PAGE 1 OF 4 NOHAVE COUNTY BOARD OF SUPERVISORS RECORDIHG FEE 0.00 He RESOLUTION NO. 92-67 A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION PLAN AND PETITION OF EXCEPTION FOR WILLOW VALLEY ESTATES 20, TRACT 4134, BEING A PORTION OF SECTION 21, TOWNSHIP 18 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 9, 1992, a public hearing was conducted to determine the approval of the preliminary subdivision plan and petition of exception for WILLOW VALLEY ESTATES 20, Tract 4134, and WHEREAS, the owner/developer of this project is McKellips Land Corporation of phoenix, Arizona. The engineer responsible for plan preparation and drainage study is Z & H Engineering, Inc. of Phoenix, Arizona, and WHEREAS, the project site is approximately fifteen (15) miles south of Bullhead City on State Highway 95 to King Street then west one and one-half (1~) miles to the project, and WHEREAS, Willow valley Estates 20 is a twenty-two (22) acre single family development which will include eighty (80) developed residential lots with twenty-one (21) small parcels '" -~ i I .~ \ I I \ I I f I I I I . . The overall density is 3.6 lots per acre, and WHEREAS, water will be supplied by the Willow Valley Water Company. The sewage treatment will be provided by Fort Mojave Tribal Utility Authority. Electricity will be supplied by Mohave Electr ical Cooperative. Telephone by Citizens Utility Company. Solid waste removal will be by Tri-State Disposal. Fire protection by Mohave valley Fire District. Gas will be supplied by Southwest Gas Company, and WHEREAS, the Commission at their meeting on February 12, 1992 did recommend CONDITIONAL APPROVAL of the preliminary subdivision plan and petition of exception for Tract 4134, with the following noted: 1. A petition of exception request is submitted as follows: A. Hal f width easements. front lot line public utility B. Long Blocks. C. Single tiered blocks. The special circumstances or conditions which warrant these deviations from the design standards are as follows: The granting of this petition will not be detrimental to the public welfare or injurious to other adjacent properties. This request will not nullify the intent or purpose of the Master Plan of the County. A. The power company is not requiring over head facilities at the rear of lots. The Commission recommended APPROVAL of the Petition of Exceptions based on the aforementioned just{flcations. 2. The conditional approval of this subdivision is based on the understanding of the Planning and Zoning Commission that all streets within the subdivision will be constructed and paved with asphaltic concrete in accordance with Standard Specifications #171 and #101.10D or better; the streets shall include curb and gutter; a water supply and distribution system including fire flow will be constructed to serve each lot; grading and drainage related improvements will be completed as recommended by the design engineer and as approved by the County Engineer in the submitted and approved drainage reports; arrangements will be made to extend underground electric and telephone service to each lot in accordance with Arizona Corporation Commission regulations; approval for water system and sewage disposal shall be obtained from the Arizona Department of Environmental Quality prior to recording the Final Plat, the FMTUA agreement for sewer services shall be filed with the P&ZC staff; water service statement to be obtained from the Willow Valley Water Company; all lots and street centerline monuments will be staked and monumented in accordance with Standard Specification #102; fire hydrants will be provided at locations prescribed by the Mohave Valley Fire District; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer and; the owner/subdivider is responsible for the completion of improvements and shall provide assurance for all required subdivision improvements in accordance with Article V of the Subdivision Regulations. 3. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as required for approval of this tract by the Board and a final copy of the State Real Estate Report shall be submitted to P& Z staf f . This copy shall be for library purposes. 4. A corporate entity, or other acceptable solution approved by the Mohave County Attorney, for this project shall be formed or annexed by existing entity for this project's block walls, drainage easements or any other facilities deemed private in nature, but are open to the public. The County Engineer has made comments in regard to the revised final drainage report and the preliminary plan as submitted, in a letter dated January 29, 1992. Staff is confident that all concerns will be addressed and resolved to the County Engineer's satisfaction prior to submission of this subdivision to the Board of Supervisors for Final Plat actions. 6. The developer of this project shall ensure that those parcels which are depicted as, "to be deeded to adjacent lot owners", will be accepted by those lot owners which are being referred to on the Preliminary Plan. 7. Add "Fog Seal" to the Typical Street Cross Section. Also include in the Engineers Cost Estimate. 8. Remove the reference to MAG 201, does not apply, from the Typical Street Levee Drive. At the request of Roger Esquerra, cartographer, Commission recommends Final plat and Parcel Plat boundaries be a tri Ie wide line as the 1 8" blue line border obscures dimensions. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, March 9, 1992, conditionally approved this preliminary subdivision plan and petition of exception as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
