A RESOLUTION SETTING FORTH CONDITIONAL APPROVAL OF A REQUEST TO
ABANDON A SEVENTY ( 70 ') FOOT ROADWAY KNOWN AS WAGON WHEEL DRIVE
BETWEEN AIRWAY AVENUE AND DIAMOND JOE ROAD IN ORDER TO FACILITATE
THE DEVELOPMENT OF VISTA BELLA, TRACT 3039, SECTION 10, TOWNSHIP
21 NORTH, RANGE 16 WEST, LOCATED IN THE KINGMAN AREA, MORAVE
COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held June 3, 1991 a public hearing was conducted
to determine whether approval should be granted to A-N West, Inc.
of Bullhead City, Arizona, for abandonment of a seventy (70')
foot roadway known as Wagon Wheel Drive between Airway Avenue and
Diamond Joe Road in order to facilitate the development of VISTA
BELLA, Tract 3039, located in the Kingman area, and
WHEREAS,
Vista Bella Unit 1,
a planned residential
community, is located within the NW~ of Section 10 approximately
one-half (.5) mile east of Kingman. Access is provided primarily
via Andy Devine Avenue and Louise Avenue, then approximately one
(I) mile east to eastern, then north approximately one (1) mile
to Railroad Street, then approximately one (I) mile north east
along Railroad Street to Airway Avenue, then approximately one
and on-quarter (1.25) mile east to the southeast corner of Airway
Avenue and Prospector, then approximately one-quarter (.25) mile
south or east to this projects boundary. This subdivision is a

subdivision of the Kingman Ranch Unit 2 Parcel Plat. The
property lines establishing those parcels of land shall be
abandoned prior to this project being recorded as a Final. Valle
Del Sol occupies the NW~ NW~ Section 10 and will tie into this
project's street circulation, and
WHEREAS, the project consist of approximately 107 acres
divided into four (4) Phases, three (3) of which will be
developed into
single-family residential uses with the fourth
reserved as a fourteen (14) acre commercial site, and
WHEREAS, the developer, MAVIT Corporation, proposes single-
family, 10,000 square foot minimum residential lots with the
neighborhood commercial site.
Waste water treatment for this
project is provided by individual on-site waste water treatment
and disposal systems consisting of septic tanks and disposal
trenches, and
WHEREAS, Section 10, as well as Sections 3, 4, & 9 are
currently being considered for annexation by the City of Kingman.
Staff has researched this proposal and has discovered that 10 to
20 signatures are needed for a fifty-one (51%) percent approval
ratio for this annexation to move forward.
Furthermore, staff
feels that the processing of this subdivision should continue
because it is not known how long it will take for these

signatures to be obtained.
The subdivider is adhering to the
City's subdivision standards so as to facilitate a smoother
transition into the city's jurisdiction, and
WHEREAS, this petition for abandonment is being requested in
order to accommodate the design of this proposed subdivision. An
abandonment of seventy (70')
foot roadway on the eastern border
of this subdivision known as Wagon Wheel road as it heads north
is necessary before the Final can be recorded.
The abandonment
of this roadway will not adversely affect the traffic circulation
in the area, and
WHEREAS, a public hearing before the Mohave County Planning
and
Zoning
Commission on

conditions noted:

upon recordation of the final plat for Vista Bella,
Tract 3039, or the phase/phases of the plat
necessitating this abandonment.

relevant phase, does not occur wi thin one (1) years
time, the above referenced area shall remain in it's
original form.

WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, on May 19 and 26, 1991, and posted May
17, 1991 as required by the Arizona Revised Statutes and the
Mohave County zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, June 3, 1991 approved this
abandonment request as recommended by the Mohave County Planning
and Zoning Commission, subject to the condition outlined herein.
