A RESOLUTION MODIFYING THE GOLDEN VALLEY AREA PLAN TO ALLOW FOR
SINGLE FAMILY RESIDENTIAL, SINGLE FAMILY ~ESIDENTIAL MOBILE HOME,
PUBLIC FACILITY AND COMMERCIAL USES IN SECTIONS 26, 36, NW~
SECTION 25 AND E~ SECTION 34, TOWNSHIP 22 NORTH, RANGE 19 WEST,
LOCATED IN THE GOLDEN VALLEY, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on January 6, 1992, a public hearing was
conducted to modify the Golden Valley Area Plan allow for single
family residential, single family residential mobile home, public
facility and commercial uses in Sections 26, 36, NW~ Section 25
and E~ Section 34, Township 22 North, Range 19 West in the Golden
Valley area, and

WHEREAS, the Planning and Zoning Commission is required to
recommend to the Board of Supervisors a County land use General
plan which is designed to conserve natural resources, to insure
efficient expenditure of public funds, and promote the health,
safety, convenience, and general welfare of the public, and
WHEREAS, these sections are located approximately eight (8)
miles west of the Highway 68 & 93 junction and approximately one
and one-half (1.5) miles north of Highway 68.

sections from Highway 68 is via Teddy Roosevelt, Laguna or

Estrella Roads.
These sections are located in the northeast
portion of Golden Valley Improvement District #1 and within the
Building COde/Urban Overlay Zone Area, and
WHEREAS, review of floodplain map #040058-2150B indicates
portions of these sections are affected by major washes and
associated tributaries.
These sections are bounded by a number
of Golden Sage Ranchos Units.
Specifically Units # 51, 59, 60,
61, 66, & 68. These lands were originally public lands but were
put up for public sale approximately two years ago. The pattern
of the Golden Sage Ranchos units may present some land use
interface problems.
The Golden Sage Ranchos units are currently
zoned A-R with some one (1) and two (2) acre minimum lot sizes.
If the units remain zoned A-R, the potential exists for an
intermingling of low density and high density on a large scale,
and
WHEREAS, a public meeting was held on December 4, 1991 in
the Golden Valley Landowners Building. Eighteen (18) people were
in attendance. A number of issues were brought up by surrounding
property owners. Some questions had to do with concerns about
this proposals impact on the improvement district both fiscal and
physical. The main concern brought forward was the impact of the
proposed densities.
Density is not determined at the area plan
stage but some tentative figures were on the graphics presented.

Many of the attendants expressed the concern that they would lose
their rural atmosphere with the addition of single family land
uses in the area. Concern was also expressed about the impact of
septic systems on all of the proposed development.
This cannot
be adequately addressed until actual plans are submitted for the
development or whichever portions are developed first. The actual
designs for these land uses may mitigate the concerns of the
residents, and
WHEREAS, the Planning and Zoning Commission at their meeting
on December 11, 1991 did recommend APPROVAL of this amendment of
the South Mohave Valley Area Plan, as shown on Exhibit "A"
contingent upon the following conditions:
1. That any future development proposal (s) be evaluated
for density impacts. Subdivision sketch plan
submittals and mobile home park plans shall be included
within this provision.
2. Future developments be encouraged to use sewage
treatment facilities other than septic tanks in view of
the potential density and impact on the area.

WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona on December 22, 1991, and posted December
20, 1991 as required by Arizona Revised Statutes and Mohave
County Zoning Regulations, and
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, January 6, 1992, approved and
adopted this amendment to the Golden Valley Area Plan as
recommended by the Mohave County Planning and Zoning Commis s ion
and outlined herein.
