A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION
PLAN FOR BEAVER DAM OASIS, TRACT 3502, BEING A SUBDIVISION OF A
PORTION OF SECTION 33, TOWNSHIP 41 NORTH, RANGE 15 WEST, LOCATED
IN THE BEAVER DAM AREA, IN THE ARIZONA STRIP AREA, MOHAVE COUNTY,
ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on November 4, 1991, a public hearing was
conducted to determine the
approval
of
the preliminary
subdivision plan for Beaver Dam Oasis, Tract 3502, and
WHEREAS, the owner of the property is Andrew and Mabel
Mitchell from Littlefield, AZ. The developer is Bruce Torrey of
Overton, Nevada.
The engineer responsible for plan preparation
and drainage study of Beaver Dam Oasis is Phylip Leslie of Leslie
and Associates, in Cedar City, Utah, and
WHEREAS, the subject property is located approximately 500
feet west of County Highway "OLD" U. S. 91, and adj acent to
Arizona Ave. and McKnight Road, and
WHEREAS, the property is currently zoned C-2. The owner is
requesting a zone change to AR (Single Family Residential). This
project is bordered on the north by Sunshiner's, Inc., a mobile

home park cooperative, on the west by the undeveloped subdivision
Virgin Village, on the east is single family residential and the
land to the south is vacant, and
WlIEREAS, the size of this development is approximately
11.362 acres.
The developer proposes nine (9) single family
residential lots, with minimum lot size of one (1) acre, and
WHEREAS, water will be supplied by individual wells. Sewage
treatment will be by individual septic tanks.
Dixie Escalante
Rural Electric Association will provide for electric service, and
WHEREAS, the Co~nission at their meeting on October 9, 1991
did recommend CONDITIONAL APPROVAL of the preliminary subdivision
plan for Tract 3502, with the following noted:
A. CONDITION, that the engineer of record submit a NEW
PRELIMINARY PLAN for review that meets all the comments as
set forth by staff. One condition is that the developer will
dedicate herein 27 feet along the west boundary as Arizona
Avenue. This will provide a total of 60 foot right-of-way.
This may require lot line adjustments. When all departments
concur that the information is correct, the owner/developer
may submit for Final Plat.
B. A petition of exception must be submitted for the following
exceptions of the Mohave County Subdivision Regulations.
Approval must be granted the owner/subdivider before the
Planning and Zoning Department will accept the Final plat for
Review.
1, Single tiered lots with vehicle non-access easements.
2. Streets less than standard width.
a. Arizona Avenue right-of-way will be 60 feet rather
than 84 feet.
b. McKnight Road right-of-way will be 50 feet rather
than 60 feet.

C. The Conditional approval of this subdivision is based on the
understanding of the Planning and Zoning Commission that
McKnight Road is the primary access road to this subdivision
from County Highway "Old" U.S. 91. McKnight Road and
McKnight Circle will be improved and constructed as unpaved
streets in accordance with the applicable Mohave County
Standard Specification #161 or better; grading and drainage
related improvements will be made as recommended by the
design engineer in accordance with the recommendations of the
project engineer and as outlined in the drainage report, and
as acceptable to the County Engineer, in order to insure that
each lot will be free from flooding in the event of a 100
year storm. Approval for sewage disposal shall be obtained
from the Arizona Department of Environmental Quality prior to
recording the final plat. A water availability statement for
individual water systems to be obtained from the Arizona
Department of Water Resources; all lots and street
centerlines will be staked and monumented in accordance with
Standard Specification No. 102; street names and regulatory
signs will be installed as required and; the owner/subdivider
is responsible for the completion of improvements and shall
provide assurance for all required subdivision improvements
in accordance with Article V of the Subdivision Regulations.
D. All lots will be served by individual sewage disposal systems
subject to approval by County and State Health Departments;
E. A report, from the Water Commission, on the adequacy of the
water supply for the subdivision will be required prior to
the approval of the final plat.
F. A zone change must be obtained to allow residential lot sizes
as depicted on this subdivision plan;
G. A three (3') foot block wall or suitable alternative will be
required along the Non-vehicular access easement as shown on
the preliminary plan.
H. Electric and telephone service shall be provided to each lot
in accordance with Arizona Corporation Commission
Regulations.
I. The developer will make the same commitments for improvements
in the prospectus to the State Real Estate Commission as is
required for approval of this tract by the Board.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at
their
regular meeting on Monday,
November
4 ,
1991,
conditionally approved this preliminary subdivision plan as
recommended by the Mohave County Planning and Zoning Commission
and outlined herein.
