A RESOLUTION SETTING FORTH THE REZONING OF THE SOUTH 824 FEET OF
PARCEL 80, SACRAMENTO VALLEY RANCHES, SECTION 17, TOWNSHIP 21
NORTH, RANGE 18 WEST, FROM: A-R/10A (AGRICULTURAL RESIDENTIAL/TEN
ACRE MINIMUM LOT SIZE), PROPOSED TO BE: (S-D)R-M/20A (SPECIAL
DEVELOPMENT/MULTIPLE FAMILY RESIDENTIAL/TWENTY ACRE MINIMUM LOT
SIZE) ZONE, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY,
ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on September 3, 1991, a public hearing was
conducted to determine whether approval should be granted to
Edwin Longworth of Norwalk, California for rezoning of the south
824 feet of Parcel 80, Sacramento valley Ranches, Section 17,
Township 21 North, Range 18 West, from A-R/10A (Agricultural
Residential/Ten Acre Minimum Lot Size) zone to (S-D)R-M/20A
(Special Development Multiple Family Residential/Twenty Acre
Minimum Lot Size) zone, occupying the northeast intersection of
Collins Drive and Colorado Road in the Golden valley area, and
WHEREAS, Section 17 is approximately five (5) miles west of
the Highway 68 and 93 junction and is approximately one-half (.5)
mile south of Highway 68. The subject property is accessed from
Highway 68 via Colorado Road south approximately one (1) mile on
the east side of the street to the northeast corner of Collins
Drive and Colorado Road, and

WHEREAS, review of floodplain map #040058-2325B indicates a
portion of this parcel to be within a designated floooplain. The
property is currently vacant.
Surrounding land uses consist
Rancho Verde subdivision to the east, Golden Acres subdivision to
the southwest, with the remainder being mostly vacant land with
some homes. The homeowner immediately to the north has indicated
his opposition to this request. The applicant desires to place a
mobile home park on this twenty-five (25) acre parcel consisting
of 175 spaces.
This property is located within the Valley
Pioneer Water Company District and the Urban Overlay/Building
Code area, and
WHEREAS, the area plan was amended recently to allow for
this use in conjunction with another request in the section. The
applicant will follow this request with a zoning Use Permit which
would provide for a mobile home park in a R-M zone, and
WHEREAS, at the public hearing before the Mohave County
Planning and zoning Commission on August 14, 1991, the Commission
recommended APPROVAL of the requested zone change contingent upon
the following conditions:

The conditional approval of this rezone is based on the
understanding of the Planning and zoning Commission
that the applicant desires to apply for a Zoning Use
Permit for a mobile home. park. The following
conditions are based, on this premise and any changes
must be brought back before the, Commission (i.e.
proposal for apartments).
The applicant comply with all applicable prov~s~ons of
Sections 25, 26, 27, and 31 of the Mohave County zoning
Regulations. In addition to compliance with Mohave
County Ordinance 07-1 (Dark Sky Ordinance).

3. Lots "in this parcel will not t for sale unless or
until they have been approved as subdivided parcels by
Mohave County Planning and zoning and have met all
requirements of the State of Arizona.
4. The ZONING PLAN be approved for a (S-D)R-M/20A (Special
Development/Multiple Residential/Twenty Acre Minimum
Lot Size) zone in accordance with Section 19 of the
Mohave County Zoning Regulations.
5. The owner accepts that whenever a "S-D" zone is
granted, each phase of stage of development of building
proposals shall be submitted to the planning staff, to
be evaluated and compared with the approved zoning plan
before any permits may be granted.

The Board of Supervisors accept the dedication of a
thirty foot (30') right-of-way along Collins Drive as
it is contiguous to this property in addition to a
twenty (20') foot radius a the intersection of Collins
Drive and Colorado Road, through the approval of the
resolution authorizing the zone change, and that the
dedication statement and dedication be shown on a
document acceptable to the Public Works Department.
13. The owner/developer shall obtain matching right-of-way
for and pave Colorado Road from Highway 68 ,( or where
the pavement ends), up to and adjacent to the project.
In addition, the owner/developer shall obtain matching
right-of-way for and pave Collins Drive and Hassayampa
Road as they are contiguous to this property. The
paving of the aforementioned roads shall be to Mohave
County Standards 101.10A or better and shall be placed

14. That appropriate zoning/building permits be obtained.
15. Adequate parking shall be implemented in accordance
with the Mohave County Zoning Ordinance.
16. The rezone shall not become effective for at least
thirty (30) days after final approval of the change in
classification by the Board of Supervisors. Being
October 3, 1991, as per ARS 11-829E.
17 .' I f these conditions are not met wi thin one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the rezoning shall schedule a
public hearing to grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its former zoning
classification in accordance with Arizona Revised
Statutes Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, on August 18, 1991, and posted August 16,
1991 as required by Arizona Revised Statutes, and the Mohave
County z~ning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Tuesday. September 3, 1991 approved
this 'change in zoning as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
