RESOLUTION NO. 91-228 A RESOLUTION AMENDING THE ADOPTED SOUTH MORAVE VALLEY AREA PLAN FOR A PART OF THE CONDITIONALLY APPROVED PRELIMINARY PLAN FOR RANCH ON JOY LANE, TRACT 4113, FROM SINGLE FAMILY RESIDENTIAL TO MOBILE HOME PARK FOR A FORTY (40) ACRE AREA, BEING A PORTION OF SECTION 31, TOWNSHIP 19 NORTH, RANGE 21 WEST, LOCATED IN THE SOUTH MORAVE VALLEY, MORAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September 3, 1991, a public hearing was conducted to modify the adopted South Mohave Valley Area Plan, i to amend the dedicated plan from single family residential uses I I \. ., to allow for a Mobile Home Park potential use, this revision is illustrated on the revised preliminary plan (known as Ranch on Joy Lane, Tract 4113) as being bordered by Cliff ton Road on the north, the EI Paso Natural Gas Easement on the east, Bison Drain Channel on the south and the Sun & Fun subdivision and :. unsubdivided property on the western boundary, as shown on "Exhibit An, being a 40 acre portion of Section 31, Township 19 North, Range 21 West, located in the South Mohave Valley area, and WHEREAS, the Planning and Zoning Commission is required to I recommend to the Board of Supervisors a County land use General ~'~: .-i , I ' j , . .:1 ''--_: Plan which is designed to conserve natural resources, to insure Re~olution No. 4IJ228 _i Page 2 2 OF ~ 1939 PG 972 (FEE~1-47270) efficient expenditure of public funds, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, the site of the proposed Area Plan amendment and subdivision is located approximately three (3) miles south of the Bullhead City limits and approximately two and one-half (2.5) miles east of Highway 95 on the southern boundary of Joy Lane, and WHEREAS , the R-MH (Residential-Mobile Home) zoning designation allows for a maximum density of approximately 13 spaces per acre or in this case approximately 900 mobile spaces between Phases ~ & VI. By recommending the approval of this area plan amendment the Commission recognized they were approving that potential density, and WHEREAS , accessibility to developments generating high traffic counts, such as a mobile home park, should be more extensively interconnected with adjacent arterials and developments, and WHEREAS, Mohave County Engineering is concerned with the drainage for this developing area of South Mohave Valley, and ",<1 ',.f ~c J WHEREAS, the Commission's staff received no objections from surrounding property owners and the discussion and subsequent modifications were acceptable with the proposed infrastructure and circulatory systems. Based on these requests and the R~solution No, .-228 Page 3 e-iE 3 OF BK 1939 PG ~ 973 (FEE:91-~7270) applicants proposals, the Planning and Zoning Commission at their meeting on August 14, 1991 did recommend APPROVAL of the Area plan amendment. This amendment will provide for: 1. Approval from the Mohave Valley Irrigation and Drainage District, stating their ability to provide an adequate capacity to serve this proposed development. 2. Antoinette Avenue, designated as future right-of-way from the western boundary of this tract to Ashley Street and Lipan Boulevard right-of-way be dedicated through to the western paved boundary of Lipan Boulevard and east to Ashley Street (east to west through Section 31) and both will be improved to Mohave County Standard Specifications. 3. The overall drainage for Sections 29-32 be planned and designed to the County Engineers satisfaction. WHEREAS, the notice of hearing was published in the Kingman f-'~ I Daily Miner, a newspaper of general circulation in Kingman, I Mohave County, Arizona on August 18, 1991 and ln the Mohave ., .', ~..~ ...", - " 1 '---/ Valley News and posted August 16, 1991 as required by Arizona Revised Statutes and Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Tuesday, September 3, 1991, approved and adopted this amendment to the South Mohave Valley Area Plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
