RESOLUTION NO. 92-104
A RESOLUTION SETTING FORTH THE REZONING OF A PORTION OF SECTION
21, TOWNSHIP 18 NORTH RANGE 22 WEST, TO BE KNOWN AND SUBDIVIDED
AS WILLOW VALLEY ESTATES 20, TRACT 4134, FROM: R-E (RESIDENTIAL
RECREATION) ZONE, PROPOSED TO BE: R-O (SINGLE FAMILY RESIDENTIAL
MOBILE HOMES PROHIBITED) ZONE, LOCATED IN THE SOUTH MOHAVE VALLEY
AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on April 6, 1992, a public hearing was
conducted to determine whether approval should be granted to
Wayne G. McKellips, Jr., McKellips Land Corporation of Phoenix,
Arizona, for a zone change of a portion of Section 21, Township
18 North, Range 22 West, to be known as WILLOW VALLEY ESTATES 20,
Tract 4134, from existing R-E (Residential Recreation) zone to R-
o (Single Family Residential/Mobile Homes Prohibited) zone,
located in the South Mohave valley area, and
WHEREAS, Section 21 is located approximately seven and one-
half (7.5) miles south of Bullhead City's southernmost border and
one (1) mile west of Highway 95. The project site accessed from
State Highway 95 via King Street then west one and one-half (1.5)
miles on the north side of the street, and
WHEREAS, review of floodplain map #040058-2605C indicates
this area to be in a designated minor floodplain.

currently vacant.
Surrounding land uses consist of other units
of Willow Valley Estates.
Unit 20 is proposed as a twenty-two
(22) acre single family development which will include eighty
(80) residential lots with twenty-one (21) small parcels which
will have a variety of uses. Parcels "A" & "B" are reserved for
the association clubhouse, "C" for Willow Valley Water Company
well site, "D"-"G" have no designated use, "H"-"U" are from an
abandoned ditch easement and may go to adjoining lots in another
unit. The overall density is 3.6 lots per acre, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on March 11, 1992, the Commission
recommended a conditional APPROVAL of the requested rezoning with
the
applicant
understanding
and
accepting the
following
conditions:

Sections 25, 26, 27, and 31 of the Mohave County Zoning
Regulations. Compliance with Section 27.P (Site plan
Requirements) and Ordinance 87-1 (Dark Sky Ordinance)
is also required.
3. The establishment of a minimum lot size based on the
size of lots per the recorded Final Plat.
4. All residential lots shall meet or exceed six thousand
(6,000) square feet exclusive of roadways.
5. The minimum setbacks for this development shall be the
standard R-O setbacks as described in the regulations.
6. Parcels A-G be used for purposes stated on the final
plat. Parcels H-U shall not be used for residential
purposes unless attached to neighboring lots.

7. Pertinent Zoning, Building & Environmental permits be
obtained.
8. The !ezone shall become effective upon the recordation
of the Final Plat. Ii development is phased, then only
the zoning for that phase shall become effective.
At the request of Roger Esquerra, cartograEher, the Planning
Commission recommends Final Plat and Parcel plat boundaries be a
tri Ie wide line as the 1 8" blue line border obscures dimensions
on prints.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, on March 22, 1992, and in the Mohave
Valley Daily News, and posted March 20, 1992 as required by
Arizona
Revised
Statutes,
and
the
Mohave
County
zoning
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, April 6, 1992 approved this
change in zoning as recommended by the Mohave County Planning and
zoning Commission and outlined herein.
