PAGE 1 OF 5 HOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 He ~r' ./ :~ RESOLUTION NO. 91-330 A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION PLAN FOR COLLEGE TERRACE, TRACT 3040, BEING THE RESUBDIVISION OF PARCEL B, BLOCK 194, NEW KINGMAN ADDITION *11, TRACT 1104, IN THE NW~ SECTION 30, TOWNSHIP 22 NORTH, RANGE 16 WEST, LOCATED IN THE KINGMAN AREA, MORAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 2, 1991, a public hearing was conducted to determine the approval of the preliminary subdivision plan for College Terrace, Tract 3040, and WHEREAS, the owner/developer of the property is Daniel J. Courselle of Camarillo, California. The engineer responsible for plan preparation and drainage study of College Terrace is South Point Consultants of Bullhead City, Arizona, and WHEREAS, this is a proposed resubdivision of the west 514.70 feet of Parcel B, Block 194, New Kingman Addition #11, Tract 1104. The proposed tract includes thirty-one (31) fourplex lots with lot sizes from a minimum of 9,000 square feet to 10,670 square feet maximum. The density is 3.69 lots, with 14.75 units per acre on this 8.406 acre site. This project is located on the southeast corner of College Drive and Jagerson Avenue, and .- " Resolution No. 91-~0 . Page 2 PAGE 2 OF 5 BK 1979 PG 573 (FEE~91-65085) WHEREAS, the developer is proposing a 22,500' square foot common area which is intended to be used for recreation, landscape, public utility and drainage easements, and will include a parcel, Parcel B, for the sewer lift station and force main. This area will be owned and maintained by the Homeowners Association, which will be an incorporated entity, and WHEREAS, evaluation of a petition of exception for inverted crown roadways and eight (8') foot front yard public utility easements has been requested, and WHEREAS, The Commission Staff recommends APPROVAL of the petition of exception submitted by the applicant as follows: I. Article 6.4-26B - Inverted Crown Roadway Inverted crown roadway section and/or curbs and gutters for specific streets shall be required to increase the drainage capacity if it is determined from the Engineer' s Drainage Report that the anticipated water flow in a particular street cannot be carried in the normal cross-sectional area of the street. Plans from Project Engineer show 40 foot pavement face of curb to face of curb. This construction shall be in accordance with the Mohave County Engineering Standard Specifications and Details. Ia. Depressing College Way and Jagerson Way is the most efficient way to carry the minor storm flows generated within this small area. II. Article 6.9-1 - Utility Easements Except where alleys are provided for that purpose, easements at least sixteen (16) feet in total width shall be provided along rear lot lines for poles, wires, conduits, sanitary sewers, gas mains, water mains, or other utilities. Where necessary, easements may be located along the side lots lines. IIa.All utilities are located in the roadway right-of- way. Article 6.4-1 Right-of-way Widths Local street right-of-way width less than the required wi th. Staff concurs and recommends the right- of-way be reduced to fifty feet which would include 5 feet being added to adjacent lots on each side. WHEREAS, the Commission at their meeting on November 13, 1991 did recommend CONDITIONAL APPROVAL of the preliminary subdivision plan and petition of exception for Tract 3040, with the following noted: 1. The approval of this subdivision is based on the understanding of the Mohave County Planning and Zoning Commission that all streets within the subdivision will be constructed with inverted crowns and paved with asphaltic concrete in accordance with Standard Specification #101.10A of the County Engineering Road Standards or better. A water supply and distribution system including adequate pressure and volume for fire flows will be constructed to serve each lot. Grading and drainage related improvements will be made as recommended by the design engineer and approved by the County Engineer. Electric and telephone service and natural gas shall be provided to each lot in accordance with Arizona Corporation Commission Regulations. All lots and street centerline monuments will be staked and monumented in accordance with Standard Specification #102 of the Mohave County Engineering Road Standards. Fire hydrants will be provided at locations prescribed by the Hualapai Fire Department, street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer and, as a CONDITION OF APPROVAL, the owner/developer is responsible for the completion of improvements and shall provide a cost estimate and assurances for all required subdivision improvements in accordance with Article V of the Mohave County Subdivision Regulations. 2. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as is required for approval of this tract by the Board and a final copy of the State Real Estate Report shall be submitted to P&ZC staff, for library purposes. 3. A corporate entity for this project shall be formed and allow for provisions of perpetual maintenance for this project's private sewers, lift station and common area, or any other facility deemed private in nature, as detailed in the C. C. &R. ' s . A draft copy of the articles of incorporation, forming the property owner's association, shall be submitted. An executed copy shall be submitted within 30 days of final plat recordation. 4. A final signed copy of the C.C.&R.'s shall be submitted with the FINAL PLAT. 5. The one ( 1') foot vehicular non-access easements as designated on the plat and where lots are double fronted by two separate rights-of-way shall have a three (3') foot minimum block wall. A 6 foot block wall is required on the south and east side of this property with appropriate openings for drainage. 6. A zone change from R-M/8A to R-M/9M will be required. 7. The Arizona Department of Environmental Quality approves the water supply and distribution system. The Arizona Department of Water Resources determine that there is adequate water supply to serve this subdivision. 8. A new preliminary plan will be required showing the sewer line including the force main and lift station located within the common areas Parcel "A" and Parcel "B" and wall. All expenses shall be included in the cost estimates and assurances for Phase I. The fifty (50') foot street right-of-way and all subsequent dimension changes shall be included herein. ~--.. ,.. As required by the City of Kingman this subdivision will require water and sewer line extensions in accordance with the Municipal Utility Regulations. 10. Request for water service for a "new subdivision", shall require City Council authorization. The applicant for water service shall provide the City Engineer with a preliminary engineering plan of the proposed water system extension, prepared by a Registered Engineer licensed to practice in the State of Arizona. 11. A revised drainage report will be submitted with the new preliminary plan, providing a drawn detail section with supporting calculations of the proposed road and drainage (ditch) improvements along Jagerson Way and College Way will need to be provided for review with the Improvement Plans. A Detail with supporting calculations of the proposed 10 I drainage opening at the southeast corner of this development will also need to be provided. If required, culverts or method of crossing on College Drive must be included in the cost estimate. 12. The developer is required to provide an additional 12' of pavement for Jagerson Way and College Way adjacent to this subdivision as shown on the preliminary plan. 13. The common driveways must be shown on the new preliminary plan. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 2, 1991, conditionally approved this preliminary subdivision plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
