mohave Valley News, on March 17, 1991 and posted March 18, 1991 as required by Arizona Revised Statutes and the Mohave Cou~ty Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April 1, 1991 approved and adopted this update of the South Mohave valley Area Plan as . . 4 OF 1871 PG 5 66 (FEEt91-15542) Resolution No. 91-94 Page 4 recommended by the Mohave County Planning and zoning Commission and outlined herein.
