A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION
PLAN FOR TOPOCK SPRINGS ESTATES, TRACT 4125, BEING A SUBDIVISION
OF THE NW~ SECTION 23, TOWNSHIP 16 NORTH, RANGE 21 WEST, LOCATED
IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on April 1, 1991, a public hearing was
conducted to determine the
approval of
the preliminary
subdivision plan for Topock Springs Estates, Tract 4125, and
WHEREAS, the owner/developer of this tract the Jordan Family
Trust, Phoenix, Arizona.
The engineering firm responsible for
the preparation of the overall plan and the drainage study is A-N
West, Incorporated of Bullhead City, Arizona, and
WHEREAS, this proposed subdivision is located along the west
side of Highway 95, approximately one (1) mile south of Marina
Drive and the junction of the Oatman-Topock Highway in the Golden
Shores area.
Moreover, this project is located approximately
twenty-four (24) miles south of Bullhead City.
Access to this
project will be provided via Highway 95 on the eastern border,
south to Pecos Drive located on the northern border, Golden
Shores Parkway on the western border and a collector street

approximately 450 feet north of the southern property boundary,

WHEREAS, this project consists of approximately eighty-two
(82) acres divided into six (6) parcels which will be developed
into a travel trailer park and both multifamily and commercial
land uses.
The developer is proposing several linear parks as
green belt areas for open spaces and recreation.
These open
spaces will be maintained by the development's homeowners
association, and
WHEREAS, this project site is bordered on the west by U.S.A.
land, on the south by Arizona State land, on the north by Golden
Shores Unit 2 and unsubdivided property, and on the east by
unsubdivided property, and
WHEREAS, the single most noticeable feature in this project
is the sixty (60') foot El Paso Gas easement. This line bisects
the development from the southeast corner, northwesterly to the
northwest corner. El Paso Natural Gas will need to be contacted
by the developer concerning the proposed use of their easement,
and
WHEREAS, the developer is proposing to develop this property
in phases.
Moreover, it is expected that the multifamily area
will be developed as Phase I and the travel trailer park as the
final phase. The proposed off-site wastewater treatment facility
shall be required to be constructed with the first phase of

development to ensure the public's health, safety, and welfare,
and

WHEREAS, the Commission at their meeting on March 13, 1991
did recommend conditional approval of the preliminary subdivision
plan for Tract 4125, with the following noted:
1. A petition of exception was not submitted; however, if
required for final map phases, then said petitions
shall be processed prior to approval of that final map
phase.
2. The conditional approval of this subdivision is based
on the understanding of the Plannlng and Zoning
Commission that all streets within the subdivision will
be constructed and paved with asphaltic concrete in
accordance with Standard Specifications #171 and
#101.10D or better; the streets shall include curb and
gutter; a water supply and distribution system
including fire flow will be constructed to serve each
lot; grading and drainage related improvements will be
made to extend underground electric and telephone
service to each lot in accordance with Arizona
Corporation Commission regulations and as recommended
by the design engineer in the submitted drainage
reports; as approved by Public Works Department, run
off will be contained within tract boundaries;
approval for water system and sewage disposal shall be
obtained from the Arizona Department of Environmental
Quality prior to recording any phase of the Final Plat;
water availability statement to be obtained from the
Arizona Department of Water Resources; all lots and
street centerline monuments will be staked and
monumented in accordance with Standard Specification
#102; fire hydrants will be provided at locations
prescribed by the Golden Shores Fire Department;
street name and regulatory signs will be installed in
accordance with the requirements of the Mohave County
Subdivision Regulations and as recommended by the
design engineer and; the owner/subdivider is
responsible for the completion of improvements and
shall provide assurance for required subdivision
improvements in accordance with Article V of the
subdivision regulations.
3. The developer will make the same commitments for
improvements in the prospectus to the State Real Estate
Commission as is required for approval of this tract by
the Board.

4. A corporate entity (or entities) for this project shall
be formed to allow for provisions of perpetual
maintenance for this project's block walls, park areas,
wastewater treatment plant, or any other facility
deemed private in nature, as detailed in the CC&R' s .
Moreover, the articles of incorporation, forming the
property owner's association, shall be submitted.
5. A draft copy of the CC&R's shall be submitted with the
NEW PRELIMINARY PLAT.
6. Where roads are contiguous to property lines, a
vehicular non-access easement and barrier shall be
provided in the form of a 6' block wall, or other
alternatives acceptable to the Planning and Zoning
Director, except for driveways and El Paso Gas line
easement.
7. Prior to submittal of any final map phase, the
additional forty-two (42') foot right-of-way for Pecos
Drive and Golden Shores Parkway shall be obtained.
8. Prior to approval of any final map phase, the
requirements of Public Works Department regarding
drainage and grading shall be approved.
~. The site area for the wastewater treatment plant must
be precisely defined and title report, etal, provided
and this parcel must be irrevocably joined with this
tract on all maps and documents prior to approval of
the first final phase and all additional final phases
of this map.
10. Improvement plans for the sewage disposal system shall
be included with the first phase of a final submittal
and trunk lines and sewage plan included in design and
costs.

12. The Special Development (SD) plan shall be submitted
for each phase of development prior to the cutoff for
the Planning and Zoning Commission meeting at which the
request is desired to be heard. The multifamily
parcels shall be submitted as a separate SD plan for
review simultaneous to the above submittal.
13. Details and approval of the travel trailer park must be
submitted and processed after and separately from final
plat approval for Parcel "A".

17. Five prints of a NEW PRELIMINARY PLAN shall be
submitted prior to final plan submittal in order that
the Planning Director may determine whether or not the
proper revisions have been completed as outlined in
this resolution.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, April 1, 1991, conditionally
approved this preliminary subdivision plan as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
