A RESOLUTION SETTING FORTH THE REZONING OF A PORTION OF PARCEL
531, STOCKTON HILL RANCHES, UNIT 11, SECTION 7, TOWNSHIP 22
NORTH, RANGE 16 WEST, FROM: A-R/I0A (AGRICULTURAL RESIDENTIAL/TEN
ACRE MINIMUM LOT SIZE) ZONE, PROPOSED TO BE: A-R/3A (AGRICULTURAL
RESIDENTIAL/THREE ACRE MINIMUM LOT SIZE) ANDA-R!4A (AGRICULTURAL
RESIDENTIAL/FOUR ACRE MINIMUM LOT SIZE) ZONE, LOCATED IN THE
KINGMAN AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on September 3, 1991, a public hearing was
conducted to determine whether approval should be granted to
Jason P, and Theresa A. Minter of San Diego, California for a
zone change from the existing A-R/10A to A-R!3A and A-R/4A zoning
on a portion of Parcel 531, Stockton Hill Ranches, Unit 11,
Section 7, Township 22 North, Range 16 West, bounded by Calle
Castano, Calle Blanca, Illinois and Kentucky Drives in the
Kingman area, and
WHEREAS, Section 7 is located approximately three (3) miles
north of the Butler area and east of Stockton Hill Road. The
subject property is accessed from Stockton Hill Road via Cactus
Wren Drive (approximately four (4) miles north of Northern
Avenue) east approximately one and one-half (1.5) miles to Cherum
Road thence north approximately one-half (.5) mile to Calle

Castano thence east 5000 feet to Illinois Drive thence south
approximately 826 feet on the east side qf the road, and
WHEREAS, review of floodplain map #0400S8-215SB indicates
this twenty (20) acre lot to be clear of a designated floodplain.
This parcel is currently vacant.
Surrounding land uses consist
of mostly vacant land with some residential uses.
Surrounding
properties are twenty and forty acre parcels
The applicant
desires to split this parcel into three parcels one approximately
5 acres and two approximately three acres in size, and
WHEREAS, this case was recommended for denial by the
r"~ Commission on the May 8, 1991 agenda, however, the applicant's

! \ representative requested a continuance, from previous meetings,
so his client could be present to speak for the case, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on August 14, 1991, the Commission
recommended APPROVAL of a modified zone change from A-R/10A to A-
R/4A & 3A and resultant lot split contingent upon the following
conditions:

1. The northern parcel be zoned A-R/4A (Agricultural-
Residential/Four Acre Minimum Lot Size). The southern
parcels be zoned A-R/3A (Agricultural-Residential/Three
Acre Minimum Lot Size). (Net acreage is 10.97 acres
which would be insufficient for the applicants original
request. )
Submittal and recordation of a Parcel Plat prepared in
accordance with Article 3.16 of the Mohave County
Subdivision Regulations.

3. The establishment of a m1n1mum lot size based on the
size of parcels per the recorded Parcel Plat.

4. Each parcel shall have legal access.
5. The southern parcels shall meet or exceed three (3)
acres exclusive of road easements.
6~ The northern parcel shall meet or exceed four (4) acres
exclusive of road easements.
7. The Parcel Plat shall show any surface drainage and
FEMA designated flood zones.
8. That the Board of Supervisors accept the dedication of
a thirty (30') foot right-of-way and eight (8') foot
Public Utility Easement (PUE) as they are contiguous to
the eastern and western property lines of this parcel,
being respectively Kentucky and Illinois Drives. This
shall be approved through the; recording of the
resolution authorizing this zone change, and that the
dedication statement and dedication 'be shown on the
Parcel Plat.
9. No building/zoning permits shall be issued until after
Parcel Plat recordation.
10. The rezone shall not become effective for at least
thirty (30) days after final approval of the change in
classification by the Board of Supervisors,', being
October 3, 1991, as per ARS 11-829E.
11. I f these conditions are not met within one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the rezoning shall schedule a
public hearing to grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its former zoning
classification in accordance ,with : Arizona Revised
Statutes Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, on August 18, 1991, and posted August 16,
1991 as required by Arizona Revised Statutes, and the Mohave
County Zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Tuesday. September 3, 1991 approved
this change in zoning as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
