A RESOLUTION SETTING FORTH APPROVAL OF A ZONING USE PERMIT TO
ESTABLISH A RECREATIONAL VEHICLE (R-V) PARK IN A C-2 (GENERAL
COMMERCIAL) ZONE, LOCATED ON A PORTION OF THE N~ SE~ SECTION 21,
TOWNSHIP 14 NORTH, RANGE 20 WEST, IN THE LAKE HAVASU AREA, MOHAVE
COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held February 3, 1992 a public hearing was
conducted to determine whether approval should be granted to
HAVASU FALLS PARTNERS of Upland, California, for a Zoning Use
Permit (ZUP) to establish a recreational vehicle (R-V) park in a
C-2 (General Commercial) zone, located five hundred (500) feet
north of Lake Drive on Highway 95 in the Lake Havasu area, and
WHEREAS, the property is located within three hundred (300')
feet of the City of Lake Havasu and adjacent to Highway 95 which
is the primary access, and
WHEREAS, this proposal is in compliance with the Mohave
County Havasu Area Plan, Proposal I (eye), and
WHEREAS, review of floodplain map #040058-0200B (3-15-82)
indicates this area to be clear of a designated floodplain (Zone
C), except for a portion along the north boundary. This site is

currently vacant and bordered on the east by Highway 95, vacant
property to the north and south. The property is currently zoned
C-2/5A via Resolution p&ZC:78-36.
The property owner is
requesting a zoning Use Permit for a recreational vehicle (R-V)
park with associated managers office/apartment and clubhouse with
the proposed name of Havasu Falls RV Park.
The size of this
development is approximately 9.33 acres. The developer proposes
141 R-V spaces and recreation facilities. Water will be supplied
by Citizens Utilities and sewage disposal will be provided by a
package wastewater treatment plant, and
WHEREAS, a public hearing before the Mohave County Planning
and Zoning Commission on January 8, 1992 and did generate a
recommendation of APPROVAL of the requested Zoning Use Permit
contingent upon the following conditions:
1. The applicant comply with all applicable provisions of
Sections 25, 26, 27, and 31 of the Mohave County Zoning
Regulations. Compliance with Section 27.P (Site Plan
Requirements) and Ordinance 87-1 (Dark Sky Ordinance)
is also required.
2. The applicant submit requisite plans and reports in
accordance with Section 27 J. of the Mohave County
Regulations, or its successor, for review and approval
by the Commission and Board of Supervisors.

the use, design and installation of the sewage
treatment facility for this development.
NOTE:
THE FOLLOWING 3 ITEMS APPLY TO TRANSPORTATION RELATED
REQUIREMENTS.
7. Adequate parking shall be implemented in accordance
with the Mohave County Zoning Ordinance.
8. A one (1') foot vehicle non-access eas,ement (VNE) shall
be established along the east boundary of this parcel
contiguous to Highway 95' s west right-of-way except
approved access points. This VNE shall be granted by
separate instrument and shall be approved by the County
Engineer. A six foot block wall shall be r'~quired
along the entire boundary (Staff would consider an
engineered design to assure lot protection and non-
access in lieu of a block wall.)
9. The applicant shall pave all driveway access, ro,adways,
pads and parking in accordance with Mohave County
Standard Specification #171, or better.
NOTE: THE FOLLOWING ITEMS APPLY TO GENERAL REQUIREMENTS.
10. An access permit from ADOTwill be required prior to
approval.
n. The appropriate zoning/building/environm'~ntal permits
be obtained.
12. Appropriate signage permits be obtained.
13. If construction or use has not commenced within one (1)
year of Board approval of the Zoning Use Permit or if
the use has been discontinued for six (6) months, then
approval shall terminate at that date.
14. This Zoning Use Permit is subject to revocation upon
sixty (60) days notification by the Boa.rd of
Supervisors, if in the opinion of the Commission and
Board the continued use of the property would bE;!
contrary to the public health, safety, and welfare.
15. If these conditions are not met wi thin one (1) year
this approval shall be void. If at the' expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by regis terecl mail to the o~mer and

applicant who requested the ZUP shall schedule a public
hearing to grant an extension, determine compliance
with the schedule for development or cause the property
to revert to its former zoning classification in
accordance with Arizona Revised Statutes Annotated,
Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, on January 19, 1992, and in The Havasu
Herald, and posted January 17, 1992 as required by the Arizona
Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, February 3, 1992 approved
this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission, subject to the conditions
outlined herein.
