development site as recommended by the Mohave County Planning and
Zoning Commission, and
WHERgAS, in a letter dated October 14, 1991 Mr. Robert
Taylor, Agent for Gold Rush City Project requests an extension of
time because, "This Project was started at the same time that
Planning and Zoning adopted the new building codes.
Since our

time and expense of the new code put our budget in bad shape, As
a result we are refinancing our project and need more time to
complete the site improvements", and
WHEREAS, the Planning & Zoning Commission at their meeting

to OctobeJ: 1, 1992, based on the following:
1. The Assurance Agreement places the funds required to
complete this project in the Citibank (Arizona)
("Citibank") who will act as the repository for said
funds. Under Article 3 no disbursements shall be made
until Citibank receives authorization from the Mohave
County Engineer.
2. The developer in his letter sites budgetary constraints
which have slowed down construction and which should
