A RESOLUTION SETTING FORTH APPROVAL OF A FINAL SUBDIVISION PLAN
FOR HUALAPAI FOOTHILL ESTATES, TRACT 3003-C, A SUBDIVISION OF A
PORTION OF SECTION 21, TOWNSHIP 21 NORTH, RANGE 16 WEST, G&SRB&M,
LOCATED IN THE KINGMAN AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the special meeting of the Mohave County Board
of Supervisors held on June 17, 1991, a public hearing was
conducted to determine the final subdivision plan for HUALAPAI
FOOTHILL ESTATES, Tract 3003-C, in the Kingman area, and
WHEREAS, the owners and subdividers are Lance Gavin, Grant
Holyoak, Carl Wright, and Robert & Irma England, Kingman Arizona.
The engineer responsible for the preparation of the drainage
report and design of this subdivision is Nathaniel J. Devlin,
P.E., L.S. of Kingman, Arizona, and
WHEREAS, the subdivision is located along the southeasterly
boundaries of the City of Kingman and lies between Southern
Avenue and Dakota Avenue.
The main access is Hualapai Mountain
Road and Seneca Street to Dakota Avenue, and
WHEREAS, reviews have been received from the County
Engineer, County Attorney, Mohave County Health Department,City
of Kingman Engineering Department, Citizen's Utilities Electric

and Telephone Divisions,

Treasurer and considered and incorporated into the evaluation of
this tract, and
WHEREAS,
approval
of
this
tract
is
based
on
the
understanding of the Commission and Board of Supervisors that all
streets within this subdivision will be improved and constructed
with asphaltic concrete in accordance with Standard Specification
#171, with twenty-four (24') foot paving, two (2") inches of
asphal tic concrete over a six (6") inch compacted base; water
will be supplied by the City of Kingman and each lot will be
served by an approved public water supply and distribution
system; grading and drainage improvements will be provided as
recommended by the project engineer as necessary so lots will be
free from flooding in the event of a 100-year storm; all lots and
street centerlines will be staked and monumented in accordance
with Standard Specification #102; fire hydrants will be provided
at locations prescribed by the City of Kingman Fire Department;
street names and regulatory signs will be installed as required;
all lots will be served by individual sewage disposal systems
subject to approval by County and State Health Departments;
electric and telephone services will be supplied to each lot in
accordance with Arizona Corporation Commission Regulations, and
WlIEREAS, the area included within this tract is not within a
FEMA designated floodplain. The entire project is designated as
Zone C, and

NOW THEREFORE BE IT RESOLVED, that the Board approves the
said Final Plan conditioned to the following:
1. The developer will make the same commitment for
improvements in the Subdivision Questionnaire to the
Real Estate Commission as required for approval of this
tract by the Board.
2. Arizona Department of Environmental Quality approves
the water supply and distribution system.
3. Arizona Department of Environmental Quality approves
the use of individual sewage disposal systems for this
subdivision.
4. Arizona Department of Water Resources determines that
there is an adequate water supply to serve this
subdivision.
5. The final plat for Tract 3003-C includi!!.9: the
Dedication will need to be properly executed and/!}r
ratified ~ all parties having any record title
interest in the land being subdivided and included on
this subdivision.
6. The access to this tract lies on dedicated public roads
which adequately satisfies the Mohave County ordinance
requirement for access.
7. Public utility easements and drainage easements shall
be depicted on or across all lots where determined by
the design and they shall be properly noted on the
dedication statement on the final plat.
8. An Assurance and/or surety has been provided in the
amount of the approved cost estimate for all required
site improvements.
NOW THEREFORE BE IT FURTHER RESOLVED, upon receipt or
evidence that these conditions have been met together with the
executed mylars and appropriate recording fees, the Director of
Planning and Zoning will obtain the necessary signatures from the
County Departments and officials and cause the final plat to be
recorded.

NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing
has been met and published throughout this subdivision process
and the public was afforded notice of this final action through
advertisement of the Board of Supervisors' meeting for this date.
