RESOLUTION NO. 92-96 A RESOLUTION MODIFYING SOUTH MOHAVE VALLEY AREA PLAN TO ALLOW FOR MULTIPLE FAMILY USES IN PORTIONS OF SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MOHAVE VALLEY, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 6, 1992, a public hearing was conducted to modify the adopted South Mohave valley Area Plan to provide for multiple family residential uses in portions of Section 23, Township 19 North, Range 22 West, in the South Mohave Valley area, and WHEREAS, the Planning and Zoning Commission is required to recommend to the Board of Supervisors a County land use General Plan which is designed to conserve natural resources, to insure efficient expenditure of public funds, and promote the health, safety, convenience, and general welfare of the public, and WHEREAS, Section 23 is located one (1) mile south of Bullhead City's southernmost border and is bounded by Highway 95, Camp Mohave Road, Mountain View Road and El Rodeo Road. Review of floodplain map #040058-2445C indicates portions of this section are within a designated floodplain. Section 23 contains a number of subdivisions recorded and proposed. There is also .. . The majority of the section is zoned A-R (Agricultural Residential) with some commercial and multifamily zoning on the Highway 95 frontages. The EI Rodeo Drain bisects the southern half of this section, and WHEREAS, the applicant is requesting the provision for multifamily land uses in the W~ E~ NE~ SE~ of this section. The site is approximately ten (10) acres in size. A public meeting to gather input from property owners in the section was held on February 19, 1992 at the Fort Mohave Elementary school on Joy Lane. Twelve (12) people were in attendance including the applicant and his representative. The property owner directly to the north was opposed. Three (3) others who resided further away were not in opposition. The main issues addressed were traffic impacts and density of the proposed apartments. If the apartments were to be approved the main access would be on Aztec Road west to Highway 95. The nearest multifamily zoning or proposed land use is approximately one-half to three-quarters (.5-.75) mile to the west. The applicant owns the adjoined ten (10) acres to the east but made no request concerning the desired land use for that acreage, and WHEREAS, the Planning and Zoning Commission at their meeting on March 11, 1992 did recommend APPROVAL of the original proposal to amend the South Mohave Valley Area Plan to provide for -- .. . . 30F 4 BK 2032 PG 108 (FEEt92-17999) Resolution No. 92-96 Page 3 multiple family uses in portions of Section 23, Township 19 North, Range 22 West as shown on Exhibit "A", and WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on March 22, 1992 and in the Mohave Valley News and posted March 20, 1992 as required by Arizona Revised Statutes. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April 6, 1992, approved and adopted this amendment to the South Mohave Valley Area Plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
