PAGE 1 OF 7 MOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 He ... . , RESOLUTION NO. 91-248 A RESOLUTION AMENDING THE MOHAVE COUNTY GENERAL PLAN TO PROVIDE A MIXTURE OF COMMERCIAL, PUBLIC USES, MULTIFAMILY, AND SINGLE FAMILY RESIDENTIAL USES, STREET PROJECTIONS AND DRAIN CHANNEL PROJECTIONS, TO BE PART OF THE REVISED GENERAL PLAN FOR (NORTH KINGMAN AREA) MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September 3, 1991, a public hearing was conducted to amend the Mohave County Master Plan to provide for a mixture of commercial, public uses, multifamily, and single family residential uses and major street and drainage alignments in N~ Section 28; NE~ Section 29; Sections 19-22, all in Township 21 North, Range 16 West; and Section 24, Township 21 North, Range 17 West, all lying between Stockton Hill Road and old Highway 66, and WHEREAS, under A.R.S. 11-802 and 11-806, the Board of Supervisors is mandated to develop plans as a basis for determining future growth and improvements for those areas under their jurisdiction, and for the purpose of designating the various zoning, classifications, and WHEREAS, the Mohave County General plan indicated the urban growth area for Kingman extending into this area, and " ~. .- J i I I j , i I i ~ -I 'I j 1 oj I t .-:) i . \~ (-~J D.'"".~. ....... .;".., , Resolution No. 91-248 . Page 2 tA 2 OF 7 ' Bpi' 1940 PG 39 (FEE~91-47288) WHEREAS, the area north of the City of Kingman was evaluated as a specific plan area but the plans were never completed or made a part of the General plan, and WHEREAS, several zoning studies between the Kingman city limits and Northern Avenue were completed for the subdivided areas that had existed prior to the formulation of the County plan, and WHEREAS, the sequence of New Kingman Addition units extended from Highway 66 westward to the Cerbat foothills with their approved zoning patterns, were incorporated in the approved subdivision plats, and the streets, drainage, land divisions were equated as the General plan for this area, and WHEREAS, the City of Kingman has projected their plan proposals into this area and the north city limits boundaries continue 'to expand northward, and ,I WHEREAS, the existing subdivisions and zoning have permitted mobile homes as houses, and the percentage of infill of existing lots has been quite extensive, with stick built homes, mobile homes, and commercial buildings, and WHEREAS, development north of Jagerson/Thompson includes a high quality mobile home park, three (3) single family residential subdivisions, Mohave Communi ty College, Cerbat Elementary School, a County park, a major electrical substation, ~._.. ,,"___.___., :..~__..____,...-. ._.... _:_r~'_~'.:--"" . , I ~ f '-' , ,;j I ~:.- .'.:~.'..:"...' :-; " ,Resolution No. 91-248 . Page 3 p. 3 OF BKW19~O PG 7 40 (FEE~91-~7288) and five (5) sites for wells and tanks for the City water system, and WltEREAS, the City of Kingman has developed a major drain study for this area and is working on channelization studies, and WHEREAS, water is available from the City of Kingman for this area based on request and availability, and WHEREAS, John Neal, through Robert Lord, consultant, has submitted a plan proposal for section 19, and the City of Kingman has updated their plan that extends beyond the city boundaries and includes this area, and WHEREAS, the multiplicity of proposals for developments with interconnecting road systems, drainage and land uses, and it's relation to existing development has necessitated evaluating a strip five (5) miles wide and one (1) mile deep, north of the existing developments, and WHEREAS, the Planning and Zoning Commis'sion is required to recommend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, insure efficient expenditure of public funds, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, the Planning and Zoning Commission recommended APPROVAL of a modified version of the. applicant's original ... . ~.." ~-~--...--,..~~-----.~....;.."._~.,., ._,., .-" .~_. ~~. Resolution No. 91-248 . 7 41 (FEE~1-47288) . ~OF 1940 PG proposal to the North Kingman Area Plan for Section 19, and projections of this plan to adjacent sections, based on City of Kingman and Mohave County Planning staffs proposals, as follows and as indicated in Exhibits "A" and "A-I" included as a part of this resolution: 1. That the interior major arterials depicted in the plan be designated as eighty-four (84') foot right-of-ways with the necessary land dedications by future property owners for road right-of-ways and public utility easements. 2. That the interior minor arteries not depicted in the plan be designated as seventy (70') foot collector streets with the necessary land dedications by future property owners for road right-of-ways and public utility easements. 3 . r" i - 1:-'. l 4 . Arizona Department of Environmental Quality approves the quantity and quality of the water and sewer facilities as development occurs through the subdivision process. s. That the State Land Department be advised of this preliminary land use plan on or adjacent to their land. Also, that the Board of Supervisors recognizes that this Land Use Plan on State properties is subject to amendment by the state. 6. Street projections shall be indicated from Stockton Hill Road to Highway 66. The primary loop roadway extends from the access to the Kingman Airport and continues thru the midsection through Sections 19, 20, and 21 to Stockton Hill Road and terminating near the State Fish and Game office. 7. Page 5 tA 5 OF 7 B~ 19~O PG ~2 (FEE~91-~7288) 1991 as required by Arizona Revised Statutes and the Mohave County Zoning Regulations, and NOW ~HEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Tuesday, September 3, 1991 approved and adopted this amendment to the Mohave County General Plan for the North Kingman area as recommended by the Mohave County Planning and zoning Commission and outlined herein.
