RESOLUTION NO. 91-263 A RESOLUTION AMENDING THE ADOPTED SOUTH MOHAVE VALLEY AREA PLAN TO PROVIDE FOR MULTIPLE FAMILY RESIDENTIAL/MOBILE HOME PARK USES IN A PORTION OF THE NW~ SECTION 25, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MOHAVE VALLEY, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October 7, 1991, a public hearing was conducted to amend the adopted South Mohave Valley Area Plan to provide for multiple family residential/mobile home park uses in a portion of the NW~ Section 25, Township 19 North, Range 22 West, bounded by El Rodeo Road, Joy Lane, Mountain View Road and Vanderslice Road, in the South Mohave Valley area, and WHEREAS, the Planning and Zoning Commission is required to recommend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, to insure efficient expenditure of public funds, and promote the heal'th, safety, convenience, and general welfare of the public, and WHEREAS, Section 25 is located approximately two (2) miles south of Bullhead City's southernmost border and approximately one (1) mile west of Highway 95. Section 25 is bounded by El Rodeo Road, Vanderslice Road, Joy Lane and Mountain View Road, and . . Resolution 91-263 Page 2 PAGE 2 OF 4 BK 1957 PG 365 (FEE~91-55280) WHEREAS, review of floodplain map #0400S8-2445C indicates portions of this section to be within a major designated floodplain. Current Section 25 land uses consist of three (3) recorded subdivisions, eight (8) proposed subdivisions in final or preliminary stages, El Rodeo villas mobile home park and approximately fifty (50) acres of unsubdivided land. The current area plan indicates the majority of this section to be single family uses. Exceptions are the airstrip being part of the recorded Sun Valley Airport, some multiple family and commercial as part of the proposed Charisma, Tract 4109 subdivision and the multiple family designation now developed as El Rodeo Villas mobile home park, and WHEREAS, the applicant desires to amend the plan for a portion of the ten (10) acres of unsubdivided land in the northwest corner of the section. The amendment would provide for the expansion of the current El Rodeo Mobile Home Park west to Mountain View Road. The expansion would allow for the park to connect to a sanitary sewer line being provided by the applicant. The current plan indicates the area is designated for single family residential uses. Modification of the area plan would allow a two (2) acre parcel to be zoned R-MH (Residential Mobile Homes) and allow the proposed expansion, and WHEREAS, a public meeting to receive input from the surrounding property owners was held on September 5, 1991 at the . . Resolution 91-263 PAGE 3 OF 4- Page 3 BK 1957 PG 366 (FEE~91-55280) Joy Lane Elementary School at 7:00 p.m. which the Planning Commission took into consideration while evaluating the requested change, and WHEREAS, the Planning and Zoning Commission at their meeting on September 11, 1991 did recommend APPROVAL of the original proposal to amend the South Mohave Valley Area plan to provide for multiple family/mobile home park uses in a portion of Section 25, Township 19 North, Range 22 West as shown on Exhibit "A", and WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on September 20, 1991 and in the Mohave Valley News and posted September 20, 1991 as required by Arizona Revised Statutes and Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, October 7, 1991, approved and adopted this amendment to the South Mohave Valley Area Plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
