PAGE 1 OF 3 MOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 He A RESOLUTION SETTING FORTH THE DENIAL OF THE REZONING OF LOT 14, BLOCK K, GOLDEN SAGE RANCHOS, UNIT 76, SECTION 31, TOWNSHIP 22 NORTH, RANGE 19 WEST, FROM: A-R/2A (AGRICULTURAL-RESIDENTIAL/TWO ACRE MINIMUM LOT SIZE) ZONE, PROPOSED TO BE: A-R/IA (AGRICULTURAL-RESIDENTIAL/ONE ACRE MINIMUM LOT SIZE) ZONE, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 6, 1992, a public hearing was conducted to determine whether approval should be granted or denied to Jimmie and Stella Guinn of Ontario, California for a zone change from existing A-R/2A (Agricultural Residential/Two Acre Minimum Size) to A- R / lA (Agricultural- Lot zone Residential/One Acre Minimum Lot Size) zone in the Golden Valley area, and WHEREAS, Golden Sage Ranchos, Unit 76, is located approximately thirteen (13) miles west of the Highway 68 and 93 junction and two (2) miles north of Highway 68. The subject property is accessed from Highway 68 via Egar Road north three (3) miles to Chinle Drive, thence west one (1) mile to Guthrie Road, thence south one (1) mile to Zuni Drive, thence west one (1) mile to Ganado Road, thence south one-half (.5) mile to Simon Drive, thence west three-quarters (.75) mile to Bellemont Road, thence south approximately one-quarter (.25) mile to the parcel. Access to the site is difficult, approximately seven and one-half (7.5) miles and Commission staff had to walk some distance to post the rezoning notice, and WHEREAS, review of floodplain map #040058-2125B indicates this area to be clear of flooding potential. This site is on the foothills of the Black Mountains and it is not clear how much of this site would be considered buildable land. According to assessors maps there are a number of parcels with ownership links. This mayor may not indicate that two and one-half (2.5) acres is sufficient land to build upon. Surrounding land uses consist of vacant land with about four homes within this unit, WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on March 11, 1992, the Commission recommended DENIAL of the requested rezoning for the following reasons: 1. Road Access is not open and maintained. 2. Character of development in the area is not conducive to the increasing of density at this time. 3. Due to the remoteness and topography of this existing subdivision, lack of access roads and other improvements to this site it does not appear to be good planning practice to increase the total number of parcels in this subdivision by approval of this split. ... PAP 3 OF BK 2032 PG 3 161 (FEE~92-18013) Resolution No. 92-110 Page 3 WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, on March 22, 1992, and posted March 20, 1992 as required by Arizona Revised Statutes, and the Mohave County zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April 6, 1992 denied this change in zoning as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
