A RESOLUTION SETTING FORTH THE REZONING OF LOT 14, BLOCK B,
GOLDEN VALLEY RANCHOS UNIT #15, BEING A PORTION OF SECTION 25,
TOWNSHIP 21 NORTH, RANGE 19 WEST, FROM: A-R/2A (AGRICULTURAL
RESIDENTIAL/TWO ACRE MINIMUM LOT SIZE) ZONE, PROPOSED TO BE: A-
R/1A (AGRICULTURAL RESIDENTIAL/ONE ACRE MINIMUM LOT SIZE) ZONE,
LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on February 3, 1992, a public hearing was
conducted to determine whether approval/denial should be granted
to Edward F. McCarthy III and Sharon C. McCarthy of Simi,
California, for a rezoning from existing A-R/2A (Agricultural
Residential/Two Acre Minimum Lot
Size) )
to A-R/IA
zone
(Agricultural Residential/One Acre Minimum Lot Size) zone,
located six hundred sixty (660') feet south of Bolsa Drive on
Morman Flat Road in the Golden Valley area, and
WHEREAS, Section 25 is approximately 2.8 miles South of
Highway 68 and approximately 8 miles west of the Highway 68 and
93 junction.
The subject property is accessed from Highway 68
via Teddy Roosevelt Road south approximately 2.8 miles, West
approximately 1320 feet to Morman Flat Road, then South
approximately 660 feet, and

WHEREAS,
review of the
floodplain map
#=040058-2150B
indicates this parcel to be located within a Zone A floodplain.
The property is currently vacant.
The subject property is
surrounded primarily by vacant land.
The applicant desires to
split this 2+ acre parcel into two 1+ parcels. This property is
located within the Golden Valley Improvement District and within
the Building Code area, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission, by majority vote, did generate a
recommendation of DENIAL of this rezone petition from A-R/2A to
A-R/IA based on the following:
1. The remoteness of the area.
2. The proximity to Highway 68.
3. The lack of parcel splits in the area.
WHEREAS, the Board of Supervisors, at Public Hearing, after
reviewing all the facts of the case, hearing from Commissioner
Jones, and the applicant, reversed the recommendation of the
Commission and unanimously moved for APPROVAL. As part of their
APPROVAL, the following stipulations are set:
1.
The two parcels be zoned A-R/IA
Residential/One Acre Minimum Lot Size).

2. Submittal and recordation of a Parcel Plat prepared in
accordance with Article 3.16 of the Mohave County
Subdivision Regulations.
3. The establishment of a minimum lot size based on the
size of parcels per the recorded Parcel Plat.
4. Each parcel shall have legal access.

5. Both parcels shall meet or exceed one (1) acre
exclusive of road easements or rights-of-way.
6. The Parcel Plat shall show any surface drainage, the
FEMA flood zones, and the limits of the Sacramento
Wash.
7. The ten (10') foot Public Utility Easement at the rear
of this lot, which was created through the recordation
of Golden Valley Ranchos Unit 15, shall be shown on the
Parcel Plat.
8. No building/zoning permits shall be issued until after
Parcel Plat recordation.
9. That appropriate zoning, building, environmental, and
floodplain permits be obtained.
10. The rezone shall not become effective for at least
thirty (30) days after final approval of the change in
classification by the Board of Supervisors. Being
March 4, 1992, as per ARS ll-829E.
11. I f these conditions are not met within one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the rezoning shall schedule a
public hearing to grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its former zoning
classification in accordance with Arizona Revised
Statutes Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona on January 19, 1992, and posted January
17, 1992 as required by Arizona Revised Statutes and the Mohave
County Zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, February 3, 1992 APPROVED
this change in zoning as outlined herein.
