HomeMy WebLinkAbout92-146 .l.. -.., 'h /~ Q) f ,.\ . 1 . ~R.r", - - - """nmMm 31 J . /1 ""," RESOLUTION NO. 92-146 A RESOLUTION SETTING FORTH THE DENIAL OF A REQUEST TO AMEND THE MORAVE COUNTY ZONING REGULATION FOR THE REZONING OF LOT 13, BLOCK I, GOLDEN SAGE RANCHOS, UNIT 85, SECTION 23,_ TOWNSHIP 21 NORTH, RANGE 19 WEST, FROM: A-R/2A (AGRICULTURAL-RESIDENTIAL/TWO ACRE MINIMUM LOT SIZE) ZONE, PROPOSED TO BE: A-R/1A (AGRICULTURAL- RESIDENTIAL/ONE ACRE MINIMUM LOT SIZE) ZONE, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on May 4, 1992, a public hearing was conducted to determine whether approval should be granted or denied to Thomas R. Conner of Kingman, Arizona for a zone change from existing A-R/2A (Agricultural Residential/Two Acre Minimum Lot Size) zone to A-R/1A (Agricultural-Residential/One Acre Minimum Lot Size) zone, located on the east side of Estrella Road, 1,500 feet north of Bolsa Drive in the Golden Valley area, and WHEREAS, Section 23 is approximately 2.8 miles south of Highway 68 and approximately nine (9) miles west of the Highway 68 and 93 junction. The subject property is accessed from Highway 68 via Estrella Road south approximately 2.75 miles being approximately 960' feet south of Diabase Drive and fronting on Estrella Road, and , . . . PAGE 2 OF 3 BK 20~6 PG 819 (FEE~92-2~096) Resolution No. 92-146 Page 2 WHEREAS, review of the floodplain map #040058-2325B indicates a portion of this parcel to be within a designated floodplain. The property is occupied by a mobile home. Surrounding land uses consist of a mixture of homes and vacant land. The applicant desires to split this 2+ acre parcel into two 1+ acre parcels. This property is located within the Golden Valley Improvement District and the Building Code Area, and WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on April 8, 1992, the Commission recommended DENIAL of the requested rezoning for the following reasons: 1. Approximately 60% of the subject property is located within the FEMA designated, Special Flood Hazard Area, Zone A. 2. Approval of this rezone request would be contrary to the public health, welfare, and safety. 3. Arizona Department of Environmental Quality, Bulletin 12, Part Four, Table 7, requires that a sewage disposal system be located fifty (50') feet from any wash. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, on April 19, 1992, and posted April 17, 1992 as required by Arizona Revised Statutes, and the Mohave County Zoning Regulations. PAGE 3 OF 3 BK 2046 PG 820 (FEE~92-24096) Resolution No. 92-146 Page 3 NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, May 4, 1992 denied this requested Amendment to the Mohave County Zoning Regulation via a change in zoning as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
