A RESOLUTION SETTING FORTH APPROVAL OF A REQUEST FOR AN EXTENSION
OF TIME FOR THE APPROVED PRELIMINARY SUBDIVISION PLAN FOR THAT
PORTION OF COURTNEY GREENS, TRACT 4054, LYING NORTH OF EL RODEO
DRAIN, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY,
ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held January 6, 1992 a public hearing was
conducted to consider approval of a request for an extension of
time for the approved preliminary subdivision plan for that
portion of Courtney Greens, Tract 4054, lying north of El Rodeo
Drain in Section 23, Township 19 North, Range 22 West in the
South Mohave Valley area, and lying one--quarter (.25) mile east
of Highway 95 with access from Courtney Place, and
WHEREAS, the proposed subdivision is located one-quarter
(.25) mile east of Highway 95, is one-quarter (.25) mile south of
Camino Colorado, is north of and adjacent to El Rodeo Road and is
west of La Tierra Road. This eighty (80) acre parcel is east of
and adjacent to Mohave Valley Business Park, Tract 4029 and the
Mesa Palms Nursery.
This site is west of and across La Tierra
Road from Rio Vista Ranches, Tract 1229. Access is proposed via
Courtney Place and Aztec Road in Mohave Valley Business Park
and/or from La Tierra Road, and

WHEREAS, the preliminary plan depicts eighty ( 80) acres
subdivided into 276 lots.
The lots range in size from 8,000
square feet minimum to 15,830 square feet maximum for an overall
density of 3.45 lots per acre. All of the lots are intended for
single family residences, and
WHEREAS, the Board of Supervisors, at their special meeting
on March 17, 1986, approved this preliminary plan as recommended
by the Commission, and
WHEREAS, the Planning & Zoning Commission at their meeting
of December 11, 1991 recommended approval of an extension of time
to March 17, 1992, based on the following:
1. In his letter Mr. Jack L. Stovall of Stovall Engineers,
Inc. request that an extension of time be granted for
this project because of the changes in design that were
required and the problems created by installation of
the El Rodeo Drain and the time that was lost due to
these changes.
2. An eighty (80) acre subdivision, COURTNEY GREENS, was
approved by the Board of Supervisors on March 17, 1986
as a preliminary plan for the E~ SW~ Section 23,
Township 19 North, Range 22 West by approving
Resolution P&ZC:86-10.
3. The Mohave County Subdivision Regulation provides for a
developer to have two (2) years from the date of
approval to record the final plat. It also provides
that extensions of time in one (1) year increments may
be granted if the developer is expediting processing of
the plat.
4. The approved preliminary plat provided a drain channel
which the Public Works department determined would not
be adequate for future runoff flows. No processing
occurred during the time necessary to design and
acquire right-of-way for the El Rodeo Drain.

5. COURTNEY GREENS, Tract 4054-A, was recorded January 9,
1987 within the two (2) year time period. This
recording was also adequate to fulfill the requirement
for processing within two (2) years.
6. COURTNEY GREENS, Tract 4054-B, was recorded August 20,
1990 after the developer submitted a request for
extension of time. The extension was approved August
6, 1990, via BOS Resolution No. 909-195, extending the
extension of time from March 17, 1986 to March 17,
1991.
7. COURTNEY GREENS, Tract 4054-C, has been submitted long
after the extension had expired. Mr. Stovall, Jim
Neblett, and staff met in 1990 and agreed that Tract
4054, north of El Rodeo Drain, could be submitted for
finals with adjustments necessitated by El Rodeo Drain
design as long as lot areas were generally unchanged.
8. This request is for an extension of time to March 17,
1992. COURTNEY GREENS, Tract 4054-C has been accepted
for processing.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, January 6, 1992 approved this
extension of time to March 17, 1992 as recommended by the
Commission and outlined herein.
