A RESOLUTION AMENDING THE ADOPTED SOUTH MOHAVE VALLEY AREA PLAN
TO PROVIDE FOR COMMERCIAL, MULTIPLE FAMILY AND SINGLE FAMILY
RESIDENTIAL USES IN A PORTION OF SECTION 23, TOWNSHIP 17 NORTH,
RANGE 22 WEST, LOCATED IN THE SOUTH MOHAVE VALLEY, MOHAVE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on October 7, 1991, a public hearing was
conducted to amend the adopted South Mohave Valley Area plan to
provide for commercial, multiple family and single family
residential uses in a portion of Section 23, Township 17 North,
Range 22 West, being southeast of the Barrackman Road and
Plantation Drive intersection, south of Agua View, Tract 1051 and
Agua Vista Acres, Tract 1036, in the South Mohave Valley area,
and
WHEREAS, the Planning and Zoning Commission is required to
recommend to the Board of Supervisors a County land use General
Plan which is designed to conserve natural resources, to insure
efficient expenditure of public funds, and promote the health,
safety, convenience, and general welfare of the public, and
WHEREAS, Section 23 is located twenty (20) miles south of
Bullhead City's southernmost border.

from State Highway 95 and Higgen's Corner, south one (1) mile to
the intersection of Barrackman Road and Plantation Drive.
Section 23 is bounded by Plantation Drive on the north, Mountain
View Road on the east, Riverfront Parkway and the Colorado River
on the west, with vacant, undeveloped land on the south. The
1905 Colorado River meander line bisects this section, and
WHEREAS, review of floodplain map #040058-261SC indicates
portions of this area to be in a minor designated floodplain with
land west of the levee to be in a major designated floodplain.
Current uses consist of Agua View, Tract 1051 and Agua Vista
Acres, Tract 1036, Colorado Riverfront Terrace Unit I, Tract 4082
and the recently proposed Colorado Riverfront Terrace Unit I I,
Tract 4135. The remainder of surrounding land is state land that
is being leased/purchased by the developer and is proposed to be
developed as The Coves at River Terrace, Tract 4139, and
WHEREAS, the applicant has requested this change in order to
facilitate the development of The Coves at River Terrace, Tract
4139.
This 182 acre tract proposes a mixture of multifamily,
single family and commercial uses.
The commerc ial uses are
proposed to occupy the southeast corner of Barrackman Road and
Plantation Drive extending south approximately 1,300 feet. The
proposed multifamily is located west of the commercial and along
a portion of the north and west shore of a proposed man-made
lake.
In addition, there are a number of designated open space
areas interspers80 among the project, and

WHEREAS, a public meeting to receive input from the
surrounding property owners was held on September 4, 1991 at the
Fort Mojave Fire station at 7:00 p.m.
The results of this
meeting were positive by those who attended, and
WHEREAS, there is additional proposed development (T~ngerine
Terrace) in Section 23 immediately south of The Coves at River
Terrace, and
WHEREAS, the Planning and Zoning Commission at their meeting
on September 11, 1991 did recommend APPROVAL of the original
proposal to amend the South Mohave Valley Area Plan to provide
for commercial, multiple family and single family residential
uses in a portion of Section 23, Township 17 North, Range 22 West
as shown on Exhibit "A".
The Commission also recommended an
additional
provision
that
the
proposed
Tangerine
Terrace
subdivision be included in this proposal and designated single
family residential.
In addition, the area south of the proposed
Coves at River Terrace site also be designated single family
residential, and
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona on September 20, 1991 and in the Mohave
Valley News and posted September 20, 1991 as required by Arizona
Revised Statutes and Mohave County Zoning Regulations, and

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, October 7, 1991, approved and
adopted this amendment to the South Mohave Valley Area Plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
